环境关税体现了关税的环境保护职能,而且完全符合WTO的原则。目前,美国和OECD成员国等都已成功实施了环境关税措施。然而,中国还没有将环境保护作为一种指导思想贯穿到整个关税制度改革中。本文在简要介绍国外环境关税的实施现状和分析中国建立环境关税体系必要性的基础上,借鉴国外的成功经验,并结合中国的实际情况,提出了建立中国环境关税体系的初步构想。 相似文献

This paper investigates the effects of R&D spillovers on the R&D choices of foreign exporters when the importing country adopts
either uniform or discriminatory alternative tariff regimes. We show that the importing country should optimally choose a
uniform tariff regime. A uniform tariff regime is also advantageous for foreign exporters if the R&D spillovers are sufficiently
large. A comparison of free trade with the two tariff regimes reveals that there are some situations in which both the importing
country and foreign exporters are better off under free trade, which supports trade liberalization.

The objective of this paper is to examine the role of nonlinear strategies in a standard oligopoly framework. We demonstrate that nonlinear pricing may indeed emerge as an equilibrium strategy, but only when firms produce differentiated products, when one firm retains market power due to a cost advantage, or as part of an equilibrium in mixed strategies. In addition, we examine the role of nonlinear pricing in a spatial-competition framework. Our main conclusion is that in highly competitive markets, nonlinear pricing strategies are not likely to emerge as an equilibrium. 相似文献

We analyze the price effects of steel commodities on stock market returns in emerging and developed economies. These commodities have recently attained increased media exposure due to the rise in the U.S. steel import tariffs, which pose the threat of reducing global demand for steel products and, consequently, lowering prices abroad. However, little has been investigated on the impact of steel commodity prices on worldwide stock market returns. By performing structural VAR and GARCH techniques on a weekly-frequency time series from 2002 to 2015, we find positive and statistically significant effects of linear and non-linear steel commodity price shocks on real stock returns in the commodity markets. In the highly diversified financial markets such as U.S. and Germany, real stock returns do not significantly respond to steel commodity price shocks, although we find highly significant positive responses from developed economies such as Australia, Japan and South Korea. Results are robust to different model specifications. Our evidence suggests that higher tariffs on steel imports represent a larger disadvantage to commodity markets which are more largely impacted by steel commodity prices. Zero-rating is the practice of providers of radio-based Internet access for moving telecommunication devices of excluding traffic generated by specific online applications from usage counted towards capped allowances or strictly metered tariffs of their end customers. Worldwide and particularly in the European Union (EU), current regulatory frameworks for zero-rating arrangements (ZRA) imply that regulators have to examine on a case-by-case basis whether they prohibit a concrete ZRA or impose restrictions. Such conditions are set because regulators believe that a ZRA runs counter to the interests of end customers or application providers or impedes effective competition between application and Internet service providers. Thus, it is necessary to clarify which case features ought to be inspected in such zero-rating assessments and which feature levels speak against or in favor of regulatory measures linked to ZRA. The present article identifies nine design features of ZRA, three characteristics of customer groups targeted by such offers and three background characteristics of the markets for Internet access services and applications which are of special importance in decisions concerning the need to regulate (to abstain from regulating) zero-rating practices of mobile network operators. The analysis shows that in many instances interests of end customers, application providers as well as of politicians seeking to promote the competitive dynamics on mobile Internet access service and application markets are best served if regulatory authorities tolerate ZRA and control for potential harmful effects after their market launch. This article analyses the reduction in duties under US President James Polk, enshrined in the Walker Tariff of 1846, as a proxy for understanding the interrelationship between the executive, the legislature, and broader societal developments. It concludes that congressional debates on the subject were constrained by three parameters: the perceived threat of sectionalism, fears of international belligerence, and the legacy of colonialism. First, memories of the earlier Nullification Crisis of 1833 determined that the political discourse was characterised by a striking emphasis on national unity. Second, contrary to the usual association of free trade with peace, the Walker Tariff was necessarily debated in terms of compatibility with ongoing warfare. Lastly, Britain's shadow coloured congressional language, with both sides exploiting simultaneous reductions of tariffs in the former colonising power to advance their rhetorical ends. 相似文献

ABSTRACTWe analyze eight of the 15 existing Japanese economic partnership agreements (EPAs) from 1997 to 2012. First, we construct bilateral measures of trade barriers for Japan and its partners using input-output and trade data. Next, we conduct panel regressions using those measures and find that when Japan forms an EPA, the tariff-equivalent barrier between the two countries falls approximately 2% to 3%. Contrary to conventional wisdom, this suggests that Japan’s EPAs may not be merely “window dressing” after all. This has implications for larger trade agreements in the works, such as the Regional Comprehensive Economic Partnership (RCEP). 相似文献

2004年以后,我国出口退税进行了退税率调整,本文截取2005-2010全国各地区面板数据运用非线性门槛面板回归的结果表明,调整后的我国出口退税机制只在促进经济增长和优化经济结构上作用明显,而在能源利用效率、环境污染控制方面的作用有限,这与出口退税的多重功能定位之间的矛盾有关。在对我国环境资源方面的矫正机制进行逻辑梳理后,本文认为应该还出口退税以原有的中性,实行完全退税,转而依靠更为有效的出口关税对环境资源要素的国内外差价进行矫正。 相似文献

This paper examines the magnitudes of border effects on Canada's beef exports, and assesses the prospects for market access. The empirical analysis relies on a gravity model derived from a supply-based framework, and implements different econometric methodologies. It covers the conventional measurement of border effects that is determined relative to the intranational trade baseline. Also, it sets alternative baselines to estimate the wedge between the border effects on beef exports of Canada and those of other countries. The estimated parameters are used to carry out different scenarios to examine the tariff-related and nontariff border effects, and to evaluate the impacts of trade preferences for Canada's bilateral beef exports. The results reveal significant trade impediments facing Canada's bilateral beef exports to many large markets (e.g., EU-15, Japan, Republic of Korea, China, and Russia), and they often indicate that the effects of tariff reductions become considerably larger when coupled with reductions in nontariff impediments. Also, they underscore the significance of North American Free Trade Agreement (NAFTA)’s preferential market access for Canada's beef exports. The export opportunities for the Canadian beef industry that are generated through lower trade barriers would, however, decrease when trade barriers facing other beef-exporting countries are reduced. 相似文献
