基于AHP的住房公积金开源方法研究

近年来，面对住房公积金提取需求和贷款需求的迅猛增长，住房公积金的流入资金出现了相对短缺的情况。基于此，笔者提出了扩大住房公积金的覆盖范围、提高住房公积金的缴存比例和建立住房公积金的资产证券化机制三种住房公积金开源方法，以有效增加住房公积金的流入资金。本文运用层次分析法（AHP），构建了住房公积金开源方法的梯阶层次结构模型，据此分析得出结论：扩大住房公积金的覆盖范围为住房公积金开源的首选模式，建立住房公积金的资产证券化机制次之，提高住房公积金的缴存比例应作为最后的选择。     

拉美地区小额信贷覆盖深度变化及对我国的启示

通过面板数据的分析,本文发现拉美地区小额信贷商业化程度提高在一定程度上造成了小额信贷覆盖深度的变化,小额信贷机构对于原目标客户有所偏离。这种偏离是与这些机构利润最大化追求、市场竞争、抗风险能力及追求较高流动性有关的。这启示中国小额信贷实践,既要认识到小额信贷的必要性和多样性,同时在商业化过程中应通过政府适当补贴、小额信贷机构改进信贷技术和适度监管来降低成本与风险,增强持续发展能力,以此来保障小额信贷的覆盖深度。

Roaming in the Mobile Internet

With the acquisition of UMTS licenses Mobile Operators (MOs), have often been obliged to deploy 3G network infrastructures covering at least a given percentage of users by a given date. This paper discusses the rationale for imposing these minimum coverage requirements by regulatory bodies. To that end, a model is built, which studies the incentives for MOs to compete for market share and over coverage within an unregulated environment where MOs are assumed to be free to enter sharing agreements and to negotiate a reciprocal roaming charge. Within this framework, it is first shown that MOs would deploy their infrastructure to guarantee the coverage of the entire territory (population), but they would avoid any network duplication in order to maximize rents from roaming revenues. It is then discussed whether a minimum coverage requirement is the best policy to reduce these excess rents, or whether alternative measures could be adopted which could serve other goals as well, such as the avoidance of network duplication.

扩大养老保险制度的覆盖面迫在眉睫

目前，我国的养老保险覆盖面较低，这一状况制约养老保险制度的社会保障功能的发挥，易引发社会不公平，很可能将养老保险降至商业保险的地位，同时限制了劳动力的正常流动。因此，必须尽快加强宣传教育，规范劳动力市场，做实个人帐户，加强基金日常管理，寻求长效的基金保值增值机制，改进制度设计。     

The fundamental law of highway congestion revisited: Evidence from national expressways in Japan

The fundamental law of highway congestion states that when congested, the travel speed on an expanded expressway reverts to its previous level before the capacity expansion. In this paper, we propose a theory that generalizes this statement and finds that if there exists a coverage effect, that is, the effect of longer road length on traffic conditional on capacity, then the new equilibrium travel speed could be lower than its previous level. Given the fundamental law, the theory predicts that the elasticity of traffic to road capacity is at least 1. We estimate this elasticity for national expressways in Japan and test this prediction. Using the planned national expressway extension as an exogenous source of variation for capacity expansion, we obtain elasticity estimates ranging between 1.24 and 1.34, consistent with the prediction of our theory. We further investigate the sources of the larger-than-unity elasticity and find that the coverage effect plays a critical role, compared with the effect due to lane expansion.     

Investment and access to external finance in Europe: Does analyst coverage matter?

We aim to determine whether analyst coverage improves European firms’ access to capital markets and investment. Based on a data set that includes firms from several European countries between 2000 and 2015, we implement a treatment effect framework and an instrumental variables (IV) approach, in which the intensity of industry-level waves in coverage is used as an instrument for firm-level coverage. We show that analyst coverage is favorable to firms’ debt and share issuance and their investment expenses. Our paper emphasizes the key role of financial analysts in improving European firms’ financial conditions.
