磷化工园区生态产业链的培育及发展研究——以贵州省为例

生态产业链的培育和发展对提高磷资源的经济价值和生态环境的保护具有重要作用。文章首先对磷化工工业园区等概念进行界定,然后对贵州磷化工工业园区培育和发展生态产业链的必要性和可行性进行分析论证,最后提出了政府应提高磷化工企业的集合度、严格控制磷矿石的出口和按照生态产业链条招商,园区管委会应建立废物交换信息平台、清洁生产和废物集中处理机制,企业应大力发展精细磷化工产品、构建跨区域生态产业链、厘清产品间的共生耦合关系、加大磷矿伴生资源的开发利用等具体措施。     

《税务会计与纳税筹划》教材教法创新研究

原有《税务会计与纳税筹划》教材的内容和结构体系比较单薄,不能适用培养学生的创新能力和解决问题能力的要求。因此我们整合了原有知识内容,打破学科界限,把相关学科知识有机结合和综合运用,从税务理论角度重点突出提高学生的综合素养;从纳税筹划实务的角度重点突出对学生能力的培养。在教学中树立以学生为本的理念,将学生的知识学习与能力培养有机结合;将学生的被动学习转化为主动学习。     

改性聚苯醚吸收法测定高分子食品接触材料高温下全迁移物析出量

建立了改性聚苯醚吸收法测定食品接触材料高温下全迁移物析出量的方法,并对取样方法、提取溶剂、吸附物净化、加热温度、提取周期以及系统稳定性进行讨论。本方法RSD为2.3%-2.6%（n=10）,具有操作简单、快速等特点。能够满足对食品接触材料高温下全迁移物析出量的分析要求。     

Residential property price differentials of waste plants: evidence from Beijing,China

As a primary source of urban pollution, waste plants release toxic gases and polluted waste water that can cause great harm to human health and contaminate water resources. The adverse impact of waste plants on environmental threaten the quality of life of surrounding residents which will be reflected in residential property values. In this study, we develop a hedonic price model to estimate the environmental externalities of waste plants based on a panel dataset for real-estate transactions in Beijing from 2011 to 2015. We apply fixed effects and a Heckman selection model to control for omitted variable bias and sample selection bias and then construct price counterfactuals for properties. The price differentials between expected and counterfactual prices are then calculated. Our empirical results suggest that waste plants negatively influence residential property prices. Additionally, the influences of other factors, such as school district, traffic convenience, and average housing area, on property prices are consistent with common sense, though they are weakened for properties within three kilometers of waste plants.     

Simple fiscal policy rules for small open economies

This paper analyzes the scope for rules-based countercyclical fiscal policy in small open economies where a subset of households is liquidity-constrained. Relative to balanced budget rules, structural surplus rules significantly improve welfare. But they minimize fiscal instrument volatility rather than business cycle volatility. More aggressively countercyclical tax revenue gap rules (strong automatic stabilizers) increase welfare gains by around 50%, with only modest increases in fiscal instrument volatility. If liquidity-constrained households' labor income is independent of raw materials prices, the government should save excess raw materials revenue on their behalf. The best fiscal instruments are transfers, consumption and labor taxes.     

全国城镇有机废弃物生成、利用和排放状况的初步分析

本文利用城镇人口和行业生产及环境特点，对我国城镇的有机废弃物生成量、利用量和排放量进行了估算，并对它们的潜在性资源价值和环境影响作出定量评价。这一结果对制定我国城镇有机废弃物的环境管理政策和开发利用这一资源有着基础重要性。

By holding waste minimization as the center, the developed countries have formed perfect waste management system, Based on analyzing the status quo and problems of processing in our country, on the principle of benefit, scale, waste minimization, reclamation and hazard-free treatment, according to the recycling model of processing, the article has constructed ant country＇s domestic wastes management system, proposed the meusures of promoting the operation of system. It has realized the traasformatian of waste management system from terminal disposal to source reduction. ewhieved the goals, including domestic wastes categorizing and reclaiming, industrialization and non-pollution processing, and finally brought sustainable development for resources, environment, economy and society.
