基于权力运作理论的评标权力寻租的防范研究

文章针对评标权力寻租问题,借鉴权力运作理论作为理论依据,将评标委员会成员的权力配置、授予和运行引发的利益冲突作为分析线索,阐明评标权力寻租行为发生的内在逻辑以及相关影响因素。沿着权力运作理论与寻租理论这两条主线为构建防范评标中的权力寻租体系提出构想,建立相应权力制约机制;权力配置时构建报酬机制和监督机制;权力授予时建立规范的评标人员制度;权力运行时提高程序运行的透明度。     

Context-Sensitive Access Control Model for Government Services

During the past two decades, e-government information systems have become less paper-based and more computer-based. Those information systems usually take the form of workflow systems. Due to the large social impact of e-government systems, computer security plays a pivotal role in ensuring its efficiency and effectiveness. Access control is one of the key aspects of computer security. Current access control models do not take into account the context of the system and its environment. In this article, we argue that a formal context-sensitive access control model can improve the development of e-government workflow systems and present a particular context-sensitive access control model. The subject of the article is a specification of the context-sensitive access control model for business processes (COBAC). By using a context-sensitive access control, it is possible to define more sophisticated access control policies that cannot be implemented by existing access control models. The COBAC's context is modeled using Web Ontology Language (OWL) in order to provide formal representation of context, rich representation of diverse contextual information, semantic interoperability between various context-aware systems, and a high degree of inference making. The presented model is applicable in different e-government systems, and supports the definition of access control policies for both simple and complex business processes. The model's prototype is verified by a case study on a real e-government business process—the national petty offense trial proceedings.     

浅谈长输油气管道建设项目质量成本控制措施

介绍了项目质量成本的概念及内涵，分析了质量和成本之间的辩证关系，总结了消减质量成本的7项措施，并提出了质量改进成本投入与收益平衡分析的建议。实践证明，通过增加预防与改进成本，可提高项目施工质量，有效降低鉴定成本和非一致性成本，最终降低项目总的质量成本，大幅度提高项目经济效益。     

资源控制视角下人员任用与绩效的关系——华南地区IJV的实证研究

对东道国母公司来说,组织学习是建立国际合资公司(IJV)的重要原因之一。与外方母公司相比,东道国母公司在技术实力和管理经验方面都处于劣势,然而由于地缘的优势,东道国母公司能够为IJV的运作提供必须的物质和人力资源,并依靠这些资源与外方母公司展开谈判,对IJV实施必要的控制,从而促成学习目标的达成。从这个角度出发,本文研究了东道国母公司对IJV所采取的资源控制、人员任用控制以及IJV学习绩效之间的相互关系,并选取我国华南地区的96家合资企业作为实证研究对象,对资源控制、人员任用和IJV学习绩效的关系进行了实证研究。结果表明东道国母公司采取的资源控制并不直接影响IJV的学习绩效;但是通过东道国母公司对IJV的人员任用控制、资源控制会对IJV的学习绩效产生间接的影响。

国外环境税问题研究进展

对国外学者关于环境税收问题研究的新成果进行综述。诠释最优环境税定义及探寻不同条件假设下最优环境税率的确定,从一般均衡的视角考察环境质量对劳动供给决策的影响,探讨税收相互作用的效应和分析学者重点研究的双重红利及其存在条件。最后根据发达国家环境税政策运行的经验,分析将环境税作为环境管制措施引入发展中国家的可行性。     

An empirical study of research and development top managers' perceptions of short-term pressures from capital markets in the United Kingdom

It is often argued that capital market pressures are increasingly directed towards short-term performance evaluation of managers and their operations. Whether these external capital market pressures actually exist or not, short-term pressures on firms are influenced by managers' own perceptions of these external pressures. If managers perceive the existence of these external pressures it is likely that this will lead to short-term behaviour on their part. The purpose of this paper is therefore to examine (a) research and development (R&D) managers' perceptions of short-term behaviour in capital markets in the UK, and (b) patterns of behaviour relating to R&D which may be influenced by these perceptions. The findings of this study indicate that approximately half of the UK research and development managers perceive capital markets as responsible for putting inappropriate short-term pressures on their companies' management. However, an even larger proportion report short-termist behaviour relating to R&D and its evaluation, suggesting that some at least of the problem of ‘short-termism’ is internally generated.     

基于ICOS PVI-6系统的太阳能电池质量控制研究

自动摄像系统ICOS PVI-6能跟踪太阳能电池在丝网印刷制作正面电极的过程,研究各种印刷质量问题造成的电性能变化趋势。本试验以156mm×156mm多晶P型硅片为例,启动PVI-6系统,进行识别太阳能电池正面银电极的断线条数,当监控到断线的印刷质量问题后在生产过程中及时擦拭网版、调整印刷参数,后使用Berger分类检测系统测试试验电池片的电性能,与未使用监控系统的情况进行比较,电池片的电性能得到了明显提高。
