民营企业人力资源效率问题探析

改革开放以来,我国民营企业展现出的旺盛活力和良好发展势头,归根到底与人力资源效率密不可分。本文多角度、多层面地对民企人力资源效率问题进行了探讨,力求为其“二次创业”提供理论指导和实践指南。     

对我国“经济高增长与高失业并存”现象的思考

近几年我国经济持续高速的增长同时,失业率也在迅速攀升。这一问题是有悖于国际上经济增长的通常经验的,也与传统经济学理论有所矛盾。在对形成这一矛盾现象的原因进行研究的基础上,指出其原因在于我国过去经济增长采用的是传统的、粗放型的经济增长模式,造成了巨大的潜在效率损失。为了有效地解决这一问题,就必须转变经济增长方式,通过技术进步和制度性的改革来有效地提高经济效率。     

The Opening, Short, Medium and Long Term Performance of Canadian Unit Trust Initial Public Offerings (IPOs)

Abstract:   This paper investigates the initial pricing and performance of Canadian unit trust IPOs over a three‐ to four‐year period and then draws implications for the efficiency of the Canadian market. Overall, the results confirm the following: in the short term, unit trust IPOs are underpriced and outperform the Canadian market; in the medium term, IPOs are fairly priced and neither outperform nor underperform the Canadian market; and in the long term, IPOs are fairly priced but underperform the Canadian market. In addition, our results confirm that the size of underpricing is related to ex‐ante uncertainty about the value of the issue. Ex‐ante uncertainty proxies, namely total risk, exchange listing, relative bid‐ask spread, and relative volume of initial trade, all explain the size of underpricing. When the effects of these factors are controlled, the results confirm that Canadian unit trust IPOs are indeed overpriced in the short term but underpriced in the long term. We conclude that the Canadian unit trust IPO market appears to be inefficient in the short and long term, but over the medium, the market appears to be efficient.     

Is the Increment Principle Really Wrong ？

In view of the problems in the selection of alternatives which are mutually exclusive and the criticism against the increment principle, this article reveals the cause of the mistake and demonstrates that only the increment principle and the incremental analysis method is the principle and method that we should follow and adopt in schematizing the economic policy-making.     

Equal opportunity and poverty reduction: How should aid be allocated?

This paper analyzes a model of aid allocation equalizing the opportunity between recipient countries to reach a common poverty reduction goal. We propose a fair and efficient aid allocation based on a multicriteria principle. The model considers structural handicaps in recipient countries in terms of lack of human capital and economic vulnerability, their initial poverty, and the natural gap between the growth rate required to reach a development goal and the observed one. We show that our proposed aid allocation favors poor and vulnerable countries with our multicriteria principle. It substantially differs from the observed allocation. Analyses also shed light on the impact of the donors' aversion to the low natural growth gap in recipient countries on the optimal aid allocation and the marginal efficiency of aid.     

运用规划手段不断提高城市土地使用效率

研究目的是针对我国城市化进程中土地供需矛盾日趋尖锐的状况 ,探讨提高城市土地使用效率的城市规划方法 ;研究方法是综合分析城市规划对城市土地使用效率的影响因素 ;研究结论是提出综合运用规划手段提高城市土地使用效率的一些措施。     

工效系数法在地勘统计分析中的应用

文章分析了传统的地勘统计分析方法统计指标体系相对简单、所揭示的关系较为单纯的局限性 ,提出了在地勘统计中运用综合的多指标分析方法的观点 ,并就工效系数法的应用进行了论述。     

Sources of productivity growth on Finnish dairy farms—application of an input distance function

The objective is to examine sources of productivity change on Finnish dairy farms in the 1990s. The decomposition of productivity change into technical and technical efficiency change is widely recognized but it neglects the scale effect. Generalized decompositions incorporating all three components are calculated for a sample of Finnish dairy farms from 1989-2000. This period is of interest because of the drastic change in agricultural policy when Finland joined the European Union (EU) in 1995. The results indicate that productivity growth was on average low, approximately 0.15% per year. Neutral technical change was identified as the most important source of productivity growth (1.1%). Technical efficiency decreased by almost 0.5% annually. The contribution of the scale effect in productivity change increased towards the end of study period.     

水平梯田参数设计优化方法研究

低山丘陵地区的土地平整工程主要是梯田修筑。在综合考虑田坎田埂占地和投资成本的基础上,给出了以梯田安全性为约束条件,以投资效益最优为目标的水平梯田参数设计的数学模型,并以湖北省宜昌市夷陵区龙泉镇新农村试点土地整理项目为例,采用新模型设计方法得出的结果与原规划设计相比,在保证梯田安全性的同时,投资效益得到了提高。     

我国政府农村扶贫中的组织效率问题分析

本文通过建立监督博弈模型。对我国中央政府和地方政府之间的委托代理关系选行博弈分析，并以此判断我国目前政府扶贫的组织效率，认为目前政府扶贫效率低下的一个主要原因是。扶贫体制的组织效率低下。进而建议中央政府应采取提高监督效率、增加惩罚力度和实行激励等措施，以有效提高政府扶贫的组织效率。
