国际经济法基础问题新论

关于国际经济法是什么、国际经济法能否构成一个独立的法律部门以及国际经济法究竟涵摄哪些内容等一系列基础问题,一直是我国学者深为关注的对象。就这些基础问题展开讨论是其发展过程中必经的阶段。在这一过程中所提出的诸多理论主张,有其合理之处,但是目前还没有哪种理论具备绝对的和说服性的优势。从内在因素和外在考量两个层次对争议产生的缘由进行考察有助于加深认识,应当以更为开放的心态和发展的眼光看待国际经济法的发展。     

Networks of power and networks of capital: evidence from a peripheral area of the first globalisation. The energy sector in Naples: from gas to electricity (1862–1919)

At the moment of Italian political unification, the Mezzogiorno (i.e. Southern Italy) was affected by a deep institutional change and it entered the wave of financial market openness, attracting all forms of investments from international capital markets. Naples – after having lost its previous role as the Bourbon kingdom’s capital city – enabled projects of large scale urban planning, beginning with basic public utilities. In this process, public and private lighting was chronologically the first area of interest – parallel with railway development planning – where international finance played a role. As evidence of the dynamics which brought this peripheral European area into the orbit of the first globalisation, this article addresses the complex business of energy supply in Naples – between 1862 and World War I – both from the point of view of its financial dynamics and the parallel evolution and organisational characteristics of the business actors involved. The Social Network Analysis (SNA) will support the reconstruction of the diversified and transnational businesses which the Neapolitan energy business was integrated in, at the same time giving evidence of both the bindings linking legally independent companies and the multiple relations between the actors involved. The transition from gas to electricity during this time marked the transition from weak to strong corporate ties according to the evolutionary trends both of technology and international financial markets.     

进一步深化财政改革的思路与建议

作为超大型发展中国家，中国的发展具有不同于其他国家的特殊性，现代化演进路径也不应该与其他国家雷同。财政改革是国家整体改革的重要突破口，服务国家发展大局。财政改革的立足点在于为国家整体改革布局谋策，推动构建维护国家整体利益、改善普通大众生存与发展状况的国家基础制度框架体系，推进形成符合中国自身国情的发展路径。     

基于灰建模技术的移动电话通话业务预测研究

根据灰色GM(1,l)模型的建模机理,利用2006-2010年我国电信业务的统计数据,构建了中国电信移动电话通话业务GM(1,l)预测模型,对十二五期间中国国移动电话通话业务量进行预测。实例分析表明,建立的GM(1,1)模型具有较高拟合精度,十二五时期中国国移动电话通话业务量呈现高速增长态势。     

我国中小企业划分标准的法律界定

人们对中小企业在社会经济生活中的作用早已形成共识，我国即将对中小企业进行立法或制定相应政策，但只有确定了中小企业的划分标准，才能考虑对其进行扶持及保护。该文建议：在中小企业基本法中用定性表述的方式来加以概括；在中小企业的具体立法及相关政策中，用定量表述的方式来确定中小企业的划分标准。

企业综合业绩考评系统是一个综合评价企业长期战略指标的评价系统 ,它由四部分组成 :即财务、客户、内部经营过程、学习与成长。这四个方面紧密联系 ,确立了企业综合业绩考评系统的基本框架。在传统业绩考评体系的基础上 ,从企业的内外环境、财务与非财务指标相结合的多元化角度对企业综合业绩考评系统进行了分析。其目的是通过实施该系统 ,为整个企业的未来绘制蓝图 ,制定全盘战略 ,实现企业一体化经营。

黑龙江省有一批具有相对优势甚至相对垄断地位的特色资源 ,为发展旅游业奠定了良好的资源基础。在分析黑龙江省旅游业发展现状的基础上 ,指出黑龙江省发展旅游业的重点在于冰雪旅游、生态旅游 ,特别是森林生态旅游和漂流旅游。提出黑龙江发展旅游业的措施。     

信息不对称与农业保险有效供给的经济分析

农业生产具有自然生产与经济生产相结合的特性。这一特性决定了农业对自然过程、自然环境等自然因素具有强烈的敏感性和依赖性。自然因素变化无常、难以控制及差异性,增加了农业保险经营者获取农业保险标的物的信息成本,加剧了农业保险市场因信息不对称引起的逆选择、道德风险等行为,进而影响保险有效供给,引发市场失效。探讨信息不对称下的农业保险供给问题,寻求一种可行的农业保险有效供给模式具有现实价值。     

根治我国能源短缺的出路何在？——解决我国能源问题的三点建议

我国能源供需缺口日益加大,能源短缺如不能很好解决,将严重制约我国经济和社会的健康发展。如何解决我国能源短缺问题,成为全社会关注的焦点。文章从我国的实际出发,提出了三点建议:①发挥煤炭优势,大力发展煤基醇醚清洁燃料;②转变观念,对50万台中小锅炉进行热电联产和热风助燃的技术改造;③重新认识和大力开发可再生能源的极端重要性。     

An analysis of “exactly distributed” test statistics for multivariate event tests

In this paper we derive a rule that identifies when exact tests may be used in the context of the multivariate regression model. Our derivation extends distribution theory reported in Rao (1973) and leads to the specification of exact tests for several event study hypothesis forms of interest to accounting and finance researchers. For tests where the event parameter is constrained to be equal across firms, we show that an infinite set of exact tests is available, of which the well known portfolio<i>t</i>-test is a special case. We conduct simulations using data from the CRSP Daily Returns file, and find that several test statistics, including exactly distributed statistics derived using the multivariate regression model, significantly over-reject the hypotheses examined.
