The last decade has seen a dramatic increase in the use of voluntaryapproaches (VAs) to environmental protection, which has
spurned agrowing literature on the relative merits of voluntary vs. mandatoryapproaches. This paper draws on that literature
to discuss both thetheoretical and empirical issues that arise in the evaluation orassessment of a particular VA. We consider
both the environmentaleffectiveness and the efficiency of this policy approach. Our aim is toaid policymakers in evaluating
a specific program or in thinking aboutthe use and design of a VA. We identify some key features that arelikely to increase

运用AHP方法构建了包括环境风险知识、环境风险态度、环境风险行为意愿、环境风险行为4个一级指标、20个二级指标的公众环境风险认知评价指标体系,结合K市两个典型垃圾焚烧发电项目(W项目和D项目)的实地问卷调查,对项目周边3 km环境敏感区域内公众的环境风险认知水平进行了测量,调查结果显示,公众的年龄、性别、户口性质因素对环境风险认知具有显著影响,文化程度因素是制约公众环境风险认知的关键因素,因此,环境教育应成为提高公众环境风险认知最直接、最有效的途径。 相似文献

基于创新驱动下环境规制对制造业转型的作用机理,利用2005—2016年长江经济带11个省(市)的面板数据,实证研究创新驱动在环境规制与制造业转型关系中的中介效应。结果表明:环境规制对制造业转型的影响存在着基于创新驱动的双门槛效应,创新驱动处于不同的区间范围时,环境规制对制造业转型影响的方向和程度不同。因此,应当重视创新驱动与环境规制的协同作用,因地制宜地制定环境规制政策,同时通过合理配置固定资产、加大教育投入、引导财政支出投向、提高审外资准入门槛、引进先进技术等方式促进长江经济带制造业转型。 相似文献

This paper analyses the implications of international trade for non-cooperative environmental policy in the case of local
production externalities. A particular focus is on the potential effects of regulations on the variety of goods and the resulting
international spillover caused by trade. A tougher domestic standard negatively affects the utility of the households abroad,
since such a policy reduces their variety of imports (due to fewer domestic product inventions) or their consumption of each
imported brand (due to higher import prices). Ignoring the negative spillover, non-cooperative governments implement inefficiently
strict standards in equilibrium. In contrast to this clear-cut inefficiency result, the impact of international trade on the

We analyze the dynamic spillover impact of cryptocurrency environmental attention (ICEA) on three asset classes: commodities, green bonds (GBs), and environment-related stocks. Our wavelet-based analysis suggests that ICEA is sharply escalated after the first quarter of 2021. During this period of intense attention, only the soybean commodity and Solactive GB tend to move positively and negatively with ICEA, respectively. Accordingly, the clean energy, sustainability, and Environmental, Social, and Governance (ESG) stock indices are positively associated with ICEA during 2018–2019 at the medium frequency bands. In most periods and frequency domains, most commodities, GBs, and environment-related stocks are not strongly linked to ICEA. Moreover, Diebold and Yilmaz’s (2014) spillover estimations signify no strong spillover effect of ICEA on the asset classes considered in this study. These findings are further corroborated by the wavelet-based Granger causality analysis. Moreover, our quantile regression (QR) estimations suggest that most assets are adversely influenced by ICEA, depending on the market conditions. Our research conveys some novel and vital policy ramifications to both investors and policymakers. 相似文献

Taxes may seem to be the most attractive instrument for curbing the emissions of carbon dioxide. This paper, however, argues that environmental taxes involve a number of serious complications — especially in an open economy riddled with market imperfections like the Netherlands. Therefore, a wide-ranging policy mix is called for. As far as households and sheltered sectors are concerned, regulation can continue to play a major role.
