农业、农村、农民、农贷。一个简简单单的“农”字,多年来成为多少决策人绕不开的难题。而今年重庆市的农村居民储蓄则走出了一条持续向上的路线,农业贷款也在2002年、2003年的基础上同比增长6.2％,中国农业发展银行重庆市分行支持粮改、服务三农的效果得到显著体现。作为服务“三农”的政策性银行,重庆分行探索出了一条信贷支持地方经济发展的有效途径。     

从创新到跨越——来自冷水江市农村信用合作联社的报道

发展是党执政兴国的第一要务。党的十六大报告指出:"发展要有新思路。"冷水江市信用合作联社以创新为动力,在建设农村小康社会中走出了一条全新的发展之路。该联社现有职工220人,下辖1个营业部,11个乡镇信用社、33个分社,207个村级信用站。至2003年10月末,各项存款余额7.1亿元,各项贷款余额4.03亿元,新增贷款到期偿付率和自然清息率均达90%以上,减亏增效步伐明显加快。

非典型肺炎肆虐,对我们是当头棒喝。多少年了,我们习惯了把眼光放在国民收入增长、个人存款额、股市指数上面。来一个“非典”,我们赫然发现,我们的卫生条件、医疗服务多么不足,更严重的是,我们竟然在追求“现代化”的过程中,本末倒置,忘记了幸福不是有多大叠的钞票,而是身心的健康。     

The NDC Model： A Way to Resolve Moral Hazard in China＇s Social Security System

Since the mid-1990s, China has adopted a partially funded pension scheme in building its social security system. However, after nearly 10 years of operations, people found that the serious moral hazard problem of contribution defaults and loss of control concerning pension payment stemmed from this partially funded pension scheme. This institutional arrangement has also resulted in the so-called “adverse selection in non-market institutions”,which in turn is capable of destroying the current system. This article argues for the introduction of the Notional Defined Contribution (NDC)scheme, because it can solve the problem of moral hazard and adverse selection. Moreover,it can solve the problem of a lack of institutional conditions for the entry of the social security fund into the stock market. It is important to note that the NDC scheme fully conforms to the initial intention of the policy-makers who designed the partially funded pension scheme in mid-1990s.
