Regional Heterogeneity in the Private and Social Returns to Human Capital

Abstract

It is thought that policies aimed at encouraging the accumulation of human capital in less productive regions can constitute a key factor in development. However, the effectiveness of this policy depends in large part on each region's capacity to give returns to human capital. The aim of this article is to demonstrate the existence of substantial spatial variations in private and aggregate returns to human capital, indicating that development policies based on stimulating the accumulation of education differ in effectiveness. Results for the Spanish regions suggest that regional variations in social returns are greater than those in private returns.

New evidence of salary discrimination in major league baseball

Salary discrimination in MLB has largely been discarded as a research topic. However traditional quantitative methods (particularly least squares regression) have concentrated on the effect of race for the average player. If only a particular salary class of players are subject to discrimination, or if the size of the discrimination is small at the average, then least-squares techniques will struggle to identify discrimination. I use quantile regression to uncover salary discrimination against black players in the lower half of the salary distribution. Not only are the premia for white and Hispanic players statistically significant, but they are large: up to 25% of salary for the bottom quintile of players.

The development of political skill and political capital by global leaders through global assignments

The purpose of this paper is to explain how developing global leaders through global assignments (i.e. in the form of expatriation and inpatriation) may lead to their acquisition of valuable political skill and political capital. First, using the theoretical frame of political influence theory, the benefit of political skill is explained relative to the development and augmentation of global leaders' capital portfolio during global assignments. Second, a distinction between social capital and political capital, as the integral components of global leader's capital portfolio, is made. In conclusion, the value of acquiring political skill and building human, cultural, social and political capital by global leaders is discussed separately for expatriate and inpatriate assignments.
