我国目前已经形成中央政府主导的对西部民族地区生态环境建设的财政补偿机制,但现行补偿机制具有很大的不稳定性、补偿不充足性、非长期高效性的特点,本文探讨如何为生态环境建设建立一种长效、稳定的兼容政府纵向和省区际间、流域间政府横向的财政补偿机制.

按照金融功能观,资金配置是金融体系最重要的功能.中国农村金融体系未能有效地发挥资金配置功能,是因为过去的农村金融改革主要遵循金融机构观.金融机构观使得农村金融体系不能适应外部环境,从而也就不能满足农村经济发展的需要.     

对我国农村金融体制变革滞后问题的若干思考

我国农村金融体制的变革大幅度滞后于农村经济体制的变革,是一个时期以来社会经济体制当中各种矛盾相互交织而造成的必然结果,这一格局严重制约着农村经济的进一步发展,威胁着农业的国民经济基础地位。因此,当整体经济转型由“增量调整”进入“存量调整”阶段之后,应当均衡布局农村金融的改革与发展。     

National culture and R&D and marketing integration mechanisms in new product development: A cross-cultural study between Singapore and New Zealand

The integration of R&D and marketing in new product development (NPD) is an important contributor to NPD performance. Of the mechanisms developed to aid functional integration, many have been developed in western cultural environments and may not have applicability in other national cultural settings. Using a sample of NPD workgroup personnel in New Zealand (NZ), the western cultural environment, and Singapore, quantitative and qualitative data have been used to measure national culture and determine the applicability of different organization integration mechanisms. Results show key differences between the two samples, indicating a link between formalization, centralization, role flexibility and interfunctional climate mechanisms with the Hofstede dimensions of Power Distance, Masculinity and Uncertainty Avoidance of national culture. Managerial implications are that national cultural values and settings of the respondents are important when determining best integration mechanisms.

农村信用社产权制度改革不仅是一个金融问题,而且是一个复杂的社会问题.长期以来我国农村信用社按照合作制进行规范绩效差的主要原因是,农村信用社产权制度改革的国家偏好和农民的接受程度之间存在着巨大的矛盾.文章建议通过稳定农村信用社的经营、拉长农村信用社产权制度改革的周期、完善农村信用社产权制度改革的外部环境、增加农村信用社产权制度改革的途径等四个方面的措施来推动我国农村信用社的产权制度改革.     

发展我国农村社会养老保险制度的几点思考

长期以来,我国城乡养老社会保障呈现了明显的二元化特征.笔者认为,应该从我国家庭户规模的变化、未来人口发展趋势、经济体制改革以及非经济因素等方面来全面考虑发展农村养老社会保险制度的意义、面临的挑战及改革思路.要根据各地经济发展水平不同建立分地区、分层次的农村养老社会保障制度,必须尽快将农村养老社会保障制度建设纳入法制化轨道,并且应推广发达地区的成功经验,继续进行试点工作.

工程建设领域推行工程担保保证制度的必要性，是有利于规范业主行为，保证合同履约，制止无序的竞争、遏止腐败滋生，有利于与国际市场接轨等。实施工程担保保证制度的必要条件，是制定专业法规，培育专业担保公司，全面履行工程担保保证的各项职责。建设市场应推行工程担保保证制度，应认真组织好试点，拟订好试点的目标、内容和方法，选择好试点项目的承包主体。这对于保证我国建设市场的有效运行将起到良好的作用。     

The consequences to analyst involvement in the IPO process: Evidence surrounding the JOBS Act

The JOBS Act allows certain analysts to be more involved in the IPO process, but does not relax restrictions on analyst compensation structure. We find that these analysts initiate coverage that is more optimistically biased, less accurate, and generates smaller stock market reactions. Investors purchasing shares following these initiations lose over 3% of their investment by the firm's subsequent earnings release. By contrast, issuers, analysts, and investment banks appear to benefit from this increased bias, as optimism is more positively associated with proxies for firm visibility and investment banking revenues when analysts are involved in the IPO process.     

The impact of privatization on efficiency and profitability

Over the past three decades, China has undergone tremendous economic and social change as a consequence of the transition from a centrally planned to a market economy. This paper examines a key feature of this transition – the privatization of the state‐owned enterprises (SOEs) – through both a theoretical model and empirical analysis. Using newly collected primary data from a variety of sources, we study how privatization of listed SOEs affects employment, wages, profits and other aspects of economic performance at the firm level. Our major finding is that privatization results in substantial downsizing of employment, increased labour productivity and rising profitability.     

Does urbanization reduce rural poverty? Evidence from Vietnam

This paper uses data from household surveys to contribute to the urbanization-poverty nexus literature by assessing the effect of urbanization on income, expenditure, and poverty in rural households in Vietnam. We find that the urbanization process stimulates the transition from farm to non-farm activities in rural areas. More specifically, urbanization tends to reduce farm income and increase wages and non-farm income in rural households. This suggests that total income and consumption expenditure of rural households are more likely to increase with urbanization. Finally, we find also that urbanization helps decrease the expenditure poverty rate of rural households, albeit by a small magnitude.
