中国实现现代化进程中的民生取向及民生保障改善的制约突破

保障和改善民生关系到人民对执政党及其政策、领导体制的认同,带有鲜明的时代性。目前,中国现代化的推进正处于社会的转型期,随着改革开放的深入,随着实现现代化进程的加快,社会深层次矛盾会不断显现,民生问题已逐渐成为全社会关注的热点问题。文章明确提出民生经济是现代化发展到一定阶段必然呈现的命题,也是时代深刻变化给中国实现现代化提出的新要求;作者多维度探讨和剖析中国实现现代化进程中的民生取向,围绕民生建设中的市场化影响,以及现代化进程中保障和改善民生的制约突破这两个问题,进行了分析与评价;并基于那些在实现现代化过程中有可能被放大的民生问题预警的状况下,寻求保障和改善民生制约的突破口,探寻民生保障和改善的路径与抓手。     

艺术节与城市——西方艺术节的理论与实践

1980年代以来,全球范围内艺术节层出不穷,并在城市的发展中扮演着日益重要的角色。在此背景下,立足西方艺术节的理论与实践,全面分析与总结艺术节对城市的综合影响:①艺术节对城市形象的影响,包括内部文化氛围及其外部国际化形象,以及城市的文化软实力;②艺术节对城市经济的影响,包括宏观层面对城市经济转型的引导与催化,以及微观层面不同类别的经济收益。这些理论与实践对于我国艺术节的科学运作和可持续发展具有重要的借鉴意义。     

从历年第一季度经济运行看广西2009年经济走势

为研究2009年广西宏观经济走势及发展对策,采用回归分析法和图解法运用影响广西宏观经济的五个主要指标对1997年以来第一季度对全年的贡献度进行了研究。结果表明:各指标一季度产出和全年产出具有同向性,线性拟合良好。在对2009年第一季度对全年影响进行预测后,文章认为,面对国际金融危机,当前经济企稳回升的广西需要:以6000亿为目标加快推进项目建设、以工业结构优化升级为导向的改投资、以供应链融资为核心的中小企业发展模式和以错位发展为前提的区域合作模式。     

Solidarity based economy： The success of work integration social firms in Spain

The work insertion social firms have grown in the last decade in Spain. The aim of this work is to help unemployees and workers with several problems （being in prison, drugs...） to start in ＂normalized＂ companies as workers. The aim of the paper is to analyze the success of work insertion social firms defined by social and commercial dimensions. Using a sample of 49 companies in Spain, the authors have developed an explanatory model in which the doubt about the success of these companies is explained. This paper seeks to analyze the main problems of the poor financial situation of companies that are based on social help. The work integration social enterprises could be a new entrepreneurship form that helps improving work skills of workers to be able to obtain a ＂normalized job＂.     

Beyond Regulation: Towards a Cultural Political Economy of Complexity and Emergence

Drawing on and contributing to materialist state theory, the regulation approach and institutional economics for more than three decades, Bob Jessop can certainly be considered one of the foremost Marxist political economists of our time. Recently, he has taken on board the cultural turn in social analysis by developing a highly original cultural political economy of the knowledge-based economy. As a contribution to the further development of a cultural political economy that is sensitive to the cultural dimensions of social life while retaining an emphasis on capital accumulation and state regulation, this article directs attention to the limits of Jessop's approach and suggests possible amendments to the theory. In particular, the article highlights the need to move beyond a concern with regulation towards a cultural political economy of complexity and emergence.     

The impact of SARS on China's human resources: implications for the labour market and level of unemployment in the service sector in Beijing,Guangzhou and Shanghai

In this paper, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on China's human resources, its labour-market and its level of employment and unemployment, looking specifically at what was one of its economically most vulnerable points, the hotel industry. The paper hypothesizes that the greatest impact would be on human resources in the service-industries and on particular sub-sectors, such as employment in hotels, located in three main cities in the PRC, in Beijing, Guangzhou and Shanghai, catering to both overseas as well as domestic tourism. It tentatively concludes that the almost dramatic demand and supply ‘shocks’ may have directly affected both the demand for and the supply of labour in the sub-sector, with discernable employment consequences.     

Diffusing the Marketing Concept in a Transforming Economy: Class Consultancies for State-Owned Enterprises in Vietnam

ABSTRACT

Modern business education in transitional economies such as Vietnam must provide students with a strong conceptual base, but also give them practical experience in application of concepts. Local companies, used to central planning, likewise badly need marketing know-how to become more competitive. However, relying on new hires from among recent graduates is not going to help companies upgrade very quickly. Building marketing research (MR) courses around consulting projects for local companies helps bring real world marketing into the classroom, upgrading experience for both students and teachers.

随着我国经济的发展以及金融危机的影响,消费问题日益重要和突出。本文通过深入研究马克思消费理论和分析现实发展情况,从理论依据和现实依据出发,论证消费是中国经济长期高速增长的主要动力,并对未来消费的发展提出几点建议。     

Post‐Cameralist Governance: Towards a Robust Political Economy of Bureaucracy

I develop a robust political economy of bureaucracy by highlighting the conditions necessary for hierarchical administrative bodies to govern protectively and productively, but not predatorily. These conditions are residual claimancy and jurisdictional competition. I make this argument by exploring a post‐cameralist interpretation of governance. Cameralism arose as a governance philosophy in the fractured principalities of seventeenth‐century Germany following the Thirty Years' War. Post‐cameralism focuses not on particular cameralist governance strategies but on a paradigm which sees governance as an activity provided within a larger exchange order, rather than imposing itself on that order as in more conventional treatments of public economics. While a post‐cameralist conception of governance comes with its own challenges, such as tensions with normative visions that promote self‐governance, it nonetheless presents an intriguing synthesis of monocentric and polycentric insights.
