Fiscal cost of demographic transition in Japan

This paper quantifies the fiscal cost of demographic transition that Japan is projected to experience over the next several decades, in a life-cycle model with endogenous saving, consumption, and labor supply in both intensive and extensive margins. Retirement waves of baby-boom generations, combined with a rise in longevity and low fertility rates, raise the old-age dependency ratio to 85% by 2050, the highest among major developed countries, and generate a significant budget imbalance, as the government faces rising costs of public pension and health and long-term care insurance. Preserving the current level of the transfers will require a major increase in taxation. Using consumption taxes to balance the government budget, the tax rate reaches the maximal value of 48% in late 2070s. A pension reform to reduce benefits by 20% results in a peak tax rate of 37%, which can be reduced further to 28% if the retirement age is also gradually raised by 5 years.     

中国农村扶贫的政策效应分析——基于能力贫困理论的考察

中国农村制度化扶贫是一种开发式扶贫战略,其政策效应日益削弱:农村绝对贫困人口更为分散;相当数量的真正贫困人口没有能力从扶贫项目中受益;现行的扶贫策略也难以有效针对疾病、教育等致贫风险。现阶段中国扶贫政策在收入救助的同时,更应该注重提高贫困风险人群应对贫困风险的能力。     

Cereal production,undernourishment, and food insecurity in South Asia

South Asia remains one of the major strongholds of hunger in the world, despite the fact that, following the Green Revolution, cereal production in the countries of this region tripled during the second half of the 20th century. This study examines the role played by this increase in cereal production in improving the region’s nutrition and food security situation. We study the association between the different aspects of food security and cereal production in South Asia that have prevailed over the past 25 years. We find a beneficial role of the production and yield of cereals in lowering the extent of undernourishment. A 1% increase in cereal production and yield is associated with up to 0.84% decrease in the prevalence of undernourishment. The impact is significant over a period of 3 years. The positive effect is particularly evident in the case of rice and maize production. An improvement is seen in the aspects of availability, stability, and utilization of food security but not in the aspect of access. These findings are robust to alternative specifications and techniques. The results explain, in part, the means by which South Asian nations have managed to stall relative increases in extreme hunger and food insecurity.     

基于集对故障树方法的电网安全运行风险评估模型

本文首先对电网安全运行风险进行分析,并结合实际情况,运用故障树法构建电网安全运行模型;然后,利用集对分析的概念及其运算法则推导出集对与门算子和集对或门算子;接着,采取集对分析方法,得出具有确定性与不确定性的各个底事件的联系度;最后,以算例表明本文所提出的集对故障树分析法是可行的,既能实现对电网安全运行风险的度量,又避免了以往采用概率度量的不准确性,能更好地描述电网运行风险的真实程度。     

外商投资企业进出口贸易的地区特征及演变路径分析

外商投资企业在我国进出口贸易发展中起着十分重要的作用,而已有文献较少涉及其对我国进出口贸易的影响及其演变特征.文章分析了1992年至2005年我围外商投资企业进出口贸易的演变路径与特征,结论表明,外商投资企业进出口贸易在东部地区占据不断增强的绝对优势,中西部地区劣势加剧,具有显著的"马太效应".
