国有资产管理体制改革的基本内涵在于第二个层次委托代理关系内部的链条调整。此次国有资产管理体制改革的基本特征表现为“两个转变”:国有资产委托人由集中转变为分散,国有资产委托人内部所有权权能的行使由分散转变为集中。真正实现国有资产委托代理链条的根本性收敛具有不可能性,委托代理新链条收敛度的提高是“有限收敛”。目前,需认真做好以下工作:构筑有效的国有资产治理结构;建立有效的信息公开机制;尽快完善相关法律法规;适应国有资产管理的新要求,加快政治体制改革步伐。  相似文献

A core set of criteria have been met, so that it is accurate to speak of an agrarian capitalist system in Russia. The development of agrarian capitalism carries with it increased stratification, which is analysed along five dimensions: earned income, land expansion, use of credit, income from food sales and income from household enterprise. The paper demonstrates increasing differentiation between households, between professional cohorts and within professional cohorts. The data showing stratification within professions suggest that intra‐cohort stratification is driving most of the inter‐cohort stratification. The Russian model of agrarian capitalism and its processes of stratification have yielded a bifurcated countryside in which a thin stratum of ‘super winners’ has emerged. Economic processes have developed beyond simple stratification and have created the basis from which a rudimentary class structure appears to be forming.  相似文献

The colonization of Mallorca gave rise to a late‐feudal agrarian society that evolved towards capitalism based on large estates owned by noblemen who hired large numbers of wage labourers from among smallholders living in agro‐towns, the dispossessed remnants of a formerly wealthier peasantry. These well‐off peasants originated from when the colonization frontier was open in the 13th and 14th centuries, but had been defeated when three peasant–plebeian revolts were crushed. Afterwards, Mallorca followed a latifundist transition towards agrarian capitalism similar to southern Italy or Spain, in sharp contrast with the middle‐peasant paths seen in Catalonia or Valencia. The land rent rose, while agricultural wages fell from 1659 to 1800. Peasant families could not survive, and had to supplement wages with the products of their own plots. This set a socio‐agroecological limit to growth in this agrarian class structure. The agrarian crisis at the end of the 19th century bankrupted the Mallorcan nobility. Bankers bought much of the land and sold it on as small allotments. This expanded the intensive cropping formerly limited to agro‐town belts, giving rise to a new “peasantization”. Despite their subordination, Mallorcan peasants had survived and created complex agroecological landscapes endowed with a rich biocultural heritage.  相似文献

In the 1980s and 1990s, during the high-water mark of Washington Consensus development, rural sociologists and geographers critical of contract farming described contract as a legal fiction—one that imagines formally equal and voluntary relations between large firms and small farmers and hence that functions purposefully to obscure unequal social relations. Today, however, development planners, who argue for contract farming as an integral part of value chain agriculture, describe unequal bargaining power as a problem for rural development to solve. Our article analyzes how proponents have domesticated what was once a radical critique of contract farming—a phenomenon that we suggest tells of value chain development more broadly. Via a qualitative case study of India, we describe how a range of actors—development planners, state officials, and farmers—now all make arguments about unequal bargaining power and yet hold disparate understandings of what bargaining inequalities mean and what reforms should therefore follow. More specifically, we show how and why common reform proposals—for contract regulation and farmer aggregation—remain constrained by the inequalities they would challenge and thus why farmers themselves speak different possibilities to the problem of unequal bargaining power.  相似文献

This paper uses the food regime literature to analyse the political and economic relations promoting the expansion of soybeans in Argentina following the post‐neoliberal turn in the early 2000s. Continuities of the agrarian expansion from the neoliberal to post‐neoliberal model highlight the state's role in supporting a neoliberal food regime. Neoregulation in the post‐neoliberal agenda continues to favour increased production of transgenic food over ecological and human‐health considerations. Moreover, the emergence of new corporate and transnational actors has contributed to a new form of corporate‐agrarian governance premised on biotechnology. First, a food regime lens is used to describe the expansion of transgenic soybeans in Argentina, followed by an analysis of planning documents to show the state's position in reproducing neoliberal discourses and policies favouring the expansion of agriculture. The conclusion discusses the utility of food regime analysis for explaining the new forms of agricultural governance in Argentina.  相似文献

This essay reviews five recent books concerned with different aspects of the agrarian crisis and agrarian questions in India. Each book deals, implicitly or explicitly, with specific facets of these issues. Specific regional patterns of highly exploitative agrarian capitalist developments and the role of agro‐commercial capital are analysed by the books. The essay argues that the agrarian crisis is class specific and that the capitalist farming classes are, in the main, able to successfully accumulate, although uneven development across India makes generalization difficult. The review concludes with some overall perspectives on agrarian transition in India.  相似文献

This paper analyses the politics of agrarian change in Bolivia in the context of the development and expansion of the soy complex in Santa Cruz. It attempts to contribute to a better understanding of the nature and role of the state in relation to agrarian change through what is referred to here as the state–society–capital nexus. From an “agrarian” to a “productive” revolution in the countryside, this paper situates the rise of the Movement Toward Socialism (Movimiento al Socialismo, MAS) to state power and its ability to maintain control over the state apparatus by balancing both accumulation and legitimation interests through its neo‐extractivist development strategy. As extractivist rents fall with the commodities bust and smallholders' exclusion becomes more apparent, the MAS' overextension in facilitating capital accumulation is beginning to show signs of a legitimacy crisis. The politics of agrarian change remain as contested as the dynamics within the state–society–capital nexus.  相似文献

Ethnic politics are an important, but under‐examined, dynamic in the restructuring of agrarian labour. This paper examines how the discursive construction of ethnic identity has facilitated the particular form of agrarian intensification and labour restructuring under way in the uplands of Thailand. Agricultural intensification, followed by the promotion of ‘safe’ and then ‘organic’ production, has relied upon the construction of Hmong farmers as environmentally destructive and in need of development, while Shan labour arriving from Burma are simultaneously constructed as ‘illegal migrants’ (as opposed to refugees), a social nuisance and hard workers, helping to make them into an available, willing and preferred labour force. We argue that the construction of ethnic identity in these instances enables the agricultural changes under way and, thus, the particularities of agricultural change cannot be understood without careful attention to ethnic politics.  相似文献

With the global restructuring of agri‐food markets since the 1980s, an impressive amount of scholarship has examined its impacts in African countries. However, little has been written on the emergence of local medium and large‐scale commercial farmers selling to export companies or controlling their own export marketing arrangements. This article examines Ghanaian commercial farmers producing and exporting fresh pineapples to European markets. This group of pineapple producer–exporters represents a path to capitalist agricultural production that can be conceptualized as capitalism from outside: where capital flows into the countryside, rather than accumulation occurring from above or below within the agrarian economy. The emergence of this form of agrarian capitalism is stimulated by opportunities in new high‐value agricultural export markets, but its stabilization depends on country‐specific characteristics such as rural social structures, property rights and state support. The article documents the conditions of emergence of this new group of Ghanaian capitalist farmers, the period of destabilization caused by increasing international competition that resulted in a small number of large‐scale agribusiness firms surviving, and the challenges that these agribusiness firms faced in stabilizing their capitalist agricultural production.  相似文献
