The influence of the transfer payments from the central government to the local governments on the local governments' efforts on taxation must be taken into consideration by every country for the design of the transfer payments. Based on the theoretical analysis on the influence of the transfer payments from the central government to the local governments on the local governments'payments, this paper indicates that the local governments'efforts on taxation depends on the demand elasticity of the district for public goods. It increases with the increase of the elasticityλ.Judge the degree of the local government's efforts on taxation by measureλ. After an empirical analysis on the transfer payments from the central government to the local governments from 2000 to 2004, thins paper gets the conclusion that the local governments'efforts on taxation abates with the increase of supporting payments or with the increase of the ratio of transfer payments to local willing public payments. Under specific circumstances, the higher the ratio of transfer payments to the local fiscal expenditure is, the smaller the local governments' efforts on taxation is under the central payments, whereas the higher the local income is, the higher the efforts is under the eentral payments. Based on this. this paper gives the meanmg of its corresponding policies.  相似文献

Alternative panel data estimation methods are used to estimate the cointegrating equations for the demand for money (M1) for a panel of 14 Asian countries from 1970 to 2005. The effects of financial reforms are analyzed with estimates for two sets of sub-samples and two break dates. Our results show that money demand function has been stable and financial reforms are yet to have any significant effects. Since there is no evidence for instability in the demand for money, the central banks of these countries should use money supply, instead of the rate of interest, as the monetary policy instrument.  相似文献

External technology commercialization, e.g., by means of technology licensing, has recently gained in importance. Despite imperfections in technology markets, out-licensing constitutes a major technology commercialization channel. Although the identification of licensing opportunities represents a significant managerial challenge, prior research has relatively neglected these activities. Therefore, we develop the concept of ‘technology commercialization intelligence’ (TCI), which refers to the observation of a firm's environment with particular focus on identifying technology licensing opportunities. Grounded in a dynamic capabilities perspective, we test five hypotheses regarding organizational antecedents and performance consequences of TCI, drawing on data from a survey of 152 companies. The empirical findings provide strong support for the importance of the TCI concept. The findings deepen our understanding of the discrepancies between successful pioneering firms active in technology licensing and many others being less successful. The results have major implications for technology exploitation in open innovation processes.  相似文献

This paper studies conflict in a simple bargaining framework using an evolutionary game-theoretic approach. Our findings suggest that a player does not always regard the winning probability as an acceptable settlement rule. He accepts a division according to winning probability when the destruction caused to him in conflict is more than a threshold, which in turn depends on cost of conflict to the opponent and the size of the population. Further, our analysis shows that the norms with positive weight to disagreement payoff are effective against conflict, and incentivize peace. Contrary to the findings of extant studies carried out in finite population evolutionary game setting, the settlement possibility set is identical under both ESS and Nash equilibrium in our model with settlement norms.  相似文献

This paper investigates how mass media potentially act on preferences for redistribution. Our hypothesis is that media contribute to shaping the value system of a person, which affects support for redistribution. A theoretical model is proposed which combines demand- and supply-driven media bias. On the demand side, the model considers two types of individuals: non-partisan, whose values are influenced by the media, and partisan, who have strong opinions not affected by the media. We assume that although partisan individuals prefer unbiased information, they hold beliefs that they like to be confirmed; therefore, they tend to consume media with an ideological position similar to theirs. On the supply side, we focus on interest groups’ pressure on media coverage. Our results suggest that the anti-equality lobby is willing to pay more than the competing lobby. Moreover, we show that media bias is a decreasing function of the advertising revenues and an increasing function of the relative weight of ideology vs pluralism in individuals’ demand for media. Adding a second media outlet reduces the likelihood of media bias but not its extent. Finally, if both lobbies are active, the two outlets’ ideological positions are polarised.  相似文献

高管团队社会集成的质量明显地影响团队决策,然而已有的文献未能有效地解释影响社会集成的深层次原因。本文选用了高度群体决策的极端环境企业,采用扎根理论的分析方法和理论构建方法,对H公司的四个高管团队进行了追踪式观察等多种证据材料的收集、分析,发现高管团队的认知和价值观分别制约着社会集成的有效形成,并发现团队领袖和一般高管成员在团队集成中发挥不同作用。本文归纳出团队认知渴求、领袖的开放性、团队合作意识、团队成员责任感、领袖对才能的尊重五个影响社会集成的要素;并进一步结合相关文献构建出基于认知和价值观视角的理解社会集成的理论模型。本研究丰富了高管团队理论及社会集成理论,且对企业实践具有启发意义。  相似文献
