This paper examines the allocation of entitlement rights for the management of common property resources. In particular, the case of allocating a Total Allowable Catch quota for the Mediterranean swordfish is examined as a case study. The proposed approach comprises three steps. First, there is a bargaining procedure between the European Union (EU) and the rest of the International Commission for the Conservation of Atlantic Tunas (ICCAT) countries. As soon as an initial agreement is possible, the EU considers various equitable rationing methods to allocate its share to the European Member States. These rationing methods draw upon two different streams of the literature, bankruptcy and ‘burden sharing’. Finally, the European Member States reach a fair agreement through minimising an envy‐free index. The allocation rule which is defined as the weighted average of equal proportion and equal share rationales represents the best compromise solution.  相似文献

Global groundwater overexploitation positions groundwater governance as a critical issue for improving sustainable water management. Evidence of aquifer recovery after overexploitation is scattered, as is the research on the drivers behind recovery. The Fuencaliente Aquifer in Spain faced a tragedy of the commons situation, but after an innovative governance arrangement was implemented, the aquifer is gradually recovering. In this research, we identify the drivers that made possible the emergence and acceptance of such an arrangement using the social-ecological system framework. We identified external drivers such as market incentives and limited enforcement capacity of the water authority as the main factors that led to groundwater depletion, but we also found that these same drivers, under a new regulatory framework that reinforced monitoring and sanctioning capacities, are the basis for the effective recovery of the aquifer. Internal drivers such as the socioeconomic attributes of the users, their limited collective action and the power differences between traditional and commercial farmers are also critical in explaining the acceptance of the new governance arrangement. Even if these drivers are context-specific, we identified innovations that might be transferable and contribute to the literature on good practices in groundwater governance and management.  相似文献

The objective of this article is to determine the influence of initial conditions on the longevity of international joint ventures (IJVs) in the context of the Mediterranean region. Three key determinants are examined: ownership structure, number of partners, and establishment mode. The empirical study is based on a sample of 124 IJVs established in Southern and Eastern Mediterranean (SEMED) countries. The statistical analysis shows that the establishment mode has a significant effect on IJV longevity, but that the impact of ownership structure and the number of partners is not significant. In contrast with previous studies, the obtained findings emphasize the importance of the geographic context for this field of research. They also suggest that transaction cost theory does not completely explain the longevity of IJVs located in the SEMED region and that other theories are necessary to complement our understanding of investments in emerging economies.  相似文献

Four books published between 2013 and 2014 make a vital contribution towards understanding the political and ideological tools by which states and employers construct hyper‐exploitable agricultural workers. In this review essay, we provide an assessment of how these books have advanced our understandings of migrant farm labour regimes in local and international perspectives. After presenting a synopsis of each text, we critically reflect on key lessons learned, offer questions that merit further attention, and suggest directions for future research. Our review finds that despite wide differences in geopolitical and legal contexts in which migrant agricultural workers cross borders, live and work, there are remarkable resemblances in the ways in which states use (and abuse) migrant labour. Likewise, there are glaring similarities in the consequent vulnerabilities migrants experience. While each author provides compelling and empirically rich observations based on local fields of study, generally lacking are broader global connections and policy discussions about how the problems raised can be meaningfully addressed. Given the seeming ubiquity of exploitative migrant agricultural worker regimes, the fundamental question left largely unanswered is: Must ‘local’ agricultural systems depend on vulnerable imported workers in order to provide affordable food for consumers, or are there workable alternatives to this arrangement?  相似文献

Soil erosion is a common form of land degradation in Europe concentrating on sloping rural areas. Consequences of soil erosion include the alteration of the long-term balance between ecosystem functioning and socio-ecological systems. Although it was hypothesized that rural areas with specific environmental (soil, climate, vegetation) and territorial attributes (economic marginality and poor accessibility) are more exposed to soil erosion risk, less information are available on the spatial link with various socio-spatial, productive, cultural and political attributes of local communities, spanning from unemployment to subsidence agriculture, from quality of life to water management, from poverty to economic backwardness. Taken together, these factors may trigger a downward spiral leading to land degradation. The present study explores, on a municipal scale in Italy, the spatial relationship between an index of soil erosion risk and 133 indicators describing six research domains. Exploratory data analysis based on non-parametric inference, principal components analysis and hierarchical clustering was carried out with the aim to profile municipalities exposed to high risk of soil erosion and to identify a restricted number of factors possibly determining a downward spiral towards soil erosion and land degradation. Results indicate that the socioeconomic profile of risky areas in Italy is characterized by specific rural development attributes and defined productive structure and socio-spatial characteristics representing a possible target for mitigation policies. Multi-factor studies investigating the influence of the local socioeconomic context on soil erosion may contribute to improve the effectiveness of national soil conservation strategies.  相似文献

This paper addresses the impact of land use patterns associated with compact population on the costs of provision and maintenance of urban public services for local entities, controlling for other factors. The aim is to develop an econometric analysis using a panel data set of municipalities of the Spanish Mediterranean area and Madrid in the period 2006–2014. The estimations derived from the study confirm one main hypothesis and indicate that compact population impacts positively on the decrease of municipal costs of urban public services. This study suggests that municipal planning instruments of local entities could contribute to efficiently manage their budgets, as well as orients public policy in terms of its local land use decision-making.  相似文献

Understanding land system dynamics is fundamental for policy-making from local to global scale. Land system is a combination of land use, land management and territorial practices. To attain such complete information about landscape structures is a challenging task. Aiming to deepen knowledge on land systems, we applied a methodology meant to achieve a broader understanding of dynamics in the Sítio de Monfurado (SM), a Natura 2000 site and holder of High Nature Value farming systems. To do so, we combined spatial analysis of land system changes with a participatory approach designated as Territory Game. While the spatial analysis shows little change in the SM land systems, the territory is perceived as fast-changing by the territorial actors (e.g., stakeholders with an explicit role in territorial development). At both scales, and in agreement with literature, we find trends of simplification and intensification in land systems, typically associated with the reduction of multifunctionality. The combination of both approaches contributed to the understanding of past changes, the drivers that induce such changes, how these are interpreted and, how to act upon them in the future. The proposed combined methodology can bring new useful insights for policy-makers, although scaling from local to broader scale remains a challenge.  相似文献
