Inter-local cooperation is difficult to measure. In Poland, however, the data-set concerning financial transfers between local government budgets (one of the most popular quantitative measures of cooperation) has never been described in scientific literature. This paper aims at contributing to fill this gap. On the basis of the budget expenditures of all Polish local governments, we applied two research methods: OLS regression and Heckman two-stage regression. The results show that the decision whether to get into cooperation, and the decision on the extent of involvement are driven by different factors. 相似文献

When does sub-national fiscal autonomy prompt regional growth and recovery and, under what conditions, does it have adverse effects? We argue that unearned income streams, particularly in the form of revenues from natural resource production or from budgetary transfers from the central government, transform regions dependent on these income sources into rentier regions. Governments in these regions can use local control over revenues and expenditures to shelter certain firms, i.e., natural resource producers or loss-making enterprises, from market forces. Using fiscal data from 80 Russian regions from 1996 to 1999, we test this hypothesis in both cross-sectional and panel specifications. Our results indicate that tax retention, which is a proxy for fiscal autonomy, has had a positive effect on regional reform and investment since the break-up of the Soviet Union. China's rapid economic transformation since 1979 has been accompanied by a stark regional disparity with the coastal provinces integrating swiftly into the world markets while inland regions lagging far behind in the industrialisation process. The growth imbalance has placed China's provinces into different stages of development and called for different policy responses to deal with different challenges they are facing. Similarly, a national policy initiated by the central government is likely to be interpreted and implemented in different ways when local governments take into consideration the different conditions in their localities. Therefore, it would be extremely valuable for policy makers and researchers to have an analytical tool that is capable of studying interactions among the provincial economies and the dynamic relationship between the centre and local governments. The multiregional econometric model of China presented in this paper is the first attempt to provide such a tool. The pioneering model consists of over 1200 equations, covering 30 provinces of China that are linked by inter-regional flows of goods and services. The model is used to study the impact of fiscal recentralisation in the 1990s. The counterfactual simulation results show that when China's central government diverted tax revenue from provincial governments, it achieved higher budgetary revenue for the central government but at the expense of lower overall budgetary revenue and slower economic growth. 相似文献

大多数研究表明,改革开放以来,中国整体金融发展显著扩大了城乡收入差距,同时,它们从城乡金融发展不平衡角度进行了理论阐释。本文则从农村自身经济发展层面出发运用1978-2004年的相关数据分析了农村金融发展与城乡收入差距之间的关系,结果显示:农村金融发展扩大了城乡收入差距,究其原因主要是农村资金的不断外流和非正规金融的不规范发展,加剧了城乡收入差距的扩大。现实的出路是遏制农村资金外流,提供更多的农村正规金融资源;规范非正规金融发展,防范农村金融风险。 相似文献

Contrary to extant propositions on the primacy of trade dependency in compelling faster agreement by subordinate states in asymmetrical economic negotiations, in the European Union–Africa, Caribbean and Pacific (EU–ACP) Economic Partnership Agreement (EPA) negotiations, it is the states that were least materially vulnerable that were quickest to accept an EPA. Why so? I argue that the speed and propensity of ACP states to accept and ratify their EPAs were principally hinged on variances in preference formation based on what Ikenberry and Kupchan [(1990), ‘Socialization and Hegemonic Power’, International Organization, 44 (3), pp. 283–315: 283] call ‘substantive beliefs rather than material payoffs’. The quickest states to ratify an EPA were those which most intensely shared the EU's neoliberal belief in an automatic correlation between trade liberalisation and economic growth, rather than those that were most materially vulnerable. Therefore, by taking the normative sources of preference formation by subordinate states seriously, we can not only derive a parsimonious explanation of EPA negotiating efficiency but also form a foundational conceptual model of predicting efficiency in asymmetrical negotiations that unifies the role of both normative and material considerations. 相似文献
