美联储货币政策与回购操作

该文在分析美国回购市场的基础上,对美联储回购／逆回购货币政策工具进行了详细分析。2008年金融危机以前,回购和逆回购仅是美联储临时性政策工具,总体交易规模很小。实证结果表明,金融危机后国债隔夜回购的市场交易利率能预测美联储国债隔夜回购利率变动,且美联储的国债隔夜回购利率相对更高。2013年8月,美联储推出隔夜固定利率全额（给定额度内）供应逆回购工具,为将来美联储退出QE过程做准备。2013年最后两个交易日,该工具操作规模分别约为1000亿美元和2000亿美元,引发市场关注。     

再析美国金融危机前的利率政策

全球金融危机和美国货币政策的变化密不可分,美国货币利率持续13次调降之后又持续17次大幅提升,从低利率货币信贷扩张的流动性过剩到高利率的流动性紧缩,使宏观经济产生剧烈波动,前期低利率带来过剩的流动性,后期利率的提高造成巨量房地产泡沫的破灭。由于美联储货币政策一贯秉持的"泰勒规则"指导原则没有纳入资产价格因子,致美联储货币政策调控失误。     

绩效考核的失真因素分析

绩效考核的目的在于择优察劣,保持组织的高效,但是一旦绩效考核的结果失真,不仅会影响到员工的积极性和满意度,也会使组织的利益受损。本文主要针对影响考核结果的因素进行了分析,并对如何防范这些因素提出了几点建议。     

浅析中国国际收支双顺差现象

中国国际收支双顺差现象的长期存在给中国经济带来了极大的影响,双顺差问题亟待解决。文章通过对双顺差现象分析发现:过高的储蓄率、出口鼓励政策、中国贸易中出口加工贸易的支配地位是中国经常项目顺差的主要原因;吸引外资的优惠政策、对于引资的不合理利用、全球过剩流动性的输入是中国资本项目顺差的主要原因。建议降低高储蓄,促进内需、调整出口导向战略、外汇储备"走出去"、健全利用外资和加工贸易的相关政策、深化人民币汇率改革。     

论公司社会责任的性质和司法化

《公司法》第5条规定的公司社会责任是倡导性、宣示性的道德责任。我们不宜将"公司社会责任条款"司法化,而应完善相关法律法规、强化执法司法力度、制定《公司行为准则》、推出社会责任投资指数和建立公司社会责任的综合监督机制。     

Coordinating macroeconomic policy in a simple AK growth model

Modern theories of government finance stress the importance of an economy’s fiscal deficits in determining the course of monetary policy. Modern growth theory stresses the role of monetary factors in economic growth. This paper explores how these two are interrelated, using a simple AK growth model, one with money, reserve requirements, and government debt. We provide a comprehensive look at the coordination of macroeconomic policy and its effects on long-run growth under three alternative coordinating arrangements. We uncover some unconventional results regarding the relationship between growth and a number of policy variables; these rest squarely on the constraint of the coordination process.

Local perspectives of ecotourism development in Tawushan Nature Reserve, Taiwan

This paper examines local responses to potential ecotourism development in the Tawushan Nature Reserve located in southeastern Taiwan. Community attitude and intention toward four dimensions of ecotourism, including conservation of natural resources, preservation of cultural tradition, sustainable community development, and participation in ecotourism planning and management, were measured. Furthermore, the paper examines whether or not there is congruence between community attitude and intention toward ecotourism development. Analysis is based on data collected using face-to-face questionnaire interviews in two indigenous communities consisting primarily of the Paiwan ethnic group. The study findings show that local people hold generally positive views of the measures necessary to achieve ecotourism; however, their intentions to engage in behaviors to support these measures do not entirely match with their positive views. This suggests that while local residents may support ecotourism development based on international guidelines, their intentions to act will depend on local environmental, social, and politico-economic conditions. It is suggested that issues related to community empowerment, relationship between government and communities, value conflicts introduced by ecotourism development, and the dynamics among and between various community groups will need to be addressed if positive community intention to participate in ecotourism is to be encouraged.     

Distorting taxes and interest on reserves

Few governments in developed economies currently pay interest on reserves. However, Goodfriend (2001) [Goodfriend, M., 2001. Interest on reserves and monetary policy, mimeo, Federal Reserve Bank of Richmond] concludes that it is a useful tool to implement monetary policy. In a monetary growth model with a financial intermediary and a firm who needs to borrow to pay wages, it is shown that paying interest on reserves financed by a labor tax reduces welfare.     

THE ASCENT OF THE EUROPEAN COMMISSION AS AN ACTOR IN THE MONETARY INTEGRATION PROCESS IN THE 1960s

This paper discusses macroeconomic and monetary policy making at the European Commission in the 1960s. The Commission, in its analysis, focused strongly on economic imbalances in the Community, as they could threaten the common market project. In order to strengthen the system of economic governance of the Community, the Commission advocated an improved monetary cooperation, in line with the internal logic of the integration process. This contrasted with the view of the central bankers, who took the international monetary system as the framework for their analysis. This paper shows the ascent of the Commission as an actor in the monetary area, notwithstanding the relatively limited provisions of the European Economic Community Treaty.
