Union security rights at the polls: A call for modeling right-to-work voting

From 1944 to 1986, 19 states held 27 referendums on right-to-work legislation, with 22.5 million people voting on the proposals. Despite its prominence as a public issue, most research on right-to-work laws focuses on their industrial relations impacts, and not on employees’ individual rights to refrain from joining unions or those same employees’ responsibilities to support their bargaining unit representative. Nor has there been any research on what citizen groups determine those rights and responsibilities in a right-to-work referendum. This study explores a potential operational model of anti-right-to-work voting with a multiple regression analysis of Missouri’s 1978 right-to-work election results, and hopes to serve as a stimulus to additional research on these particular dimensions of the right-to-work issue.

基于Miller-Orr模型的省级政府现金管理实证研究

现代国库制度的两项重要功能是,确保对预算执行过程的有效监控和对政府现金资源的妥善管理,而高效的现金管理系统对监控预算执行起着重要的支持性作用.在政府现金管理已逐渐为政府和理论界所关注的背景下,本文从政府现金管理的基本理论、本质及意义入手,以实际调研数据为基础,通过将西部某省2003-2005年的实际数据运用到修正的Miller-Orr模型中,较准确的测算出了2006年该省国库现金月余额的控制范围,为建立省级政府现金管理模式提供了有益的参考.     

中国食品安全标准的现状、问题与对策

文章讨论了食品安全与食品安全标准的概念,分析了食品安全标准的现状,发现主要存在与国际标准不接轨、食品安全标准体系结构设计不够合理、研究薄弱、部分标准的实施较差、甚至强制性标准也未得到很好的实施等问题,提出了完善食品标准体系的主要措施。     

国家综合配套改革区与制度的空间演化分析

建立国家综合配套改革试验区,不仅是为了促进滨海新区及天津市的发展,更重要的是推动环渤海地区,乃至整个北方地区的发展,形成新的区域发展模式。这就要求在理论上不仅要考虑到技术、制度的因素,也要考虑到空间的因素对国家综合配套改革试验区理论模型的影响。具体研究空间因素对国家综合配套改革试验区的影响有助于准确理解和把握国家综合配套改革试验区的空间作用,形成新的区域增长方式和区域发展模式,为在全国范围内贯彻科学发展观和构建和谐社会提供崭新的思路和视角。     

城镇社区安全管理模式的经济学分析

城镇社区安全是社会安全与稳定的基础。本文基于纳什均衡和帕累托理论，对城镇社区安全管理模式进行了经济学分析。结果显示，为实现社区安全管理资源的帕累托最优，需要改进现有的安全管理制度，通过契约协作的方式，协调社区联盟中每户居民的安全支出，以避免“搭便车”现象的发生。基于上述经济学理论分析，最后提出了有关实现社区安全管理制度创新的模式及相应对策措施。     

提升我国国际竞争力的主要途径初探

运用系统范式分析现代国家竞争力的构成因素,应当包括企业行为,产业环境,要素禀赋,国家政治、经济、文化、人口、科技、习俗,国际环境等。这些在国家、产业、企业发展中的不同阶段中具有不同作用,国家和企业应据此采取相应的措施,作为形成和提升国家竞争力的基本途径。     

Wealth and sustainable development: the role of David Pearce

Green net national product was thought to be one way of measuring sustainable income. However, David Pearce understood that a better measure of sustainable development was to look at what a generation is leaving in form of capital assets to later generations. In this article, his arguments and insights are highlighted against recent theoretical advances.     

The Effects of Public Ownership and Regulatory Independence on Regulatory Outcomes

We examine the effects of public ownership and regulatory agency independence on regulatory outcomes in EU telecommunications. Specifically, we study regulated interconnect rates paid by entrants to incumbents. We find that public ownership of the incumbent positively affects these interconnect rates, and suggest that governments influence regulatory outcomes in favor of incumbents in which they are substantially invested. However, we also find that the presence of institutional features enhancing regulatory independence from the government mitigates this effect. In order to study regulatory independence, we introduce a new cross-country time-series database—the European Union Regulatory Institutions (EURI) Database. This database describes the development of institutions bearing on regulatory independence and quality in telecommunications in the 15 founding EU member states from 1997 to 2003 *We thank Laurent Pipitone for superb research assistance.
