Study on the ecotourism model of the ethnic region in western Sichuan Province under the comprehensive tourism strategy: a case of Zoige County

The ethnic areas of western Sichuan Province are characterized by complicated topography, seismic active zone, serious soil erosion, fragile eco-environment, low level of economy, and so on. Periphery regions and central regions appear in western Sichuan Province. The socioconomic development in the central regions is at high level, whereas the ethnic areas are generally at lower level. Moreover. the deterioration of the eco-environment has seriously restricted the development of traditional industries in the ethnic areas, and it is necessary to develop environment-friendly and resource-saving industries. The ethnic areas of western Sichuan Province are rich in tourism resources, and have the potentiality of developing ecotourism. Advantages＇ of tourism resources in the ethnic areas should be made full use of and ＂comprehensive tourism ＂ is the requirement of the characteristics and the status quo of the ethnic areas. The ＂comprehensive tourism development model ＂ has the functions of ecotourism on the key industry. Based on the demands and the interaction among different industries, the model cart accelerate the development of related-industries, such as eco-agrieulture, eco-industry, eco-tertiary industry, and so on. Through implementing the comprehensive tourism model, we can fully utilize the advantages of ethnic areas, and promote the rapid and sustainable growth of regional economy, and also the harmonious development of economy, environment and society.     

浅议病险水库综合治理措施

柳州市病险水库在治理过程中存在投资不足、勘测设计深度不够、工程施工管理不规范、未建立完善的管护制度等问题。文章将针对这些问题提出治理建议。     

WiFi4EU: Techno-economic analysis of a key European Commission initiative for public connectivity

This paper analyses the WiFi4EU initiative, the measure proposed by the European Commission (EC) to speed up public access to Wi-Fi throughout Europe in the coming years by subsidising the infrastructure. We set out to analyse how these measures are incorporated into the EU policies for building a Gigabit Society and the EC's regulatory tradition, and what the impact is likely to be. This innovative initiative has been drawn up in a climate of uncertainties and delays, and will have an effect upon the network deployments strategies of operators and countries. The article puts all of this into the context of the current European regulation debate and conducts a techno-economic analysis to assess the expected impact of the initiative. We have observed a slight shift towards developmental models in the EC regulatory framework and a step ahead towards multi-level governance. Furthermore, the techno-economic analysis has revealed the limited extent of Community aid and the considerable variability of the equipment deployed and the expenditure involved. We have also highlighted the questionable formulation of the allocation mechanisms, and we have included certain examples or suggestions for improvement.
