我国保险公估业的现状及发展对策分析

公估业的发展在保险市场中扮演着重要的角色,是我国保险业完善与发展的必然要求。但公估业在我国发展起步晚,且发展缓慢,因此需要我们正确分析保险公估发展前景的利弊,以确保公估业在我国健康发展。     

论物业税与现行房地产税收的关系

目前房价居高不下,政府调控房地产市场的措施陆续出台,在众多调控措施中,备受关注的一项措施是开征物业税。在开征物业税的过程中,必然会涉及到如何处理物业税与现行房地产税收的关系。对此,专家学者从不同角度发表了各自的看法。本文认为,现行的房产税、城镇土地使用税、城市维护建设税、教育费附加应该并入物业税,耕地占用税应并入土地出让金,土地增值税应该取消或并入物业税,契税应继续保留。我国应该通过正确处理物业税与现行房地产税收的关系,健全房地产税收体系。     

基于认知和价值观视角的高管团队（TMT）社会集成影响因素研究——一个典型群体决策情景下的探索

高管团队社会集成的质量明显地影响团队决策,然而已有的文献未能有效地解释影响社会集成的深层次原因。本文选用了高度群体决策的极端环境企业,采用扎根理论的分析方法和理论构建方法,对H公司的四个高管团队进行了追踪式观察等多种证据材料的收集、分析,发现高管团队的认知和价值观分别制约着社会集成的有效形成,并发现团队领袖和一般高管成员在团队集成中发挥不同作用。本文归纳出团队认知渴求、领袖的开放性、团队合作意识、团队成员责任感、领袖对才能的尊重五个影响社会集成的要素;并进一步结合相关文献构建出基于认知和价值观视角的理解社会集成的理论模型。本研究丰富了高管团队理论及社会集成理论,且对企业实践具有启发意义。

二次函数是中学数学的重要内容之一,和它相关的内容,如:二次方程、二次不等式、二次三项式及二次函数的图像,构成了一个体系,称之为"二次式系列";本文主要在以下三个方面对这些题目的解法进行探讨:(一)求参数的范围;(二)根的存在情况的判别;(三)求最大、最小值;通过以上的讨论,以期提高中学生对此类题目的解题方法和解题技巧。

Safer Guildford

There has been an increasing trend in recent years for public agencies to work in partnership with each other and with commercial organizations, which has presented special managerial issues and problems. The Crime and Disorder Act 1998 gave the police and local authorities a statutory duty to work in partnership in order to promote and improve community safety. One such partnership is Safer Guildford, which was formed before the legislation came into force and which consequently already had a range of community safety initiatives in place. However, the partnership still had to comply with the new legislation and had to conduct an audit of crime and disorder in its area and publish a strategy for dealing with it. By examining the progress of Safer Guildford using a management perspective, a number of lessons can be drawn that will inform the future management of community safety partnerships.     

Social Return on Investment (SROI) and Performance Measurement

Abstract

Social enterprises are being promoted as responsive and innovative way to deliver public services. As part of this promotion, these organizations are being required to demonstrate the social and economic value they generate. Social return on investment (SROI) is a performance measurement tool currently being encouraged to capture this impact. This paper draws on survey and interview data to analyse how SROI is used and understood in health and social care settings. It indicates that despite being accepted as an internationally recognized measurement tool for social enterprise, SROI is underused and undervalued due to practical and ideological barriers.     

Realizing public values: enhancement or obstruction? Exploring value tensions and coping strategies in the co-production of social care

ABSTRACT

We examine the potential of co-production to enhance or obstruct the realization of public values by analysing what value tensions co-producers experience and what coping strategies they follow. In-depth study of a social care initiative in Flanders shows that co-production enhances the realization of values relating to services delivered, relationships between public servants and citizens, and the democratic quality of the service delivery process. However, public servants and citizen co-producers experience tensions between values, such as efficiency, individual freedom of co-producers, reciprocity, and inclusion. In trying to deal with these value tensions, public servants are found to follow a variety of coping strategies, whereas citizen co-producers tend to escalate tensions or avoid coping with them. The type of coping strategy followed, however, influences if and what values are ultimately represented in the service delivery process and its results.
