地方政府机构改革与职能转变刍议

地方政府机构改革涉及观念及现实利益方面的阻力 ,起点高 ,难度大。要达到预期目标 ,必须彻底变革观念 ,以政府职能转变为核心 ,进行一系列配套的内涵式改革 ,变“全能政府”为有限权利政府 ,使政府行使职权与经济利益彻底脱钩 ,与责任挂钩 ,建立责任政府     

加入WTO与我国政府职能定位

入世，首先是政府入世。面对加入WTO给我国各个领域所带来的严峻的挑战，我国政府的职能转变迫在眉睫，而转变的前提就是要明确我国政府职能的定位问题。鉴于此，本文初步探讨了入世后我国政府职能的基本定位，职能定位的重点及当前的可行途径。

近十余年来,文山州粮食生产发展很快,取得了可喜的成就,但形势仍很严峻。本文全面分析了粮食生产在文山经济发展中的地位,有利与不利因素,指出了粮食生产发展的途径与措施。     

Applying fuzzy quality function deployment (QFD) to identify solutions of service delivery system for port of Kaohsiung

The main purpose of this paper is to apply fuzzy quality function deployment (QFD) model to identify solutions of service delivery system (SDS) for port of Kaohsiung from the viewpoints of customers. At first, to facilitate the main issue of the QFD problem, however, the ‘what’ question of customer needs and ‘how’ problem of the services have to be made, which are two major components and be emphasized on the house of quality (HOQ) matrices. In conjunction with fuzzy sets theory, hence, the systematic procedures using fuzzy QFD were proposed in this paper. Subsequently, a case study for port of Kaohsiung demonstrated the systematic appraisal process for identifying solutions of SDS. The results of empirical study show that (1) 10 key factors are deemed as to have priority to improve the quality of SDS for Kaohsiung port; and (2) eight feasible solutions for improving service quality performance are identified. Moreover, it is suggested that port Authority of Kaohsiung should listen attentively the voice of customers and emphasize on exploiting these customer requirements effectively. And then develop the ‘how’ issues of profiles of solutions, which should continuously strengthen the perspectives of customer, internal business process, and learning and growth, respectively.     

二能级原子与光场相互作用模型的流方程解法

利用Wegner流方程方法在平均场近似下研究了二能级原子与光场相互作用系统的本征值与本征函数。由于在幺正变换下产生了新的高阶相互作用项,利用平均场近似手段得到了系统参数随流参数变化的流方程。当具有哈密顿量H(l)的流参数l→∞时,系统中的耦合项参数趋于0,非耦合项参数趋于稳定值。最后,利用流方程方法求出了原子自旋的关联函数。     

我国“双过剩”背景下的资产泡沫压力

同许多身处本币升值过程中的国家一样,在人民币升值的背景下,我国也面临着一定的资产泡沫压力.但与其他国家不同的是,我国目前宏观经济运行中存在产能过剩和流动性过剩并存的"双过剩"局面,这使得我国目前的资产泡沫压力进一步加大,同时对实体经济的影响也更明显.对 "双过剩"背景下的资产泡沫压力进行分析表明,我国当前的资产泡沫压力对我国促进消费和产业结构升级存在很大的负面作用,应避免资产价格与银行和企业发生过于密切联系,以减轻其对实体经济和银行体系的伤害.

Processes with volatility-induced stationarity: an application for interest rates

In this paper we propose a refinement of the existing definition of volatility-induced stationarity that allows us to distinguish between processes with drift and diffusion induced stationarity and processes with pure volatility-induced stationarity. We also propose a classification of stationary processes with volatility-induced stationarity according to the volatility that is needed to inject stationarity. Processes with volatility-induced stationarity are potentially applicable to interest rate time-series since, as has been acknowledged, mean-reversion effects occur mainly in periods of high volatility. As such, we provide evidence that the logarithm of the Fed funds rate can be modelled as a local martingale with volatility-induced stationarity.     

Public Investment and Income Taxation: Redistribution vs. Productive Performance

This paper deals with government investment in a static two-type self-selection model of optimum income taxation. It is shown that the second-best investment rule is consistent with efficient production, provided that public investment has no influence on relative factor prices. Otherwise, however, redistributive income taxation implies that optimal investment expenditures exceed (or fall below) the efficient level as long as they raise (or decrease) the wage rate of the unskilled individuals relative to the wage rate of the skilled individuals.
