Internet Jurisdiction for E-commerce

Internet jurisdiction is an area of increasing concern to e-commerce because of the growth in cross-border e-tailing, both within the United States and globally. Therefore, the need for a global solution is also increasing. In response, this article first defines Internet jurisdiction, also known as cyber jurisdiction, and discusses the risks of Internet jurisdiction for retailers and consumers. Drawing from legal research, the authors examine the legal theories for jurisdiction and the application to e-commerce. Their focus is on United States law because both US and foreign businesses must understand US jurisdictional law due to increased globalization from expanding international trade and more frequent contact with US companies and markets brought about by the Internet. Since standards and case law are still developing worldwide, the authors conclude by providing managerial recommendations to reduce the uncertainty of jurisdiction, should legal action be initiated.

Cyberattack-resilient load forecasting with adaptive robust regression

Cyberattacks in power systems that alter the input data of a load forecasting model have serious, potentially devastating consequences. Existing cyberattack-resilient work focuses mainly on enhancing attack detection. Although some outliers can be easily identified, more carefully designed attacks can escape detection and impact load forecasting. Here, a cyberattack-resilient load forecasting approach based on an adaptive robust regression method is proposed, where the observations are trimmed based on their residuals and the proportion of the trim is adaptively determined by an estimation of the contaminated data proportion. An extensive comparison study shows that the proposed method outperforms the standard robust regression in various settings.     

Aux armes, citoyens: Cyber security and regulation in the United States

Government policy for cyber security in the United States relies on voluntary and cooperative action by the private sector and has, until now, explicitly rejected the use of mandate or regulation. This stands in contrast to other defense and homeland security issues, such as those involving border protection or transportation, where government intervention is the norm. The decision to rely on voluntary action for cyber security reflects influential trends in security policies, deregulation, and the government's relation to the Internet that continue to shape US policy even after the attacks of September 11. The result is an ineffectual policy that underestimates the role of government.     

网购供应链的低碳决策模型及其应用

文章基于定量研究和典型算例,针对网购供应链的低碳运作积极性不高的问题,对网购供应链的低碳决策问题进行了分析。通过考虑网购者的低碳意识对供应链需求函数进行了改进,在此基础上,根据网购供应链是否考虑碳信息发布成本,构建了两类决策模型,最后对模型及其应用进行了分析。文章研究得出以下结论：当网购供应链的初始低碳水平高于低碳标准时,网店及其供应商进行低碳运作的积极性就高;当网购供应链的初始低碳水平低于低碳标准时,考虑碳信息发布成本进行决策更有利于提高网购者的低碳意识,从而促进网购供应链进行低碳运作;同时,在网购者的低碳意识影响下,网购供应链是否进行碳信息发布,主要是与其的初始低碳水平有关。该结论为网购供应链进行低碳运营提供了决策依据。     

Cybersecurity awareness and market valuations

This paper introduces a measure of firm-specific cybersecurity awareness that can be used in empirical research exploring cyber-related issues facing corporations. It extends and updates Gordon et al. (2010), who develop an indicator capturing the existence of disclosures related to “information security” and show a positive association between market valuation and their measure. Since publication of their paper, cyber-related events have become more frequent and salient, and disclosure of cybersecurity issues has become more extensive. Increased disclosure is largely due to a 2011 requirement by the Securities and Exchange Commission, which provides guidance for disclosure of cyber-related issues in 10-K filings. Based upon this post-guidance disclosure, we develop a new measure that captures the extent and relevance of cyber disclosures and show that the market positively values cybersecurity awareness. We also show that a more negative tone in cyber disclosures is associated with lower market values. Our results are robust to inclusion of measures of IT governance and controlling for the firm’s overall disclosure characteristics.
