The evaluative function of local public actors has been exacerbated in recent years with the individualisation of social policies. One of their tasks is to select the appropriate informational basis in order to assess welfare claimants. Amartya Sen's capability approach offers a theoretical and normative framework to analyse this evaluative function. In particular, it insists on the importance of “objectivating” people's preferences with reference to their capabilities. The weight that is to be attached to individual preferences in the course of public action can be a matter of controversy. Claimants “capability for voice”, we argue, should be developed. This capability refers to their effective possibility to express their concerns with regard to the choice of the informational basis. It is argued that local institutions prohibiting capability for voice will produce adaptive preferences, whereas procedural institutions promoting reflexive public evaluation and capability for voice will result in a fairer wording of individual preferences. At a situated level, the way to connect subjective and objective information when assessing people very much depends on the position of the evaluator. Several illustrations show that the fairness of evaluation, and its impact on the people's capability set, depend on this positional perspective. 相似文献

Forest farmers’ organizations (FFOs) have recently gained scholarly attention as a collective action instrument to upgrade value chains. However, insights into possible business models and organizational forms of FFOs remain fragmented. This study thus aimed to co-create FFO business models in order to assess the business models in the context of the regulatory framework and the value chain upgrading theory. The Input–Output scheme and the Business Model Canvas (BMC) were merged to create an analytical lens. Participatory workshops with two farmers’ organizations, each in Ethiopia and Tanzania, were conducted and triangulated with ten focus group discussions and 25 key informant interviews. The co-created business models reflected the grassroots entrepreneurial potential of smallholders to envision FFOs. The gaps requiring external support, namely the know-how in accessing microfinance, silvicultural practices, and entrepreneurship, were revealed. We argue that the transformation from a farmers’ organization to an FFO enables wood value chain upgrading. Diversifying wood with non-wood products is key for FFOs. Regardless of how the regulatory framework shapes external support, the local government plays a pivotal role in facilitating the connection between FFOs and (non-)governmental support actors. Through this research, we develop suggestions for further empirical studies and offer several recommendations for decision-makers. 相似文献

Malaysia's New Economic Policy (NEP), promulgated in 1971, established a two-pronged national social justice agenda of poverty reduction, and social restructuring or pro-Bumiputera affirmative action. This distinction of these policy objectives must be appreciated, but various misconceptions, especially regarding affirmative action, have resulted in polarization and stalemate after 50 years of the NEP. Social justice and affirmative action must be conceptualized and evaluated with clarity and rigor, with policy objectives, mechanisms and outcomes aligned. Malaysia needs to systematically formulate a new social justice paradigm, building on the NEP and anchored on the principles of equality and fairness. In the affirmative action sphere, this framework must focus on developing capability and competitiveness, and balance identity, need and merit in the allocation of opportunity. 相似文献

This article offers a bottom‐up contribution to the fixity–motion literature. It aims to unravel the apparent contradiction of real estate spatial fixity in Spain, which is portrayed both as a barrier to accumulation and as a unique source of investment by different capitalist actors. Empirically, it describes the shifts in real estate ownership and changes in profit‐making strategies that have taken place across the real estate sector during the crisis years, and the role of the state in these shifts. The article asserts that the idea of spatial fixity representing a spatial barrier for accumulation does not necessarily apply in the Spanish case. It further claims that the tensions in capital circulation through real estate are not only to be found in the action of time, but in different state strategies pursued by various actors. The opposing representations of fixity are the result of state regulation of interest rates, taxation and risk weighting. The state also increasingly promotes land rents as a source of liquidity creation. 相似文献

In this paper, we present a process model exploring the roles played by digital technologies (DTs) in the organization of collective action (CA) of social movements (SMs) at different points in their lifecycles. The process model, which is based on an exploratory case study of the Italian Five Star Movement, relates the environmental conditions to the working logic, structure and use of DTs at three different stages of the SMs. We explain how these choices are adopted at each stage to address internal and environmental challenges and how they create further challenges to be addressed to pass to the next stage. We further explore the dynamics between the logic of connective and collective action and reflect on the growing need for structures and control. By so doing, our work addresses the need for a better understanding of the coevolution between DTs and organizational structures and of the ways in which DTs are used to mobilize people to sustain CA along the SM lifecycle. 相似文献

Ecosystem service provision in agriculture may require cooperation between farmers. Trust fosters cooperation in many economic and social interactions and is important to the success of traditional agricultural cooperatives. Little is known about how trust affects farmers’ willingness to cooperate to provide an ecosystem service, what types of trust are most important, and under what conditions trust may matter. In this study, we present results of a survey of Missouri crop farmers exploring the role trust plays in farmers’ stated willingness to cooperate to control pests. We find that most farmers say they are willing to cooperate, and most farmers are willing to trust others. However, we find little evidence that trust positively influences farmers’ willingness to cooperate to control pests. Instead, we find that trust may only matter under certain conditions, such as when participants’ farms are dissimilar, and that other determinants, such as the perceived benefit of cooperation and environmental concern, are more important than trust to farmers who are contemplating cooperation to control pests. 相似文献
