ABSTRACT Cocreation has captured the attention of public managers and policymakers and yet the literature focusing in the public sector is still relatively dispersed. In this literature review we present a contextualized analysis of the potential reasons that lead public sector organizations to cocreate with citizens and identify potential barriers that may hamper the adoption of cocreation in public settings. The analysis undertaken allowed us to conclude that the topic is increasingly capturing the interest of researchers, although the state of the literature is characterized by a reduced heterogeneity in research methods. We classified cocreation benefits in the public sector as innovation related, improved decision-making, and symbolic related, and we categorized the drivers for cocreation according to three broad categories: external, relation-specific and internal. In a two-country Schumpeterian growth model, we study the incentives for basic research investments by governments in a globalized world. A country׳s basic research investments increase with the country׳s level of human capital and decline with its own market size. This may explain why some smaller countries invest so much in basic research. Compared with the optimal investments achievable when countries coordinate their basic research policies, a single country may over-invest in basic research. However, the total amount of decentralized basic research investments is always below the socially optimal investment level, which justifies policy coordination in this area. 相似文献

There is growing scientific evidence that humanity faces a number of threats that jeopardize its future. Public perceptions of these threats, both their risks and reactions to them, are important in determining how humanity confronts and addresses the threats. This study investigated the perceived probability of threats to humanity and different responses to them (nihilism, fundamentalism and activism), in four Western nations: the US, UK, Canada and Australia. Overall, a majority (54%) rated the risk of our way of life ending within the next 100 years at 50% or greater, and a quarter (24%) rated the risk of humans being wiped out at 50% or greater. The responses were relatively uniform across countries, age groups, gender and education level, although statistically significant differences exist.Almost 80% agreed “we need to transform our worldview and way of life if we are to create a better future for the world” (activism). About a half agreed that “the world’s future looks grim so we have to focus on looking after ourselves and those we love” (nihilism), and over a third that “we are facing a final conflict between good and evil in the world” (fundamentalism). The findings offer insight into the willingness of humanity to respond to the challenges identified by scientists and warrant increased consideration in scientific and political debate. 相似文献

It has been shown that higher capital taxes can have a growth-enhancing effect when combined with a revenue-compensating cut in wage taxes or with an expansion in productivity-increasing public services. The present paper demonstrates that these results critically hinge on the existence of a bequest motive. It is shown that a wage-tax cut is no longer growth-enhancing when bequests are operative. By way of contrast, increasing productive public services may well boost growth. The theoretical findings are illustrated by numerical simulations based on US data. 相似文献

Projections of age-related public expenditure growth have raised widespread concerns about fiscal sustainability. This paper
examines how total expenditure would develop under four policy rules on public expenditure growth. Some simple arithmetic
of expenditure, GDP, and population is reviewed and applied in simulations for 19 OECD countries over 2000–50. A general and
a specific conclusion arise from the results. Generally, long-term expenditure projections could benefit from revisiting common
assumptions on non-age-related expenditure growth. Specifically, realistic gradual adjustment in non-age-related expenditures
could go a long way towards maintaining fiscal sustainability under age-related spending pressures.

In their seminal paper, Morris and Shin (Amer Econ Rev 92(5): 1521–1534, 2002a) argued that increasing the precision of public information is not always beneficial to social welfare. Svensson (Amer Econ
Rev 96: 448–451, 2006) however has disputed this by saying that although feasible, the conditions for which this was true, were not all that likely.
In that respect, therefore, increasing ‘transparency’ remains most of the times beneficial to social welfare. In this paper,
we extend the Morris and Shin attempt by setting it up as an explicit interactive game between the Central Bank, the objectives
of which we model explicitly, and the private sector. We show that in the absence of costs, both players benefit from transparency
in the manner described previously in the literature, and point the differences in their gains. Following that, we then introduce
the fact that increasing transparency comes at some costs and show how both players face incentives to free ride on each other
as a result. The presence of costs thus alters the way in which greater transparency is attained.
