Intensifying global urbanization and environmental changes bring about the imperative of sustainable urban development and decisions upon inescapable pressures and risks, but knowledge integration between disciplines is a limiting contextual challenge. This paper proposes a reformulation, in terms of urban risk management, of an earlier developed ontological scenario generation method. The procedure consists of several steps: (i) identification-and-prioritization of main pressures, (ii) paired discussion of pressures using four-cell matrices, (iii) re-visit of the pressures' priority order, (iv) articulation of short-listed pressures as decision-making questions, and (v) generation of scenarios via “yes/no” responses to each question, in their order of priority. In this article, the method feeds upon the general context described in recent multi-disciplinary urban studies and public strategic plans in the city of Iasi (Romania), to propose a formal procedure for enabling the acceleration of productive decision making towards city sustainability. Answering three top priority questions, namely “Implement a business-friendly and efficient governance system?”, “Develop a resource management system?”, and “Carry out a human capital accelerator strategy?” results in a 4-scenario set: Receding City, Wanting City, Promising City, Inspiring City. The European employment strategy initiated in 1997 is critically dependent upon the further integration of women into the labor market. The European Union has set a specific target employment rate for women of 60 percent by 2010 and is also committed to providing more and better child care facilities. This gender focus is reinforced by the requirement for gender mainstreaming in all aspects of European employment policy. There is an implied Europe-wide, universal policy of encouraging female labor-market participation and reducing the care work performed by domestic labor. However, the European Commission continues to have limited competence in areas of family, social, and welfare policy. As a result, these common employment objectives for women are thus being pursued against a background of quite different systems of social, family, welfare, and indeed labor-market organization. For the last twenty years, eastern Sri Lanka has witnessed a bitter and bloody civil conflict. This paper explores the experience of female-headed households in the region. Only partially the product of war, such households cannot be bundled together as a social problem with a single solution. Our study endorses the feminist suspicion of falsely homogenizing accounts of women's lives and suggests instead an alternative emphasis on the many ways in which gendered relations of dominance and subordination are maintained. With its co-existing Muslim, Tamil, and Sinhala groups, eastern Sri Lanka facilitates the exploration of ethnicity as a source of variation. The households included in this study share a common structure and face the same economic problems, yet ethnic differences divide them. The paper charts the problems, strategies, and partial triumphs of these lone mothers and proposes policies to help them in their mundane but heroic struggle. 相似文献

We study the impact of political connections of the richest Poles on their wealth level, mobility among the rich, and the risk of dropping off the rich list. We use newly collected original panel data (2002–2018) and we find that none of the variables capturing political connections of Polish multimillionaires is consistently related neither to the size of the largest fortunes in Poland nor to the chances of upward mobility on the rich list. While we find that political connections are related to a lower probability of moving down on the rich list, we also obtain that they increase the risk of falling off the list. Our results show that, contrary to some other post-socialist countries such as Russia or Ukraine, there is little evidence that the Polish economy suffers from crony capitalism. 相似文献

It picks up on earlier publications to make a succinct case for a decidedly anthropological class analysis of this worldwide and world-shaking phenomenon, with a view mainly on Europe and the United States. Agri-environmental schemes (AESs) are increasingly implemented to promote the adoption of environmentally friendly practices by farmers. We use a systematic review to explore the role of behavioural factors and opportunity costs in farmers' decisions to participate in AESs in Australia, Europe and North America. Behavioural factors influence how farmers value and perceive options, while opportunity costs relate to farmers' forgone utility when choosing to participate in schemes. We synthesise insights from 79 articles and over 700 factors explaining the participation in AESs. We find that a set of behavioural factors seem consistently connected to participation, including agricultural training, advice and having positive attitudes towards AESs. Moreover, several factors related to opportunity costs also have a rather consistent relationship with AES participation, including market conditions, implementation efforts, profitability, and management and contract flexibility. However, many relationships of behavioural factors and opportunity costs with AES participation are not as consistent and generalizable as sometimes portrayed and require context-specific interpretation. Those factors with mixed results can still provide insights into farmers' participation decisions as several of them are either ‘positively and insignificantly’ or ‘negatively and insignificantly’ related to participation, such as environmental attitude, trust and farm size. These results suggest that their relationship with AES participation depends on other factors or the setting, highlighting interactions and raising important new research questions. Overall, our results provide several entry points for both researchers and policy-makers, highlighting uncertainties in relationships between factors and participation that should be considered when designing policies. 相似文献

For many years, it was believed that higher-performing e-government features would boost citizen use of e-services. However, this straightforward proposition had never been tested. Using a survey of over 28,000 citizens across 32 European countries, we examined the effect of e-government performance on citizen use. Theoretically, a better-designed and maintained government website should be used more, but it was reject by multilevel model estimates. We found that performance was negatively related to citizen use of e-information and e-services, while e-participation use was insignificant. The implications of our findings on future efforts to increase the uptake of e-government are also discussed. 相似文献

This paper explores economic, political and institutional determinants of discretionary fiscal policy in 11 Central and Eastern European (CEE) countries from 2000 to 2013 and compares discretionary fiscal reactions before and during the global economic crisis. We find that fiscal policy was procyclical to the output gap both before and during the crisis, while no fiscal reaction to the absorption gap was captured. Our results also indicate a negative relationship between the level of public debt and deficits over the entire period and the pre-crisis period, suggesting that rising public debt represented a brake on future deficits. We also find that election cycles affect the fiscal deficit, but only during the pre-crisis period, while no evidence of a relationship between fiscal policy and government fragmentation was captured. We find some evidence that in the pre-crisis period the CEE countries with a fixed exchange rate regime ran lower deficits than those with a floating regime, whereas during the crisis no impact of the exchange rate regime on the fiscal deficit was found. There is also some evidence that an arrangement with the IMF was associated with lower deficits for the entire sample period. However, no impact of EU accession on the fiscal stance was identified. 相似文献
