行政区划的调整往往是为了适应城市化和区域经济一体化的要求而进行的。除经济和生态环境因素外,住宅价格还受社会、文化和政治等因素的影响和作用,但行政因素对住宅价格变化影响的实证研究并不多见。以上海市南汇区并入浦东新区为例,运用Hedonic模型、多元线性回归分析、半弹性系数等方法,从时间和空间两个方面,定量测度行政区划调整对住宅市场价格变化的影响程度。结果表明:从时间变化上看,行政区划调整以后,浦东新区各板块的住宅均价呈现上涨趋势,住宅价格比调整之前上涨2.74个百分点,且前阶段的涨幅较之后要大;从空间变化上看,外郊环、郊环外涨幅潜力更大。总体而言,行政区划调整对区域住宅价格变化有一定的正面影响,但其影响程度有限且不及区位、交通和住宅特征等因素显著。因此,地方政府和房地产开发商应当理性对待行政区划调整策略,不能过于奢望通过短期的行政区划调整来提升房地产价值,而应当更多地关注开发区位的选址及区域交通和环境条件的改善,提升物业管理水平与服务质量,完善社区公共服务配套设施建设。  相似文献

We exploit a quasi-natural experiment arising from the introduction of a health insurance program in rural China to examine how the insurance coverage affects household consumption. Results show that, on average, the health insurance coverage increases nonmedical-related consumption by more than 5%. This insurance effect is observed even in households with no out-of-pocket medical spending. In addition, the insurance effect is stronger in households with worse self-reported health status. These results are consistent with the precautionary savings argument. The insurance effect also varies by household experience with the program. In particular, the effect is significant only in villages where some households have actually obtained reimbursement from the insurance program. The program within these villages stimulates less consumption among new participants than among households that have participated in the program for more than a year.  相似文献

The paper explores the emergence of street-level public service integration in eight cities, in five countries using a new framework: services-as-a-system to explore new public governances in health and social care integration. Data is analysed from eight cities in six countries (Australia, Canada, The Netherlands, Spain, UK, and USA) gathered in over 100 semi-structured interviews with key agents. We show that whilst culture and context shape the form and processes of governances there are underlying processual drivers of new public governances, in particular where users are involved in the co-design and co-production of integrated services.  相似文献

Counterfactual experiments with the Reserve Bank of New Zealand's core model provide some insight into the implications for New Zealand's economic performance over the 1990s, had it credibly fixed its currency to the Australian dollar. If New Zealand had faced the relatively more stimulatory Australian monetary conditions prevailing over the 1990s, then output growth may have been temporarily boosted. However, demand pressures would have probably been greater and inflation higher. In particular, results suggest that over the latter part of the 1990s annual inflation would have been approximately 1% point higher on average. Stochastic simulation experiments provide a vehicle to analyse what the implications of currency union might be more generally. Results suggest that if New Zealand were to lose its ability to set monetary policy independent of that set in Australia, then the variability of inflation and output would increase over the business cycle.  相似文献

This article highlights how recent reforms to the auditing and assessment of local public services in England suggest there will be a shift from panoptical to ‘synoptical’ monitoring approaches. This is because the UK Government has abolished its centralised monitoring regime and instead required local authorities to publish a range of financial and performance datasets online, ostensibly so that citizens can hold organisations to account directly. However, the complexity and raw nature of these data, along with the sidelining of professional auditors, will result in most citizens being either unable or unwilling to undertake this task. As such, the proposed ‘synoptical’ approach will not materialise. Indeed, other legislative changes will mean that outsourcing firms effectively become the new, unaccountable observers of local public sector bodies within an enduring panoptical system. In many cases these companies will then assume responsibility for delivering the same services that they have assessed.  相似文献

Abstract

This article reports the findings of a year-long research project focused on the activity of boards of directors of twenty-two trusts from the British National Health Service (NHS). The evidence gathered through the use of semi-structured interviews, focus groups, workshops, feedback questionnaires and document analysis indicates that the behavioural dynamics of boards, affected by the dominance of the expert model, act as antecedents of their statutory functions and the implementation of different governance models. Only a portion of the boards involved has effectively incorporated in its modus operandi post-New Public Management (post-NPM) principles of governance.  相似文献

The purpose of this study is to explore the trade-off between technical efficiency and the quality of hospital services when the state is the sole provider. Data from 20 New Zealand District Health Boards from 2011 to 2017 is used to estimate technical efficiency using the data envelopment analysis technique, which employs an additive inverse formulation for undesirable outcomes. The estimated average quality-adjusted technical efficiency score is 0.69. In comparison, when the quality variable was removed, the efficiency declined to 0.66. More importantly, the ranking of district health boards stays consistent across both models, indicating that there is very little trade-off between quality and efficiency. A sensitivity analysis also confirms the lack of a trade-off between quality and efficiency.  相似文献
