教育测量是指对教育现象的测量。教育测量的基本手段是存在失真范围的数量化分析。其数量化的语言是效度、信度等。效度分为效标效度与内容效度等,信度是表明测量可靠性的数量指标。     

Bridging inter- and intra-firm boundaries: management of supplier involvement in automobile product development

Outsourcing has become an important strategy for many firms. Yet, firms need to compete with their competitors who also outsource and may share the same suppliers. This article explores how a firm could outperform others in managing the division of labor with a supplier in product development. Drawing on the empirical data collected from the Japanese auto industry, this paper shows that an automaker needs capabilities to coordinate various activities both externally with a supplier and internally within its own organization, in order to gain better component development performance. Overall, the results imply that outsourcing does not work effectively without extensive internal effort. Copyright © 2001 John Wiley & Sons, Ltd.     

Regionalization, public spending and growth: a stylized model dealing with ‘predatory states’

In this paper, a micro-founded model analyzing the effects of ‘regionalization’ on economic activity is developed. It shows that the spatial division of public competencies can have an impact on the growth rate via the efficiency of governmental choices: initially advantageous for weak levels, decentralization (/reduction of regional size) becomes limited due to the risk of underestimation of the real profitability of public expenditure by local governments (non-internalized cross-border effects). In accordance with the theory, a transversal estimation for a sample of 51 countries for the 1990s establishes a ‘bell-shaped’ relation between indicators of regionalization and the quality of governance.     

The price adjustment and lead-lag relations between stock returns: microstructure evidence from the Taiwan stock market

This paper investigates the price adjustment and lead-lag relations between returns on five size-based portfolios in the Taiwan stock market. It finds evidence that the price adjustment of small-stock portfolios is not slower than that of large-stock portfolios. Additionally, limited evidence supports a positive leading role of large-stock portfolio returns over small-stock portfolio returns. These two findings are substantially different from the results of previous research on developed markets.     

Lies,damned lies and statistics: the accuracy of survey responses

That survey research is error prone is not a new idea and different varieties of non-sampling error have been investigated in the literature as well as consideration being given in many statistics textbooks to the issue of sampling error. The paper here considers research upon corporate environmental reporting. It compares information provided by corporate environmental reports with information that survey respondents claim their organization’s environmental report contains. This enables the accuracy of the claims to be assessed. Consideration is given to two different industries the Water industry and the Energy industry. Errors due to inaccurate reporting by survey respondents are shown to be relatively infrequent and respondents appear just about as likely to claim they report information that they do not, in fact, report as to fail to indicate that they report information that is, in fact, actually reported.     

城市房屋拆迁中的公共利益在程序法上的界定——兼评《城市房屋拆迁管理条例》第十六条

公共利益内涵在立法上的缺失,造成大量个人利益被侵犯的案例,在城市房屋拆迁中尤其突出。本文通过探讨如何从程序上赋予受公共利益影响者参与对公共利益内涵的确定以及在个人利益受到侵犯时给予司法救济的途径的问题,试图从法律程序上限制政府对公共利益的滥用,并最大程度地维护公民的个人利益,以此暂时回避对公共利益内涵问题的探讨。     

欠发达地区新农村建设与农村公共产品供给

农村公共产品的供给对欠发达地区新农村建设意义重大，而现阶段欠发达地区农村公共产品供给却存在着供给观念滞后、供给主体单一、城乡之间供给的不公平性以及监督管理体制的缺失等突出问题。如何解决这些问题。主要应从转变观念、引入市场机制和社会力量、建立城乡一体化的公共产品供给体系、创新农村行政管理制度等方面入手。以此推动欠发达地区新农村建设的进程。
