NPM merger mania Lessons from an early case

A central doctrine of NPM requires the adoption of commercial management techniques to address the espoused goals of saving money and improving collaboration and service co-ordination. This article examines the evidence base for NPM mergers and uses study data to explain how two ingrained features of professional work helped to produce unintended outcomes at an early UK case involving a specialist mental health provider and an acute trust. The emergence of a de facto mental health trust within the merged entity arose from senior professionals' capacity to ‘buffer’ the work of colleagues from the rationalizing spectre of the merger. The persistence of ‘loosely coupled’ practices and structures restricted improvements in collaboration and service co-ordination. It is argued that these two enduring characteristics of professional organization will shape the outcomes of future NPM mergers in mental health care e.g. the creation of social care trusts and mental health ‘super-trusts’) and in other fields such as higher education.     

Implementation of accounting reforms

Abstract

Innovations in financial and accounting techniques represent a fundamental aspect of the reforms undergone by public administrations in recent decades. The article presents the results of a survey, conducted on 237 local governments, whose purpose is to assess the implementation of accounting reforms in Italy, aimed at introducing accruals reporting in the traditional budgetary accounting system to enhance accountability and transparency in the overall modernization process. The analysis shows that the importance of cash- and commitment-based accounting in the overall system is overwhelming, whereas the marginality of the ‘new’ accrual-based reporting is evident. In the opinions of preparers, accruals accounting is not seen as a useful tool and the link with internal needs and managerial control systems is absent. Is the time ripe for a new reform?     

Effects of people-centred factors on enterprise resource planning implementation project success: empirical evidence from Sri Lanka

Extant literature suggests people-centred factors as one of the major areas influencing enterprise resource planning (ERP) implementation project success. Yet, to date, few empirical studies attempted to validate the link between people-centred factors and ERP implementation project success. The purpose of this study is to empirically identify people-centred factors that are critical to ERP implementation projects in Sri Lanka. The study develops and empirically validates a framework for people-centred factors that influence the success of ERP implementation projects. Survey research methodology was used and collected data from 74 ERP implementation projects in Sri Lanka. The people-centred factors of ‘project team competence’, ‘rewards’ and ‘communication and change’ were found to predict significantly the ERP implementation project success.     

A case study of exploiting enterprise resource planning requirements

The requirements engineering (RE) processes have become a key to conceptualising corporate-wide integrated solutions based on packaged enterprise resource planning (ERP) software. The RE literature has mainly focused on procuring the most suitable ERP package. Little is known about how an organisation exploits the chosen ERP RE model to frame the business application development. This article reports an exploratory case study of a key tenet of ERP RE adoption, namely that aligning business applications to the packaged RE model leads to integral practices and economic development. The case study analysed a series interrelated pilot projects developed for a business division of a large IT manufacturing and service company, using Oracle's appl1ication implementation method (AIM). The study indicated that AIM RE improved team collaboration and project management experience, but needed to make hidden assumptions explicit to support data visibility and integrity. Our study can direct researchers towards rigorous empirical evaluations of ERP RE adoption, collect experiences and lessons learned for practitioners, and help generate more effective and mature processes when exploiting ERP RE methods.     

The roles of implementation and organizational culture in the HR–performance link

This article attempts to (1) explore the process by which a high-performance work system (HPWS) affects firm performance and (2) demonstrate the mediating role of implementation and organizational culture in the HPWS-performance link. The proposed model was tested using a sample of 243 Hong Kong and Taiwanese firms operating in Guangdong, China. The results from the present study supported the hypothesized mediation of implementation and organizational culture on the HR–performance relationship. This study offers important insights into the mediating mechanism of the HPWS-performance research. Implications for research and managerial practices are provided.     

官员排名赛与环境政策执行——基于环境约束性指标绩效的实证研究

以从2006年开始实行的环境约束性指标为研究对象,结合晋升锦标赛和弱排名激励理论,提出了官员排名赛理论,认为约束性指标制度的建立为地方政府提供了环境绩效排名的平台,由此推动了地方政府环境政策执行力度。利用2006—2015年中国省际环境数据,采用动态面板数据估计方法,实证检验了各省环境绩效排名对其未来环境政策执行力度的影响。实证结果表明,环境绩效排名落后的省份在未来1~3年显著提高了节能和减排的政策执行力度。

铁路安全风险管理及其有效实施的条件探索

随着我国经济的发展以及铁路网的逐渐建成,我国对铁路安全监管重视度也在随之加强,特别是在铁路运输安全方面。近年来,我国铁路事业实现了快速发展,但是我国却缺失了一套与之相适应的风险安全监管机制,以至于铁路运输安全事故频频发生。文中阐释了关于铁路运输风险管理的总体要求、工作目标、基本原则,分析了我国铁路运输风险管理的现状,并在分析的基础上,探索相关行之有效的实施条件,借此保证我国铁路运输安全以及铁路事业的健康持续发展。     

高等学校教科书回收再利用项目的实践探索

为了保护环境、节约资源和服务学生,上海海洋大学通过前期准备、中期宣传、实施及反馈四个步骤进行了旧教科书回收再利用的试验。按照项目具体实践,对整个操作过程中可能出现的问题进行分析并提出相应的解决方案,通过实施效果分析,探索了大范围推广高校教科书循环利用的可行运作模式。
