International law as a negotiation tool in Banking Union; the case of the Single Resolution Fund

EU’s response to the recent Euro-crisis has involved a mixture of EU and international law, with the latter being linked to all the arrangements that may have fiscal implications for national Member States. The SRF embodies all the controversial characteristics of Banking Union. This article illustrates the legal implications that this political choice creates, and how the interrelation between the SRM, the SRF and the ESM, allows leading economies, including Germany, to control the resolution framework both before and after crisis. This raises questions as to the direction that European Integration is taking and its highly nationalised character.

A numerical study of tournament structure and seeding policy for the soccer World Cup Finals

Tournament outcome uncertainty depends on: the design of the tournament; and the relative strengths of the competitors – the competitive balance. A tournament design comprises the arrangement of the individual matches, which we call the tournament structure, the seeding policy and the progression rules. In this paper, we investigate the effect of seeding policy for various tournament structures, while taking account of competitive balance. Our methodology uses tournament outcome uncertainty to consider the effect of seeding policy and other design changes. The tournament outcome uncertainty is measured using the tournament outcome characteristic which is the probability P_q,R that a team in the top 100q pre‐tournament rank percentile progresses forward from round R, for all q and R. We use Monte Carlo simulation to calculate the values of this metric. We find that, in general, seeding favours stronger competitors, but that the degree of favouritism varies with the type of seeding. Reseeding after each round favours the strong to the greatest extent. The ideas in the paper are illustrated using the soccer World Cup Finals tournament.

服装设计如同艺术表现,是一种情感的物质化表现。论文通过对情感的内涵特征、影响因素、作用意义等方面进行分析,探讨服装设计中基本的色彩、形态、材质含有的"情感因素"的作用,来了解和把握有关服装设计中"情感"的效能运用及表达。同时通过对一些著名服装设计师作品中存在的情感因素的运用与把握,进一步概述了现代流行服装中的各种情感因素的表达。     

面向EDA主动知识辅助基础原型的研究

随着EDA技术的飞速发展,电子自动化行业对设计师设置了较高的知识门槛,对此开发了面向EDA技术的主动知识辅助系统的基础原型,实现其在领域机理层次上的主动知识辅助。系统具备主动判断电子设计工程师知识缺陷并提供相应辅助的智能机制,从而对不同知识结构的电子设计工程师提供有针对性的快速辅助,实现真正意义上的人机协作,达到其在高端设计中的低起点应用的目的。目前该系统运行良好,基础原型有望形成电子自动化行业的伴侣软件。     

The value of 1800 MHz and 2100 MHz spectrums in India and implications for auction design

The sequence of events leading up to the upcoming auction of 1800 MHz spectrum in India has led to the auctions acquiring an extraordinary significance for the future of the Indian mobile industry. A key feature of the auction design proposed by the regulator TRAI is the benchmarking of the reserve price of 1800 MHz to the price of 2100 – 3G spectrum revealed in the 2010 auction. In the context of the low number of LTE devices available and the fragmentation in the 1800 MHz band, this paper proposes reducing the duration of spectrum holding to ten years (from the current level of twenty years), and calibrating the reserve price of 1800 MHz with its value with GSM deployment. An economic model is used to compute the value of startup and incremental 1800 MHz spectrum. The estimated values are shown to differ from the value of 2100 MHz spectrum at a pan-India level and also in their distribution across circles. A new set of reserve prices are computed based on the estimation. The estimated values are also shown to be close to the AGR-adjusted price revealed in the 2001 auction. A reserve price based on the 2001 auction is also provided. Concomitant features of the auction are suggested to give coherence to the auction design.
