河北省财政运行风险及防范对策研究

近年来,面对经济社会各领域公共风险,河北财政通过减收、增支、加债等方式,有效防控了公共风险的暴发,全省财政经济运行整体平稳,但也导致财政自身风险的累积,体现在财政收入持续增长后劲不足、财政支出保障难度逐步增加、地方政府债务风险存有隐患、其他领域风险趋向财政转移等.防控地方财政经济运行风险,需要充分发挥财政职能,加强财源建设,推动财政收入持续增长;调整支出方向,确保地方财政平稳运行;完善管理机制,防范地方政府债务风险;深化体制改革,消除财政风险转移隐患.     

美国专利主张实体的运营模式、诉讼策略及应对措施研究

由于专利主张实体对专利制度的影响不断扩大，近年来美国学者与政府机构对这类主体展开了一系列调查与研究。根据最新研究数据，国内对专利主张实体与专利保护实际情况的认知存在一定偏差和不足。鉴于此，在美国联邦贸易委员会调查及最新实证数据基础上，研究专利主张实体类型、运营模式、诉讼策略及其对技术创新的影响，分析美国当前采取的诉讼制度改革等应对措施，提出适用于我国的对策建议。     

To elevate or to duplicate? Experiential learning,host-country institutions,and MNE post-entry commitment increase

A multinational enterprise’s (MNE) decision to commit more resources to a host country operation is a key aspect of internationalization. MNEs can change their foreign operation mode in several ways in order to increase host-country commitment after initial entry, but existing theory on mode changes provides little guidance on what drives MNEs to increase commitment in a certain way over another. In this paper, we differentiate between mode duplication, whereby an MNE replicates an existing operation mode in a host country, and mode elevation, whereby an MNE establishes a new, different mode of operation either in lieu of or in addition to an existing one. We subsequently leverage learning theory to argue that both deeper international experience and broader international experience increase the likelihood of implementing a mode elevation rather than a mode duplication due to the higher complexity of the former. We further argue that these relationships are not uniform across different levels of host-country institutional quality. We test our hypotheses in a primary dataset of 80 Austrian MNEs implementing 527 mode changes while internationalizing into 21 countries in Central and Eastern Europe over 24 years, and find support for our theory. Overall, this study contributes to the international business literature on mode changes by offering theory and evidence regarding the drivers of whether an MNE increases foreign commitment by establishing a new operation mode or by duplicating an existing one in a host country.     

网上技术交易趋势预测模型及应用研究

网上技术交易平台开展交易趋势预测和交易潜力识别，可提高平台技术信息管理水平和网上技术市场运作效率。从网上技术市场和专利情报分析理论出发，提出网上技术交易趋势预测分析指标，设计构建预测模型和相关流程方法，并以广州知识产权交易中心的网上挂牌专利数据为例，进行定量测度和评价分析，从而提出发展网上交易服务能力的建议。结果表明，提出的技术交易趋势预测模型与流程具有适用性和可操作性，可针对网上平台技术资源确定差异化预测类型及其关键影响指标，建立基于技术领域分类的平台分析体系。研究结论可为网上平台设计基于自身特点的技术信息管理策略，提高信息服务专业化能力提供参考。

Meta‐Regression Analysis: A Quantitative Method of Literature Surveys

Abstract.  Pedagogically, literature reviews are instrumental. They summarize the large literature written on a particular topic, give coherence to the complex, often disparate, views expressed about an issue, and serve as a springboard for new ideas. However, literature surveys rarely establish anything approximating unanimous consensus. Ironically, this is just as true for the empirical economic literature. To harmonize this dissonance, we offer a quantitative methodology for reviewing the empirical economic literature. Meta‐regression analysis (MRA) is the regression analysis of regression analyses. MRA tends to objectify the review process. It studies the processes that produce empirical economic results as though they were any other social scientific phenomenon. MRA provides a framework for replication and offers a sensitivity analysis for model specification. In this brief essay, we propose a new method of reviewing economic literature, MRA, and discuss its potential.

资本充足率约束与我国商业银行经营转型的关联性分析

对于商业银行资本充足率的构成、影响因素、解决资本充足率不足的途径等问题,国内外很多学者已经进行了研究,其中,对于影响因素的研究,尤其成为20世纪90年代以来的银行业研究的热点问题。本文着重分析资本充足率约束与我国商业银行经营转型之间的内在逻辑关系,借助计量经济学模型方法,对近年来,资本充足率约束与我国部分股份制商业银行经营状况之间的关系进行了实证研究,结果显示,巴塞尔协议中的资本充足率约束已开始对我国的商业银行的经营发挥效应。
