At 2008＇s NPC and CPPCC sessions, the nation＇s housing program has become one of the top concerns; some deputies from academic institutions and the real estate industry have submitted their own proposals on how to deal with the issue.     

PSM system upgrade in response to an Occupational Safety and Health Administration NEP inspection

This article presents a brief analysis of the Occupational Safety and Health Administration (OSHA) Petroleum Refinery Process Safety Management National Emphasis Program (NEP) citation results as of early 2009. It includes trends distilled from the OSHA inspections performed to date. Recommendations for preparing for PSM NEP level inspections are provided. A proven approach to designing and implementing an upgrade project for OSHA process safety management systems and EPA risk management program is described. The model presented can be targeted to a facility's NEP specific citations or used for a general PSM system effectiveness upgrade. This article includes recommendations for improving PSM as a result of an NEP inspection. The recommendations are for the PSM elements that routinely have major OSHA citations; that is: Operating Procedures, Mechanical Integrity, Process Hazards Analysis, Process Safety Information, Management of Change, and Incident Investigations. © 2009 American Institute of Chemical Engineers Process Saf Prog 2009     

Research,teaching, and ‘other’: what determines job placement of economics Ph.D.s?

This article examines job placement for Economics Ph.D.s seeking junior-level positions using a data set constructed from job candidate vitas, public websites, and queries to programme directors. Based upon multinomial logit estimation, being from highly ranked graduate institutions and having high quality publications has a significantly positive effect on placement at a top 20 academic institution or Doctoral-level institution. Teaching experience – as a teaching assistant (TA) or independent instructor – has a significantly positive effect on placement, but only for institutions ranked below the top 60, Masters and Baccalaureate institutions, and non-tenure track academic positions. We find little evidence on the effect of teaching in tenure track hires for departments with Doctoral programmes or mid-tier prestige. Moreover, teaching experience has a significantly negative effect on placement in the top group of academic institutions in Economics.

用FORTRAN77语言求解立方体内满足第一类边界条件的电势分布

本文应用以差分法求解三维电势场满足第一类边界条件的泊松方程的理论及便于计算机循环的迭代公式,设计出了具有较高实用价值的物理模型,并用FORTRAN77编制出了求解电势分布的源程序,可以方便快捷地求解各种第一类边界条件下场内电势分布问题。     

Tourism training in developing countries The social and cultural dimension

Tourism training in developing countries has narrowly focused on vocational and technical skills. Little thought has been given as to how this education fits into an existing socio-cultural environment, the problems of communication between guest and host, or to the demands and stresses placed upon those in the front lines of the industry. Part One of this paper looks at the need for the development of programs which broaden the scope of training. Such programs need to take into account the potential social and cultural risks of tourism for the industry worker, and the barriers to communication rising from different backgrounds, values, and expectations between hosts and foreign visitors. Part Two looks at some important considerations in educational development strategy, giving an example of such a program developed by the author in East Africa.     

Kazakhstan's wheat system: priorities, constraints, and future prospects

This paper provides an overview of Kazakhstan's wheat system following independence and identifies policies and constraints currently influencing the operation and development of the system. It also looks at the factors affecting production decisions, including the current operating environment, intra-sectoral linkages, and overall macroeconomic conditions and identifies several alternative sources of productivity growth that can potentially improve the current and future competitiveness of Kazakhstan's wheat producers. The paper emphasizes that the wheat system cannot operate in isolation from the rest of the economy. Regaining lost levels of productivity can only be accomplished with some level of coordinated policy linking the priorities of the wheat system with those of the agricultural sector and the economy as a whole.

在回顾美国金融监管制度历史演进的基础上,阐述了美国现行伞形监管模式及其存在的问题,评析了美国本轮金融监管制度改革方案的核心内容,指出了本轮美国金融监管制度改革对我国的启示。认为本轮美国金融监管制度改革将对全球金融体系和金融市场产生广泛影响。当前我国应尽快建立一元金融监管体制以完善金融监管协调机制;加强对评级机构的监管以保护消费者利益;转变金融监管方式,正确处理金融创新与金融监管的关系。同时,我国还应加强国际监管协作,共同防范金融风险。
