基于制度变迁理论的政府投资项目管理模式探讨

运用制度变迁理论，分析了我国政府投资项目管理模式的制度需求、中央政府和地方政府在政府投资项目管理模式制度变迁中的主体地位、强制性和诱导性两种制度变迁方式，强调在制度创新过程中应当注意制度变迁效率。     

关于工程监理与工程项目管理的几点思考

探讨了目前鼓励推广的工程项目管理与目前正在实施的工程监理的区别与联系,主要包括这几方面问题的一些思考:管理服务范围对比,工程管理中立场问题,投资主体性质及其对工程项目管理需求、工程监理与工程项目管理并存体制。     

R＆D项目影响因素的筛选及优化分析

影响R&D项目成败的因素是多种多样的,来自于方方面面。在实证调研的基础上建立了影响因素初选集,之后针对不同类型的因素,分别运用字2检验、T检验及因子分析的方法对初始因素集进行优化,为项目的评价工作建立更为科学、有效的指标体系。     

公共项目分配效果评价指标

采用公平化指数、区域协调发展系数和国民收入分配系数，可以评价公共项目的收益在不同人群和区域的分配效果。本文应用以上述评价指标对秦巴项目进行了投资分配效果分析，结果表明该项目对收入分配的公平化和均衡化有较大贡献。     

The Law of Primogeniture and the Transition from Landed Aristocracy to Industrial Democracy

We study the connection between inheritance systems and the historical evolution of the relationship between a society’s economic structure and its political system, with a focus on Europe from feudal times. The model predicts that, in an early agrarian phase, aristocratic political systems prevail, while democracies tend to emerge with industrialization. At the same time, as indivisible landed estates are replaced by capital as the primary source of wealth, the inheritance system evolves endogenously from primogeniture to partition. The dynamics of output, distribution, class structure and political participation are in turn reinforced by the system of intergenerational wealth transmission, with primogeniture tending to concentration and partition to equalization. “But the law of inheritance was the last step to equality.” Alexis de Tocqueville, Democracy in America (1835).     

Joseph A. Schumpeter’s contributions in the area of fiscal sociology: a first approximation

Fiscal sociology deals with the ramifications of the fiscal activities of the state into areas which are not their primary target. These effects may occur in sectors not directly affected such as related markets, but they may also occur outside the economic sphere proper, such as in politics, culture, religion, or society at large. Schumpeter contributed to the research project of fiscal sociology throughout his life. In this first approximation, his contribution is discussed in terms of his appreciation of three important scholars who all made landmark contributions to fiscal sociology: Franz Oppenheimer, Werner Sombart, and Gustav (von) Schmoller.JEL Classification: B15, H39     

中国农村土地制度改革模式探索

农村土地制度不仅是中国革命的根本性问题,在相当长时期内,仍将是中国现代化建设的最基础问题,尤其是当前解决"三农"问题的迫切性及中国建立和谐社会目标是否已经构成了土地制度新突破的能量呢?果真如此,那么,条件是否具备?时机是否成熟?本文通过对我国农村土地制度的局限性和存在的问题分析后认为,中国农村土地制度改革已经到了必须进行所有制变革的时候了.而考虑到中国具体实际和改革面临的阻力,笔者提出了改革的战略思路是:第一阶段实行土地股份所有,市场化经营;第二阶段实行农村土地农民个人所有制.     

Implementation of land and ecosystem accounts at the European Environment Agency

The European Environment Agency has started the implementation of a programme of land use and ecosystem accounts, following the System of Environmental and Economic Accounts (SEEA) guidelines of the United Nations. The purpose is to integrate information across the various ecosystem components and to support further assessments and modelling of these components and their interactions with economic and social developments. This programme reflects the increasing demand for environmental policy integration in Europe, both vertically through thematic policies as well as horizontally across policies in those sectors that contribute most to environmental impacts. The construction of land and ecosystem accounts is now feasible due to continuous improvements in monitoring, collecting and processing data and progress with the development of statistical methods that facilitate data assimilation and integration. The accounts are based on explicit spatial patterns provided by comprehensive land cover accounts that can be scaled up and down using a 1 km² grid to any type of administrative region or ecosystem zone (e.g., river basin catchments, coastal zones or bio-geographic areas). Land cover accounts have been produced for 24 countries in Europe and first results published in the European Environment State and Outlook2005 report of the EEA.¹     

大型工程建设项目的供应物流模式选择研究

首先介绍了工程建设项目的物流特征，然后分析了工程建设项目供应物流的几种现行模式及其优缺点，在此基础上，进一步分析了大型工程建设项目供应物流模式选择的影响因素，提出了大型工程建设项目供应物流的“代建单位供材制＋第三方物流”模式和“总承包商供材制＋第三方物流”两种基本形式；     

建设工程项目全寿命周期系统化管理之研究

对建设项目传统管理模式的弊端进行了分析，在此基础上，提出了以项目的全寿命周期为研究范畴的观点，并对项目管理的系统化方法进行了研究。
