What is the relationship between top-down governance reform and place-based participatory and deliberative spaces? In this article I argue that in Toronto, an urban system of public participation and deliberation is intimately interwoven into partisan scalar restructuring processes, as well as enduring tensions over the ways and means by which the public can have authoritative input on solving local issues. Regardless of top-down political manoeuvring, the public mobilizes in various spaces across the city, but the urban system remains disconnected and geared towards triaging. This means that the public must work autonomously across the city and within the crevices of city processes, prioritizing how to make gains on issues that they feel are important. I discuss how to move beyond this by building on deliberative systems theory and findings from interviews with local city staff and residents, and through an analysis of public deputations at the official Special Committee on Governance. Ultimately, there is a need for spatially integrated opportunities for more people to come together and assemble in different ways. Some of these will align with autonomous activities, some are liminal and woven within institutional partners, and others are more about geographical bridge building.  相似文献

The brewing industry has undergone profound structural and spatial change over the last 150 years. We examine how consolidation began in Victoria's brewing industry using a historical GIS approach. We argue that industry restructuring was shaped by four interlocking dynamics between 1870 and 1900: (1) structural economic change; (2) railway development; (3) technological innovation; and (4) regulatory reform. We show that the ebb and flow of these interacting dynamics generated a non-linear process of change. Similar to North America and Europe, the industry became highly concentrated. However, this process was complicated by local factors such as climate, economy, and distance.  相似文献

The 17th Sustainable Development Goal aims to enhance the international cooperation between developed and least-developed countries, and the Official Development Assistance (ODA) program is the largest source of external support in the attainment of this goal. The purpose of this study is to evaluate the effects of the Panay Island Upland Sustainable Rural Development Project (PIU-SRDP), an ODA project supported by the Korea International Cooperation Agency (KOICA) in partnership with the Department of Agriculture and the Local Government Units of project municipalities in the Philippines. We focused on Phase II of the PIU-SRDP, which implemented randomly various agriculture-based income-generating projects, aimed at improving the sustainable productivity of low-income farming households. Based on a spatial and intertemporal variations of the project, we exploit a difference-in-difference approach using household-level data. The results suggest that the project significantly increased the rice yield and farm income of beneficiaries. With the opposing views about the true impacts of ODA programs, our study shows evidence of the positive effects of an ODA project on farmer-beneficiaries. This study provides insights for future engagement and implementation of related community-based ODA, agriculture, and rural development projects.  相似文献

In this article, which is based on an empirical analysis of neoliberal restructuring in Leipzig, East Germany, I describe how the study of affective atmospheres adds to our understanding of urban restructuring, showing how collective moods affect (de)mobilization, contestation and the regulation of urban political economy to shed light on the relation between institutional, political and social processes. I demonstrate the relevance of affect for power relations, political interactions beyond rationality, and the rhythms and temporalities of urban restructuring, as exemplified by two prominent atmospheres that characterize Leipzig—post shrinkage depression (PSD) and anticipatory hope (AH).  相似文献

The Common Agricultural Policy (CAP) of the European Union, in effect since January 2023, seeks to differentiate products on quality, provide greater transparency on food origin, and on the transactions and the actors involved in the supply chain. At the same time, in Spain, the adoption of new technologies for the digitization of the agri-food sector has been proposed as a solution to address structural issues such as lack of competitiveness and innovation. In fact, systems using blockchain-related technologies for food control and traceability have seen great progress in recent years and, currently, the use of blockchain in supply chain management is almost doubling year on year. In this context, this paper investigates the level of development of blockchain technology in the agri-food sector in Spain and its applications for certifying food production conditions within the supply chain, and how it is supported by public policies. It identifies several challenges that need to be addressed for a widespread adoption could take place, such as data recorded on the blockchain, lack of standards, limited scope of projects, and integration of data capture automatically or with other technologies like RFID and AI. The document proposes to reorient public development policies to address these challenges, such as reusing data from, already in place, European data collections for production control and food traceability, educating users and stakeholders about the use of blockchain technology, and fostering legal and technical provisions which ensure system transparency to facilitate a successful implementation of blockchain.  相似文献
