建设项目协调管理机制研究

建设项目协调管理职能需要通过各种管理活动来实现,而协调管理职能的实现是由各项管理活动中蕴含的协调管理机制所决定的。文章在阐明建设项目协调管理机制内涵的基础上,提出了5种重要的建设项目协调管理机制:决策机制、合作机制、沟通机制、激励机制和约束机制,并由此构建了这5种协调管理机制的运行模式,以期为建设项目协调管理实践提供理论基础。     

Inter-organizational communication as a relational competency: Antecedents and performance outcomes in collaborative buyer–supplier relationships

Inter-organizational communication has been documented as a critical factor in promoting strategic collaboration among firms. In this paper, we seek to extend the stream of research in supply chain management by systematically investigating the antecedents and performance outcomes of inter-organizational communication. Specifically, inter-organizational communication is proposed as a relational competency that may yield strategic advantages for supply chain partners. Using structural equation modeling, we empirically test a number of hypothesized relationships based on a sample of over 200 United States firms. Our results provide strong support for the notion of inter-organizational communication as a relational competency that enhances buyers’ and suppliers’ performance. Implications for future research and practice are offered.     

COMMUNICATION ABOUT FUTURE POLICY RATES IN THEORY AND PRACTICE: A SURVEY

We discuss the theoretical rationale for central bank communication about future policy rates, either as part of inflation targeting or in the form of forward guidance. We also summarize both actual central bank communication about future policy rates and empirical evidence on the effectiveness of these types of communication. We argue that there is a disconnect between the theory and practice of forward guidance, as theory assumes commitment on the part of the central bank, while in practice central banks generally do not commit. Future theoretical research on forward guidance should therefore take the absence of commitment by central banks into account.     

The significance of digital data systems for smart city policy

Our planet is gradually moving towards an urbanized world. Modern urban agglomerations tend to turn nowadays into advanced information hubs supporting a smart management of dynamic urban systems. The currently popular notion of ‘smart cities’ aims to provide a new perspective for sustainable and high-performance strategies of city stakeholders in our ‘urban century’. In this context, digital information technology provides a new tool for efficient and effective management and planning of urban space, inter alia in the field of transportation, environment, public facilities or advanced service provision to citizens. This paper aims to offer, first, a concise overview of the emerging opportunities of information and communication technology (ICT) for smart urban policy; digital technology in particular, appears to provide novel pathways for modern planning strategies in smart cities. Against this background, the paper sketches out the complex force field of global urbanisation phenomena and highlights the data and information needs for strategic planning of cities (using inter alia as a framework the so-called ‘urban piazza’ strategy framework). Secondly, various new decision support tools that are currently emerging and that offer a new promising scope for handling complex urban management issues (for instance, on accessibility, congestion, safety or sustainability) are briefly presented. And finally, the potential of such digital data systems for urban management and policy is concisely illustrated by means of some recent applications in the area of smartphone data systems. The paper concludes with a discussion of the challenges ahead for urban policy, inter alia by paying attention to institutional and governance aspects of ‘big digital data’ management in urban systems.

为了提高审计报告的沟通价值,为决策提供更多信息,一些国际机构开始探索审计报告模式变革,国际审计与鉴证准则理事会在2015年发布了新的审计报告系列准则。新审计报告准则虽然保留了通过/失败模式,但要求在审计报告中沟通“关键审计事项”,增加对“其他信息”的评价,关注持续经营假设并报告评价结果,并且调整了审计报告的段落结构,明晰了一些专业术语的表达。在详细解析国际审计报告准则内容变化的基础上,总结了国际审计报告变革的特征,并对国际审计报告变革可能带来的问题进行了深度剖析,以为中国审计报告相关准则的变革提供借鉴之处。

科研事业单位的固定资产是开展科研、成果转化、科技产业等各方面工作的重要物质基础,是解决重大科技问题的物质保障。加强固定资产管理,最大限度发挥固定资产的使用效率,已成为科研事业单位的一项重要课题。本文拟依据COSO报告的五要素并结合我国《企业内部控制基本规范》,从内部控制的角度探讨科研单位应当如何加强固定资产的管理。     

Interactive information disclosure and non-penalty regulatory review risk

Using monthly data from the Shenzhen Stock Exchange's ‘Hudongyi’ platform and comment letters from December 2014 to December 2018, this study investigates the influence of interactive information disclosure on non-penalty regulatory review risk. The findings reveal that the richness and activeness of interactive information disclosure are positively associated with regulatory review risk. Moreover, the non-penalty regulatory review is effective as it significantly reduces the probability of receiving a comment letter in the subsequent three periods. The timeliness of interactive information disclosure is negatively associated with regulatory review risks. Additionally, we find that newspaper media coverage partially mediates the relationship between interactive information disclosure and regulatory review risk. For companies with low levels of internal governance, in low-competitive industries, and state-owned companies, the positive relationship between the number of investor questions and regulatory review risk is strengthened. These findings enrich the literature on the determinants of regulatory review risk and the economic consequences of interactive information disclosure in emerging markets.
