环境与发展的全球合作进展

环境与发展的全球合作经历了一个逐渐发展而又举步维艰的过程。一方面,随着一系列有关国际性会议的举行和各种国际协议和签订,在共同对付全球环境问题上取得了一些重要成就;另一方面,由于环境问题及其相应机制的复杂性,国家与地区之间的差异性,国内诸多利益的冲突性以及全球政治经济秩序的不合理性,全球合作中的许多实际问题并没有得到真正解决,由里约会议引发的最初的合作趋势正在减弱。因此,世界需要一种新的达到空间程度的全球合作与协调。目前一种新的全球合作趋势已初见端倪,包括综合的政策手段,新型的南北关系,有效的环境机构和广泛的公众参与。作为一个重要的国际环境协议签署国和发展中大国,中国必须审时度势地制定出相应对策。

Eco-reason-The Contemporary Direction of the Philosophical Inquiry

The vanishing or termination of philosophy arises from the fact that philosophers are losing their philosophical enthusiasm and becoming experts of philosophy and the fact that philosophical is losing its object fields and becoming rootless. The former fact comes from the philosophical research replacement of the philosophical exptoration, and the Latter results from the disturbing identification of its own object fields when it originally emerged The genuine object of philosophical exploration should be the being of human. While man＇s original being is towards its creative existing orientation, its path, course and sate constitute the whole object fields of philosophical exploration Thus, the naissance of philosophy stems from the growing （original and creative ） existing circumstance. In such circumstances, the existing opening of man＇s original being towards his creative existence actually creates and writes its ecologicat fieids with the universe mutually. The mutually growing and writing existing fietds constitute the genuine perspectives of the contemporary philosophy.

Situational analysis beyond 'single-exit' modelling

Situational analysis (SA) is currently the method of mainstreammicroeconomics, and this paper maintains that it may also performan important role in heterodox research programmes in economics.Its most elaborate version in economics, the ‘single-exit’modelling approach, is an epistemologically driven endeavourwhich does not take full account of the way our world works.In this paper, it is argued that a fully consistent SA thatis firmly grounded on sound human ontological foundations canbe pursued if it is detached from the Rationality Principle,if closed-system modelling is abandoned, and if a retroductivemode of inference is embraced.     

Institutional individualism and institutional change: the search for a middle way mode of explanation

After noting the lack of enthusiasm of several well-known scholarsconcerning the adoption of both methodological holism and methodologicalindividualism in its several versions, this paper shows thatinstitutional individualism is a different mode of explanationfrom both of these and also that it is not the same thing asthe so-called Popperian programme of situational analysis. Institutionalindividualism is a mode of explanation that yields non-systemicand non-reductionist explanations at the same time as it allowsfor the incorporation into economic theories and models of themany formal and informal institutional aspects surrounding allhuman interactions, whether these interactions take place withinstable structures of legal rules and social norms or whetherthey attempt to change the said rules and norms. Finally, thepaper shows that it is possible for old institutionalists tomake institutional individualist analyses of institutional changeswhile retaining the remaining methodological assumptions ofthe school. The same is true for new institutionalists. Someexamples are offered from both camps.

内部控制理论从其产生发展到现在经历了漫长的过程，人们对它的认识也在发生不断的变化。内部控制理论的发展可以分为形成阶段、发展和完善阶段。在内容上，由最初的“二分法”发展到“三要素”、“五要素”，尤以美国COSO报告的内容为代表。现阶段的内部控制能否发挥作用，控制环境及人的因素是非常重要的。此外，还应该加强对内部控制过程的监督。
