关于中国碳排放权交易机制的构想

在碳排放量跃居全球首位的严峻压力下,中国清洁发展机制项目的发展成绩卓著。然而,碳排放权售价过低造成的巨大损失迫切要求中国构建自身的碳排放权交易机制。文章首先阐述了中国碳排放权交易的现状,接着分析了中国碳排放权交易存在的问题,并在此基础上提出了中国碳排放权交易机制的构想。     

我国碳交易市场的现状、问题及发展对策

本文以碳交易在我国迅速发展为背景,简述了我国碳交易市场的发展现状,分析并指出了当前我国碳交易市场存在的问题,如参与国际碳市场程度较低、法律体系不完善、碳交易价格机制缺位等,并提出了相应的对策建议,以促进我国碳交易市场快速健康发展。     

创新投入、创新产出与企业绩效：基于CDM模型的实证研究

文章运用CDM模型,采用中小板上市的236家公司的相关数据,实证检验了创新投入、创新产出与企业绩效之间的关系.数据分析结果表明:创新投入对创新产出有显著的正向影响,创新产出对企业绩效有显著的正向影响;在影响创新活动的因素中,企业规模对创新投入和企业绩效有积极的影响、而对创新产出却起到了相反的作用;政府补助有利于提高创新投入,劳动力素质与企业绩效正相关;战略新兴企业与非战略新兴企业对企业创新投入、创新产出和企业绩效的影响有差异,战略新兴企业对企业创新活动的影响是很显著的.     

我国环境工程领域CDM项目活动现状及对策研究

全球气候变暖已是不争的事实,由其带来的气候灾难威胁着人类的生存与发展。CDM（清洁发展机制）是《京都议定书》建立的三种灵活减排机制之一。在环境保护的共同目标下将环境工程与清洁发展机制有机结合起来,是我国经济发展方式转变的一大趋势。本文首先分析了我国环境工程CDM项目涉及的减排类型和发展现状,然后分析了我国环境工程CDM项目活动存在的主要问题,最后提出了一些政策建议。

Changes in Development Finance in Asia: Trends,Challenges, and Policy Implications

There have been shifts in the composition and nature of development finance in Asia, such as the mainstreaming of private sources of finance and the emergence of domestic resources potentially available for development purposes. In parallel, new trends and challenges are identified in such areas as the transformation of development aid, public–private partnerships, and green finance. A common challenge is how to strengthen financial intermediaries for longer term sustainable financing from domestic and external sources for investment serving development purposes. To address this, policymakers should bear in mind policy coherence and consistency from macro, sector, and micro perspectives. For various financial resources to bring about tangible benefits, policymakers should take account of complementarities and synergies among the full range of available financial resources. The effective utilization of private sources of finance depends on commercial viability. The key to success is incentive design and risk mitigation measures.

Global climate change has been identified as the ftrst of the top ten environmental problems in the world,As climate change will have serious effects on the social and economic development and everyday living of people in the world,many of the countries and governments are taking untiring efforts to combat climate change.As one of the important mechanisms of reducing greenhouse gas (GHG) emissions in the Kyoto Protocol,Clean DevelopmentMechanism (CDM) has not only provided chance.for developed countries to ftdfill greenhouse emission reduction obligations,but also provided an opportunity for developing countries to combat climate change under the sustainabledevelopment frame.The dual objectives of developed countries' GHG emissions' reduction obligation achievement and developing countries'sustainable development will be achieved under the CDM.As a country with responsibility,China has been positively developing CDM projects and promoting energy saving and emissions reduction during the three years after the Kyoto Protocol came into force,and CDM projects development has always been in the front tank in the world However,as the vast clime within China,notable differences occur in different regions.In order to promote the CDM development in China,it is necessary to have regional CDM capability construction in accor dance with the practicality in different regions.Based on the Slat Analysis of developed CDM projects and current CDM development status in China,problems in the CDM development of China,including the inefficiency in sinall and medium-sized CDM Projects development,over centralization of CDM development scope and especially the differentiated provincial CDM projects developing capability are pointed out in the paper.What's more,reasons forthe problems are analyzed from the leading factors,including policy orient,information asymmetry and weak CDMcapability.In order to promote CDM projects development in China,a new CDM capability construction model is put forward in the paper     

论银行在实现节能减排中的支持作用

低碳经济是人类转向生态文明的一大进步,以低排放、低消耗、低污染为特征的经济发展模式,节能减排是其重要组成部分和内在要求.我国CO2排放量大,减排任务艰巨,低碳化处于一个缺少资金的瓶颈状态,研究减排过程中银行支持作用十分必要.本文对该问题从银行绿色贷款、CDM(清洁发展机制)、碳排放权交易等方面进行了初步探讨.
