亳州市营商环境的现状及优化路径研究

近几年,亳州市高度重视营商环境的建设工作,扎实推进“四送一服”,深入开展“放管服”改革,积极开展“服务企业年”活动等,取得了一定的成绩,但也存在一些问题。针对亳州行政审批,法治环境,企业负担重,小微企业融资难、融资贵,市场监管等方面的问题,以公平竞争、知识产权保护、“放管服”改革和高水平对外开放为抓手,积极打造亳州的营商环境。

在企业业财融合的背景下,信息系统审计环境发生了巨大的变化。论文旨在指出企业业财融合背景下信息系统审计环境变化对审计的影响,分析现代信息审计的新发展和新趋势,进而剖析审计变化对审计工作者带来的挑战,提出应付这些挑战的解决方案。期望从理论方面拓展和创新理论思想,从实践方面为当代信息系统审计提供新的思考和思路,强化审计的增值作用,也有助于企业对信息系统的风险进行有效的监管。

国际化营商环境战略研究现状与优化建议

良好的营商环境是促进经济高质量发展、建设现代化经济体系的基石。论文通过对国内外学者、组织机构对营商环境的理论以及指标体系构建成果进行梳理后发现,现有研究主要分为宏观整体评价和细分领域评价两部分。论文在融合国际上现有关于营商环境评价指标基础上,以世界城市核心功能对国际营商环境的诉求为内容,按企业“准入前、准入中、准入后”不同发展阶段,构建符合中国特色的国际营商环境评价指标体系。     

Noisy chaotic dynamics in commodity markets

The nonlinear testing and modeling of economic and financial time series has increased substantially in recent years, enabling us to better understand market and price behavior, risk and the formation of expectations. Such tests have also been applied to commodity market behavior, providing evidence of heteroskedasticity, chaos, long memory, cyclicity, etc. The present evaluation of futures price behavior confirms that the resulting price movements can be random, suggesting noisy chaotic behavior. Prices could thus follow a mean process that is dynamic chaotic, coupled with a variance that follows a GARCH process. Our conclusion is that models of this type could be constructed to assist in forecasting prices in the short run but not over long run time periods.First version received: June 2001/Final version received: March 2003

如今商业环境变化迅速,持续地获得利润已经成为企业关注的焦点,商业模式给企业提供了参考的思维方法与实践框架。商业模式的组成要素包括:为谁,做什么,如何做,如何盈利四部分。其创新的途径主要有重新定义顾客,提供特别的产品/服务,改变提供产品/服务的路径,改变收入模式,改变对顾客的支持体系和发展独特的价值网络。企业有必要适时创新自身的商业模式,保证持续地盈利,获得竞争优势。     

Competition and Regulation in Franchise Bidding

In this work we show that the separation property identified in the franchise bidding literature depends strictly on the hypothesis of coincidence of the regulator's beliefs with those of the competing firms. Nevertheless, in many contexts it is more truthful to hypothesize that the regulator's information is vaguer than that of the producers, so we introduce the possibility that the regulator is dealing with a double informational asymmetry as compared to the firms. In this case, the separation property is no longer valid, and the optimal tariff becomes a decreasing function of the degree of competition exercised during the auction.

Growth and welfare effects of business cycles in economies with idiosyncratic human capital risk

This paper uses a tractable macroeconomic model with idiosyncratic human capital risk and incomplete markets to analyze the growth and welfare effects of business cycles. The analysis is based on the assumption that the elimination of business cycles eliminates the variation in idiosyncratic risk. The paper shows that a reduction in the variation in idiosyncratic risk decreases the ratio of physical to human capital and increases the total investment return and welfare. If the degree of risk aversion is less than or equal to one, then economic growth is enhanced. This paper also provides a quantitative assessment of the macroeconomic effects of business cycles based on a calibrated version of the model. Even for relatively small degrees of risk aversion (around one) the model implies that the elimination of business cycles has substantial effects on investment in physical and human capital, economic growth, and welfare.
