Social accounting research: An Australasian perspective

This paper provides an insight into the nature and the extent of social accounting research being undertaken within Australasia. It demonstrates that Australasian researchers account for a significant amount of internationally published social accounting research, but emphasises that the research effort seems to be confined to a limited number of researchers perhaps reflecting a lack of ‘take-up’ in this area in terms of the scale of participation. Information is also presented about the relative propensity of journals within the sample to publish social accounting research, and identifies that ‘top tier’ accounting journals historically have not published social accounting research. The paper also considers various factors which seem to be impeding the ‘recruitment’ of new social accounting researchers.     

石油化工循环经济的比较研究

针对石油化工是我国循环经济的重点产业，采用比较研究的方法，揭示了循环经济与生态产业、循环经济与清洁生产、循环经济与资源综合利用、循环经济与环境无害化技术等相互关系。进而从人才、政策、资金、技术等方面，提出加快石化企业实施循环经济的若干基本对策和措施。     

电力视窗：宏观调控政策实施效果动态跟踪

由于电力生产、消费与国民经济发展情况具有同步性,所以电力经济数据对国民经济的宏观参数具有极高的参考作用。通过研究2003年以来第二产业与第三产业、重工业与轻工业以及黑色、有色和建材等行业的电力需求强度的变化,探讨宏观调控政策的实施效果。比较研究发现,2006年10月以前宏观调控政策实施效果较好,此后,由于国际市场价格的影响,黑色冶金、有色冶金等行业发展较快。     

Targeting agricultural research based on potential impacts on poverty reduction: Strategic program priorities by agro-ecological zone in Nigeria

Growing concern for poverty in the face of declining agricultural research budgets has increasingly required formal priority setting of public agricultural research in developing countries to ensure that scarce research resources are allocated in ways that will have the greatest impact on the poor. This paper assessed the potential impacts of alternative commodity research programs on poverty reduction in three agro-ecological zones of Nigeria and identified strategic agricultural research priorities in the three zones. The paper discusses the poverty reduction-based priorities and their role in facilitating dialogue between research managers and policymakers aimed at sharpening the focus of agricultural research to achieve poverty reduction objectives in Nigeria.

税收政策对科技进步具有重要影响。我国现行科技税收政策尚有不完善之处,需要根据国家产业政策、科技发展规划和税制改革方向进行适当调整。调整的思路是:扩大增值税抵扣范围;允许工业企业提取研究与开发基金;实行加速折旧或摊销办法;突破区域和内外资企业的限定,对高科技企业实行同一税收政策;对个人科技所得实施税收优惠;等等。
