我国集成电路领域重要技术发展趋势和技术预见浅析

集成电路对国家科技创新发展、新旧动能转换、经济转型升级具有重大意义。本文对集成电路领域发展愿景、产业现状需求进行了分析,以文献分析、专利计量分析和对其他国家预见成果的吸收提炼作为研究基础,结合专家研讨,确定备选技术预见初步清单。通过德尔菲调查和统计分析,对集成电路领域技术的重要性、实现时间、研发水平和制约因素进行分析,提出面向2035年集成电路领域的关键领域和重要技术群,为开展面向未来的集成电路领域技术发展战略研究提供重要的参考。     

低轨卫星通信系统中的一种波束小区切换算法

针对低轨卫星移动通信系统中终端切换频繁,以及因邻区列表动态变化特性使得邻区测量存在较大不确定性的问题,提出了一种基于波束可视时间与接收信号强度的波束小区切换准则。推导了定向天线信号场值广播至地面的时变表达式,基于此预测切换触发时间,并进一步计算终端的邻区列表。根据波束可视时间与接收信号强度计算邻区的切换权重并进一步选择目标波束,针对重复切换的情形设置同一波束切换次数上限。仿真结果表明,该算法可以有效降低终端切换的频次并避免“乒乓切换”的发生,且终端纬度越高,算法效果越明显。     

国际投资协议中国民待遇原则与清单管理模式的比较研究及对中国的启示

本文从国际投资协定中国民待遇的基本内涵出发,围绕国民待遇适用标准及与之相配合使用的清单管理模式,比较研究准入前国民待遇和准入后国民待遇,以及正面清单、负面清单和混合清单3种清单管理模式的具体内容、特点与实践情况,重点结合当前国际投资协定中国民待遇与清单管理的两种主要组合模式——"欧洲模式"和"北美范本",深入探讨"准入前国民待遇+负面清单"模式在中国的具体适用问题。     

The shopping list in goal-directed shopping: scale development and validation

This paper aims to develop and validate a shopping list scale in a goal-directed shopping context based on three complementary study phases (and literature review): shopper interviews (exploratory stage to identify the items and dimensions), a pilot study with 162 respondents for scale purification, and a refined questionnaire administered to 213 respondents (to establish reliability, convergent, discriminant and nomological validity). An exploratory factor analysis shows that the items load onto four factors: memory aid, money controller, shopping controller, and deviation controller. We performed confirmatory factor analysis to test the model and check for reliability and validity of the anticipated scale. The model fit and reliability levels are acceptable, as are the convergent and discriminant validities of the scale. The scale is a second-order factor, thus satisfying nomological validity. The shopping list scale should be of interest to researchers and retail managers in exploring factors and outcomes of goal-directed shopper behaviour.     

Reform and opening up in the new era: China trade policy review

This paper reviews the major changes in China's trade policies in the last few years. During this period, the adjustment of trade policies has developed in the following ways: first, the establishment of free trade zones, which emphasises the importance of advanced systems rather than preferential policies; second, putting forward the “Belt & Road” Initiative, which indicates China's new stage of development from “bringing in” to “going out”; third, holding import expos, which marks an era when China's foreign trade development has shifted from focusing on exports only to focusing on both exports and imports; fourth, reducing entry barriers of foreign capital, which demonstrates that the policy framework for FDI has gradually changed from a positive list to a negative list; fifth, promoting trade negotiations, which reflects that China has actively participated in bilateral, regional and multilateral trade talks; and finally, building up new experimental fields of reform and opening up, which shows evidence that a new generation of special economic zones is emerging.

由于南北国家之间的利益冲突,目前WTO成员对环境货物的界定方法和界定标准问题意见不一,谈判陷入僵局。我国的法律对策应为：在摸清家底的情况下提出鲜明的WTO谈判主张,只同意就我国在贸易利益方面具有比较优势的少数环境货物展开自由化：通过缔结自由贸易协定的方法绕开WTO谈判的僵局,直接与其他发展中国家展开区域性的环境货物贸易自由化。

The U.S. listing gap

Relative to other countries, the U.S. now has abnormally few listed firms. This “U.S. listing gap” is consistent with a decrease in the net benefit of a listing for U.S. firms. Since the listing peak in 1996, the propensity to be listed is lower for all firm size categories and industries, the new list rate is low, and the delist rate is high. The high delist rate accounts for 46% of the listing gap and the low new list rate for 54%. The high delist rate is explained by an unusually high rate of acquisitions of publicly listed firms.
