实现住有所居的政府职责及角色定位——基于改革开放和科学发展的思考

"住有所居"是保障和改善民生的重要目标,也是政府肩负的执政责任。它要求各级政府必须增强贯彻落实科学发展观的自觉性和坚定性,明确相应职责和角色定位,着力保障和改善民生,促进社会公平正义,走出产业定位、征地拆迁、房价调控、市场失效、住房保障、住房消费、环境保护等方面的误区,探寻出一条解决城镇居民住房的科学发展之路。     

服务业制度型开放对区域绿色创新的影响研究——基于服务外包示范城市建设的准自然实验

基于中国2006-2020年281个样本城市的面板数据,在梳理服务业制度型开放促进绿色创新的理论机制基础上,运用多期双重差分方法实证检验了服务外包示范城市政策对区域绿色创新水平的影响。研究发现:第一,服务外包示范城市政策显著促进了示范城市绿色创新的量质齐升,通过一系列稳健性检验,该促进作用依旧显著。第二,机制检验结果表明服务外包示范城市政策主要通过提升人力资本质量、优化产业结构、扩大开放程度提高区域的绿色创新水平。第三,服务外包示范城市政策对绿色创新的影响存在显著的城市区位异质性与城市信息化程度异质性,该政策在沿海省份的城市与信息化程度较高的城市对绿色创新的促进作用更强。

It is the 30th anniversary of China to carry out the reform and opening up policy. Before the reform and opening up policy, China had struggled a long time to keep pace with the world. When we looked back on the nearly door-close time, we may feel lucky that there is window opened to .the outside world at the first period of the foundation of P.R.C. that is what we have been already very familiar with today, the China Import and Export Fair, also called the Canton Fair fbr short.

The Opening Operational Model for For-profit Technology Business Incubator

After two decades of rapid growth, the Chinese technology business incubation industry has succeeded with 400 incubators. Most of the Chinese technology business incubators are non-profit and owned by government. However, the non-profit technology business incubator has given rise to some problems with the economic development. So a new kind of technology business incubator, called for-profit technology business incubator, has appeared. In the first part of this paper, the insights on technology business incubation system in China are offered, and the main features of the for-profit technology business incubator are discussed. Then an opening operational model for for-profit technology business incubators is put forward based on the analysis of the support systems outside the technology business incubator.

When Do Opening Stock Returns Tend to be Higher?

Abstract

In this study, I make an effort to formulate a trading rule that would make use of some systematic interday patterns in individual stocks’ opening returns. I analyze intraday price data on all the stocks that were S&P 500 Index constituents during the period from 1993 to 2012. I document that if the general market direction of the previous day's opening session is controlled for, then a stock's opening return tends to be higher if, on the previous trading day, its opening return was relatively high (either positive, or higher than the same day's opening market return) and its open-to-close return was relatively low (either non-positive, or lower than or equal to the same day's open-to-close market return). Finally, for the sampling period, I construct two different investment portfolios involving a long position in the stocks on the days when, according to the findings, their opening returns are expected to be high and a short position in the stocks on the days when, according to the findings, their opening returns are expected to be low. Both portfolios are found to yield significantly positive returns, providing evidence for the practical applicability of the documented patterns in opening stock prices.

保税港区的经济效用与功能创新——以重庆保税港区为例

优化对外贸易结构,提高对外开放水平,有助于提升我国参与国际合作与竞争的新优势。重庆作为具有沿边、通江、达海的特殊区域优势之地,也成为全国开发开放的新高地,中国第一个内陆保税港区——重庆两路寸滩保税港区也顺势诞生。本文以重庆保税港区为例探讨了保税港区对经济发展的影响及其存在的问题,最后给出了重庆保税港区发展与完善的相关策略。
