中小企业服务体系的动力因素:政府抑或中介组织

中小企业服务体系作为市场经济的产物,市场服务组织在服务提供过程中发挥着基础性的作用;政府和非营利性中介组织作为对市场服务供给失灵的补充,根据各自的职能优势,在服务提供中形成分工互补的关系。政府作为制度供给的主体,针对不同分布形态下市场条件与组织环境的差异,在中小企业服务体系的建设过程中分别发挥主导、引导和规制的作用。

近年来,我国面临自然灾害增多、恐怖威胁增大的严峻形势,加快应急救援力量建设,打造国家应急救援精锐之师,是形势所迫、任务所需、职责所系。通过分析当前应急救救工作,提出构建以消防部队为主的应急救援队伍的思路。     

Merit and Evaluation Models for Managers in the National Health System： An Empirical Study

The national health system （NHS） complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted： national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities.

Predictors of customer service training in hospitality firms

Small hospitality firms have a reluctance to embrace business improvement activities in general and customer service training in particular. In a survey of 255 hospitality firms, this study investigated a range of predictors for owner–managers to adopt specific customer service training activities, in a series of regression equations. It was found that, in general, those firms that placed more importance on customer service training were willing to take up more training activity. In addition, it was found that predictors for specific customer service training activities, such as benchmarking best practice or mystery shopping, varied between types of activity and with a general intention to consider customer service training.     

浅谈3G视频通信中容错技术的应用

随着第三代数字无线移动通信网络以及多媒体信息服务的迅猛发展，3G视频通信的高可用性已成为业界关注的一个新的焦点。作为一个新型的通信技术，3G视频通信有很多新的特点，所有这些新的特点对传统容错技术带来新的挑战。H264／AVC视频编码标准本身提供了许多容错工具，可以很好的解决易差错信道的视频容错传输。本文以如何提高3G视频通信的可用性为目标，对3G视频通信中关键的容错技术（包括错误隐藏技术，Slice结构及参数集等）的应用进行了初步探讨。     

Is There Any Change in the Public Service Values of Different Generations of Public Administrators? The Case of Turkish Governors and District Governors

In recent public administration literature, much attention is paid to changes in public service values, including ethical values, that guide public service. This paper reports on the results of an empirical survey conducted among a group of Turkish governors and district governors (including those in service and retired) who are from different generations. By focusing on the transformation of value preferences of Turkish governors and district governors, this study tries to identify variations in values, particularly about public service ethics, in accordance with the age and the length of tenure in public service. The findings of the research show a traditional and more or less consistent value pattern for Turkish governors and district governors. The most important public service values expressed by the respondents are consistent with often-mentioned crucial public service values in the literature. New or emerging values have not been present enough among the most important public service values. In brief, the results do not lend support to the often-assumed hypothesis that traditional public service values are devaluated or degraded by the emergence of businesslike values. In other words, new emerging values could not sneak into the public service culture in any convincing manner in spite of many years of NPM rhetoric and recipes.

物流服务质量与网购消费者忠诚度的关系研究

基于对国内外传统及基于虚拟环境下的服务质量研究分析，指出了物流服务质量具备多维性和主观性的特点。互联网作为一个全新的消费环境，很可能会导致消费者在物流服务质量感知的内涵上发生变化。因此，对该研究来说，更重要的是从消费者中获取有价值的信息。文中引入电子商务环境下消费者感知物流服务质量的概念，研究其内在构成及相互间关系，进而探讨其对客户忠诚的影响，进行了实例分析验证。
