Abstract

This study investigated decision-making process and outcome variables that predict perceived social equity judgments and price acceptability of user fees for visitors to a national forest. Data were collected in onsite interviews of 228 visitors to a USDA Forest Service campground. Hypothetical conditions involving combinations of six procedural and distributive justice factors related to fee policies were created through 12 written scenarios. Five of the six variables were significant predictors in each of the two analyses. The most prominent predictor of social equity was public input. For price acceptability, the most prominent predictor was fee level.  相似文献

This article deals with the motivations and the different sources of value from public to private transactions in Europe, USA and Asia from 2000 to 2007. We determine eight main motivations (tax savings, incentive realignment, control, free cash flow, growth of prospects, transaction costs, takeover defence and undervaluation). Then, we evaluate the shareholder wealth by measuring the offered premiums and the CAAR (cumulative average abnormal return). Finally, we analyse the impact of public to private to the wealth shareholder. The main sources for firms from going private are incentive realignment, free cash flow (mostly for Asia), the economy of cost transaction and undervaluation. Furthermore, taxation benefit is a source of wealth effects for Asia and family blockholder (for the control hypothesis) is significant for Europe. Premiums and CAAR are the most important for the USA and Asia. The main observation that we have made is that Asia gets the same behavior as the USA.  相似文献

This paper examines the determinants of trust in public information on technological risk in a petrochemical complex located in Tarragona (Spain). Data from focus groups (eight) and a questionnaire survey (N = 400) are drawn together to analyse how two local communities exposed to major chemical hazards perceive information on risk and its sources. Results show how trust relies on two main factors, namely expertise and trustworthiness, that are significantly influenced by a third one, antagonism. Results also illustrate the relevance of the institutional context when understanding how communities give meaning to the available information on risk.  相似文献

Institutionalism was the dominant approach to public finance prior to WWII, after which it was eclipsed by Pigouvianism and Keynesianism. This transition defined the career of Wisconsin’s Harold M. Groves (1897–1969). Groves was a notable public finance economist, leading textbook author, and drafter of significant tax and labor legislation. He represented the culmination of a multigenerational institutionalist tradition. In this paper, I examine Groves and postwar public finance as a test case for the legacy of Wisconsin institutionalism. To that end, I consider Groves’s contributions to postwar tax policy, his interactions with Henry C. Simons and Richard M. Musgrave, and his view on Keynesian public finance. I identify some Wisconsin institutionalist contributions to modern public finance and offer an explanation for the postwar decline in institutional public finance.  相似文献

The aim of this paper is to analyse the factors explaining the technical efficiency of Spanish industrial sectors during the period 1991–1994 using the Survey of Business Strategies (SBE) of the Ministry of Industry and Energy. It analyses whether efficiency can be explained by factors external to the firm such as the degree of competition in the markets in which it operates, characteristics of the firm (size, organization, advantages of location, participation of public capital, etc.), as well as the effects of dynamic disturbances that may affect the degree of utilization of the productive capacity.  相似文献

In this paper, we examine the usefulness of expected rates of return (ERR) for public pension plans. Specifically, we test the correlation between the expected rate of return on plan assets and asset allocation. We also examine the predictive power of ERR on the actual returns of the pension assets. We find that the correlation between expected return and the percentage of assets that are equity securities is relatively weak. Further, we find that the percentage of assets that are equity securities is a much better predictor of actual returns than the disclosed expected return in public pension plans. These results provide evidence to support SFAS No. 87 , which requires the disclosure of plan assets and against recently promulgated SFAS No. 132 , which eliminates this disclosure requirement. The evidence also supports GASB 25'sStatement of Net Plan Assets .  相似文献

We consider incomplete markets, where each risky asset fluctuation is a continuous semimartingale, and study a subset of Equivalent Local Martingale Measures in which Minimal Martingale Measure minimizes relative entropy.We also discuss, as special cases, some models with the risky assetfluctuation represented as a solution of some stochastic differential equations.Finally, we mention that the predictable representation property is essentialin order that Minimal Martingale Measure coincides with Minimal Entropy Martingale Measure.  相似文献

Designation of historic properties and historic districts is increasingly used as a means to revive central-city neighborhoods and to promote urban economic development. While preservation activities are thought to generate positive externalities for surrounding neighborhoods, these external effects have been difficult to quantify. Using a database of tax-appraisal records for residential properties in Abilene, Texas, this study demonstrates that there are significant, positive externalities associated with historic designation. We perform simple cost-benefit calculations and find that the internal and external benefits more than outweigh the (nonzero) costs associated with historical designation. Moreover, from the city of Abilene's perspective the property-tax incentives provided to historic reinvestment are outweighed by the added property-tax revenue created by the increased value.  相似文献
