2002-2010年长三角创新集中度越来越高,成为我国科技创新集聚地。本文基于长三角2002-2010年各城市财政科技投入存量、专利授权量等数据,运用动态面板数据的GMM方法,研究了财政科技投入等因素对创新能力的影响。结果表明,财政科技投入、人力资本对长三角创新能力的提高有显著促进作用,但固定资产存量对创新能力有负面影响。在综合考虑相关因素的基础上,本文最后提出了促进长三角创新能力提升的对策建议。  相似文献

社会保障是维系人的基本生存权和发展权、维持社会安全与稳定底线的一种最基本层次的公共服务项目。进入21世纪以来,无论从社会保障人均投入、社会保障投入水平,还是社会保障投入比重来看,我国省际间差异均呈现“U”型轨迹。实证研究表明,省际间社会保障服务及其差异程度,既受政府的供给能力、供给意愿、供给成本等供给因素的影响,也受居民的体制性需求和项目性需求的制约。其中,供给能力和供给成本在省际间存在的较大差异性,成为阻碍社会保障服务均等化实现的主要原因。为此,要逐步缓解财政能力的悬殊差距、减少社保供给的成本差异、确立民生优先的一致意愿、消除城乡体制的二元分割。  相似文献

The author examines the determinants of technological innovations in Egyptian manufacturing and service small and medium-sized enterprises. Three categories of determinants are explored: (a) firms’ exposure to external knowledge and technologies, (b) firms’ absorptive capacity, and (c) financial and market barriers to innovation. A large dataset derived from the 2009 Egyptian innovation survey is used to estimate two binary logit models of factors explaining firms’ propensity to innovate in the manufacturing and service sectors. Results show that Egyptian manufacturing and service small and medium-sized enterprises follow similar paths to innovate and confirm the assumption that the catching-up reality in most developing countries makes the patterns followed by firms to innovate fundamentally different from those applied in countries at the technology frontier.  相似文献

Connecting science with policy has always been challenging for both scientists and policymakers. In Ghana, Mali and Senegal, multi-stakeholder national science-policy dialogue platforms on climate-smart agriculture (CSA) were setup to use scientific evidence to create awareness of climate change impacts on agriculture and advocate for the mainstreaming of climate change and CSA into agricultural development plans. Based on the platforms' operations and achievements, we used semi-structured questionnaire interviews and reviewed technical reports produced by the platforms to analyse how their modes of operation and achievements improve understanding of the science-policy interfaces between agricultural and climate change decision making. Results showed that these platforms constitute an innovative approach to effectively engaging decision-makers and sustainably mainstreaming climate change into development plans. Effective science-policy interaction requires: (a) institutionalizing dialogue platforms by embedding them within national institutions, which improves their credibility, relevance and legitimacy among policymakers; (b) two-way communication, which contributes substantially to the co-development of solutions that address climate change vulnerabilities and impacts; and (c) relevant communication products and packaging of evidence that aligns with country priorities, which facilitates its uptake in policy-making processes. We conclude with a framework of sustainable operation for such platforms based on lessons learnt in the three countries.  相似文献

The application of the developmental state concept outside its birthplace in East Asia is generally unsuccessful. The culprit is the ‘laundry list’ method commonly seen in the literature. In this paper a ‘strategic capacity’ conceptualisation is used instead, with emphasis on its diverse institutional underpinnings. The paper demonstrates that the Chinese state's approach to industrial relations is integrated with its national development strategy and that crafting institutions of labour management is part of the state's effort at building up its strategic capacity for political, social and economic management. The study delineates the factors shaping labour management institutions, paying special attention to the communist heritage that sets China apart from other developmental states. As such, the concept of developmental state has much wider application.  相似文献

This paper fills a literature gap on the economic rationale and implications of moratoria on accommodation development in mature tourism destinations. Moratoria are government-led capacity controls, which reduce market competition and seek to create economic rents. The paper provides a comprehensive set of economic foundations justifying the enactment of moratoria in situations characterised by over-capacity, low profitability, little innovation, environmental damage, strategic behaviour and sectoral imbalances. It notes that the implementation of these controls could be related to regulatory capture, rent seeking and clientelism. While capacity controls can restrain tourism over-expansion and can help fix some of its undesirable consequences, they may lead to multiple and varied unforeseen effects on the rejuvenation process and on the rest of the economy, issues also addressed in the paper. Moratoria relate to the concept of de-growth, which is a highly contested area of discussion. A moratorium does not ensure renovation of private and public capital or maintain the natural environment. It may give rise to detrimental strategies by firms, opening up room for corruption. To be effective, a moratorium must be accompanied by complementary policies, besides being coherently embodied in a broader tourism and regional rejuvenation strategy.  相似文献

This study investigates the communication chain of consulting knowledge constituted by consultants and internal lecturers. We analyse the differences between consultants and internal lecturers in their capability of knowledge training and discuss its influence on organisations' absorption of consulting knowledge. Based on a Mann–Whitney U test of data from 47 quality management consultants and 235 internal lecturers in Taiwan, we found that internal lecturers significantly exhibited weaker capability than consultants, especially in knowledge structure, knowledge transformation, trainee orientation and training ethics. The capability gap was disadvantageous for organisations to absorb consulting knowledge and suggestions for improving this problem were provided finally.  相似文献

This paper presents a study of the role of middle managers in the knowledge transfer related to a person-centered management and care approach at a physical rehabilitation center. This qualitative research comprises a multi-case study, representing the six middle managers of the organization studied. The main findings generated by this research indicate that despite top management's efforts to disseminate a person-centered approach throughout the organization, the knowledge transfer process mainly depends on the absorptive capacity of middle managers. When middle managers have the capacity to absorb the person-centered approach, often because it is compatible with their values and current practices, this capacity is expressed mainly through their behavioral exemplarity. The results of the study also engender an intervention model illustrating the key role of middle managers in the transfer of a person-centered management and care approach. The model includes macro- and micro-contextual elements that facilitate the transfer.  相似文献

This article uses a multilevel perspective to explain why there has been a dramatic decline in the utilisation of computer-processing power during the last two to three decades. It identifies that computers have been used in two different ways – either as single-user systems where each users received his or her own computer or as time-sharing systems where each computer was shared by several users. It finds that the time-sharing systems made considerably better use of the computers' resources than the single-user systems and that the utilisation of computer-processing power began to decline as single-user microcomputers began to replace time-shared minicomputers and mainframes. The article argues that this development contradicts much of the recent research on capacity utilisation, but argues that this contradiction can be explained by analysing this development as a transition process with multiple levels of interaction.  相似文献

In this study, we argue that a firm's absorptive capacity will vary depending on the strategy it adopts. To examine this, based on the fact that absorptive capacity is developed through the ability to acquire, assimilate, transform and exploit externally-generated knowledge, we look at the importance of each of these dimensions at firms pursuing different business strategies. To reflect business strategy, we draw on Miles and Snow's typology. The information has been obtained based on a sample made up of 81 Spanish small and medium-sized enterprises. Results show that knowledge acquisition capacity is greater at prospectors than at defenders and analysers, and that transformation and exploitation capacities are greater at prospectors than at defenders. No differences in knowledge assimilation capacity are observed.  相似文献
