知识守门者企业间领导力与产业集群升级

作为产业集群中的核心异质性主体,知识守门者对于产业集群的知识更新和开放式升级至关重要。结合联盟管理中的企业间领导力理论,从知识守门者自身知识基础、网络能力和网络位置优势探讨了其在集群中的企业间领导力形成机理。在此基础上,将知识守门者在产业集群中的领导力划分为技术领导力、平台领导力和制度领导力3个维度。此外,结合湖南新材料产业集群案例,探讨了该集群中知识守门者科力远公司的技术领导力、平台领导力和制度领导力构建途径及其对集群升级的影响,研究结果证明了理论的合理性。最后,基于理论与案例结论,提出了促进我国集群开放式升级的若干政策建议。     

VALUE CONTENT AND PRODUCTION NETWORKS IN SOUTHEAST ASIA: APPLICATION OF AFTA AND ASEAN‐PLUS‐ONE FTA FORMULAS

Rules of origin are an integral part of all trade rules. To be eligible for Common Effective Preferential Tariffs under the ASEAN Free Trade Area (AFTA) agreement, a product must satisfy the conditions relative to value content. The present paper seeks to calculate value content of industries in Southeast Asia, using the formula specified by the rules of origin in AFTA, the ASEAN–China FTA, the ASEAN–Korea FTA, and the ASEAN–Japan FTA. Moreover, the paper attempts to calculate true value content of industries by applying a simple technique of input–output analysis, and to estimate error margins (i.e., overestimates) in calculating value content. The paper also examines the relationship between value content and production networks. The paper finds that many industries exhibited declines in local content during the period 1990–2000, but that the geographical spread of production networks raised the proportion of inputs supplied by the neighboring ASEAN countries, so that the contribution of the cumulative rule of origin increased.     

美国碳关税政策对中美贸易的影响

基于环境保护和贸易保护的目的,美国提出了征收碳关税诉求。这将对中国对美国的商品出口产生什么样的影响?本文根据我国各行业的碳排放强度和出口贸易细分数据,分析了美国征收碳关税可能会对我国各行业出口贸易的影响,并提出,中国应该在多边贸易组织的框架下对美国将实行的碳关税政策进行限制约束,及时调整国内产业结构。     

Philosophy of Economics Rules: introduction to the symposium

ABSTRACT

Economists have long been criticized for their use of highly idealized models. In Economics rules: Why economics works, when it fails, and how to tell the difference [Oxford: Oxford University Press, 2015] Dani Rodrik responds to this criticism by offering an account of models that emphasizes the diversity of models in economics. Rodrik’s account presents a rare opportunity for economists and philosophers of economics to engage in a mutually beneficial exchange that could improve our understanding of the power and limits of economics, and the rights and wrongs of the dismal science. The symposium on Rodrik’s Economics Rules is the first attempt to seize this opportunity.

为获取生产可能性曲线的扩张而产生的分工经济性,是具有互补性资源、核心技能和专长企业构建专业化分工合作战略联盟组织的先决条件.对体现内生专业化分工合作模型的超边际分析表明,战略联盟专业化分工组织结构模式可以作为决策的内生结果而出现;联盟企业均衡的分工水平和高效的交易效率,保证了战略联盟成为共创联盟价值的企业间交易关系一般均衡规制结构的制度安排.

Rules, principles and judgments in accounting standards

The distinction between rules-based and principles-based standards is not well defined and is subject to a variety of interpretations ( SEC, 2003 , p. 5). Yet there is a commonly held view that the FASB's standards are rules-based and the IASB's standards are principles-based. This article identifies the basis of this distinction. For research and development, the article compares the FASB standard with two principles-based standards. For each standard we identify and classify rules and judgments, and observe the level of justifications for the rules and assistance to support the judgments. The three standards have rules, are based on principles, and require the exercise of professional judgment; the less conservative standard requires more judgments and, unexpectedly, more rules. The results suggest that the rules-based versus principles-based distinction is not meaningful, except in relative terms. We conclude that a relatively more principles-based standards regime requires professional judgment at both the transaction level (substance over form) and at the financial statement level ('true and fair view' override). Furthermore, it is suggested that any FASB and IASB convergence will require agreement on the weightings given to the qualitative characteristics.     

Implementing monetary base rules: The currency problem

Monetary policy rules which rely on the monetary base have been advocated by Meltzer and McCallum. Proponents claim that following monetary base rules would minimize fluctuations around the target growth rate for nominal GNP. Critics of such rules contend that currency has not been properly accounted for in their analysis. This paper examines McCallum's monetary base rule by explicitly taking the demand for currency into account. Assuming that currency is supplied elastically, our investigation quantifies changes in the composition of the monetary base under these rules and provides an estimate of how these compositional changes might affect the variability around the target nominal GNP growth rate.     

中国货币政策的有效性问题——基于政策时间不一致性的分析

本文对政策时间不一致性理论模型加以修正以分析中国货币政策的有效性问题。结果表明,中国货币政策的有效性与政策的可信性之间密切相关,随着货币政策可信性的提高,其有效性也相应提高。因此,实行有规则、透明度高、连贯性强的货币政策,对于提高政策有效性具有重要作用。     

论我国通货膨胀目标制货币规则的建立

通过推导一个与中国未来成熟的货币政策规则实施环境基本吻合的基于央行最小信息优势的最优货币政策简化模型,表明相机抉择本身就代表了一种灵活性,这种灵活性对于现实中的央行可能有着重要意义。也正是基于不完全信息条件下的相机抉择模型的分析和与单一规则的比较,来设想中国未来货币政策规则。
