This contribution explores how new regions and crops are integrated in the contemporary food regime through a fieldwork‐based approach to maize cultivation in rural Karnataka, South India. As an intrinsic part of the industrial grain–oilseed–livestock complex, maize is an important component of the contemporary food regime. I argue that the expansion of maize at the village level follows commodity frontier dynamics, located at the conjuncture of processes “from above” pushing the industrial grain–oilseed–complex forward and processes “from below” that integrate maize in everyday livelihoods. Focusing on how villagers make use of maize in ways that cross, but simultaneously are differentiated along, lines of class and caste, this article seeks to contribute to our understanding of the everyday dynamics of contemporary food regime. 相似文献

This article seeks to make a critical contribution to the “sovereignty problem” in food sovereignty (FS) studies. Contemporary scholarship has largely struggled to answer the question of who or what is sovereign within the realm of FS politics—underpinned by the relocalisation of agrarian production, sustainable nature–society relations, and a radical democratisation of food systems. Although the most recent scholarship has made significant progress on this issue, I offer an alternative historical materialist account of sovereignty understood as the combination of rights and territory. From a critical Marxian perspective, I deconstruct the basis of sovereign power as the intersection between social property rights (exploitation) and territorial governance (political technology) congealed within both capital and the state. This approach thus provides some clarity as to the necessary breaks required to establish an FS regime (self‐directed labour and cooperative territorial governance). The framework is then applied to the case of Bolivarian Venezuela. While witnessing some important achievements, Venezuela's FS experiment has encountered a number of contradictions. As this case study shows, peasant struggles aiming to retake control over production and establish cooperative forms of governance must traverse the entire terrain of the state and thus affect a broader socialisation of society's sociopolitical infrastructures. 相似文献

The question of land, its commodification and role in capital accumulation has come to occupy centre stage in political economy since the last decade of the 20th century. Such concerns are however not confined to the agrarian question as in classical political economy but have emerged primarily in the wake of land being integrated into circuits of speculative capital accumulation constituting novel processes of dispossession. This financialization of land and accompanying processes of dispossession, often justified through neoliberal developmentalism, not only has consequences for agrarian actors and ecologies but also poses questions about the role of land in current accumulation dynamic, especially in transitioning economies in the global South. Based on a review of three recently published books on the contemporary land question and politics around it in India, this essay explores how such incorporations and dispossessions are driven by multiple developmental imperatives and asks what such logics mean for conceptualizing the land question in the 21st century. 相似文献

Dai and Singleton (2000) study a class of term structure models for interest rates that specify the short rate as an affine combination of the components of an N‐dimensional affine diffusion process. Observable quantities in such models are invariant under regular affine transformations of the underlying diffusion process. In their canonical form, the models in Dai and Singleton (2000) are based on diffusion processes with diagonal diffusion matrices. This motivates the following question: Can the diffusion matrix of an affine diffusion process always be diagonalized by means of a regular affine transformation? We show that if the state space of the diffusion is of the form for integers satisfying or , there exists a regular affine transformation of D onto itself that diagonalizes the diffusion matrix. So in this case, the Dai–Singleton canonical representation is exhaustive. On the other hand, we provide examples of affine diffusion processes with state space whose diffusion matrices cannot be diagonalized through regular affine transformation. This paper contributes a preliminary analysis of the process of agrarian capitalist transition in Arunachal Pradesh, one of the least studied regions of India. Primarily based on information collected through a field survey in eleven villages, the paper seeks to explain the nature and implications of institutional unevenness in the development of capitalism. Institutional diversity is not simply mapped across space, it is also manifested in the simultaneous existence of market and non-market institutions across the means of production within the same village or spatial context. In addition, there is a continuous and complex interaction among these institutions which both shapes and is shaped by this capitalist transition. Primitive accumulation emerges as a continuing characteristic of the on-going agrarian and non-agrarian capitalist transition. Institutional adaptation, continuity and hybridity are as integral to the emergence of the market economy as are the processes of creation of new institutions and demise of others. There is no necessary correspondence between the emerging commercialization of the different productive dimensions of the agrarian economy. These uneven processes are deeply influenced by existing and emerging power relations and by the state. Framed by the Bernstein–Byres debate about the contemporary (ir)relevance of the agrarian question, evidence is presented to justify the conclusion that although the processes at work are far from the classical models of the transition to capitalism, all aspects of the agrarian question remain relevant. 相似文献

Direct elite participation in civil wars remains unexplored terrain. It should be analytically telling, because it involves taking major risks and costs. Here, we consider the direct participation of one rural elite—big cattle ranchers—in the Colombian paramilitary saga. We claim that it was massive, locally specific, regulated by institutions, and riddled by permanent collective action issues. We focus on two important forms of direct participation: ranchers as leaders of paramilitary groups, and ranchers as promoters and beneficiaries of coercive land dispossession. This does not cover the full spectrum of potential elite participation in war, but it is a key starting point to sort out the ways in which extreme inequality is associated with political violence from above. 相似文献

The global discourse on food sovereignty suggests several mechanisms for improving food security and agricultural livelihoods, including redistributive land reform and restructuring of markets to improve food distribution and access. In Brazil, the Fome Zero (Zero Hunger) social welfare programme has created innovative links between public nutrition and food security programmes and rural development initiatives through mediated market support for the family farm sector. We report on a participatory assessment of the experience of land reform beneficiaries in seven municipalities in Mato Grosso, Brazil, who were contracted to produce food for the Programa de Aquisição de Alimentos (Food Procurement Programme, PAA) and the Programa Nacional de Alimentação Escolar (National School Feeding Programme, PNAE) under the umbrella of Fome Zero. This analysis offers insight into the opportunities and challenges related to participation in mediated ‘farm‐to‐institution’ food procurement programmes, and assesses their influence on key food sovereignty principles, including agro‐ecological transition, increased market stability and farmer autonomy. 相似文献

Contrary to the general view that communal riots in India are urban‐centred, the rural areas of Muzaffarnagar in the state of Uttar Pradesh were the site of a major communal riot in September 2013. The majority of victims in the riot were Muslim labourers from the lower‐caste groups, and the alleged perpetrators were members of the relatively prosperous Hindu Jat households. This paper deals with how the leadership and membership of a ‘new farmers’ movement’ – the Bharatiya Kisan Union (BKU) – actively internalized, and helped entrench, a communal discourse that preceded the riots. It argues that the reasons for why the identity of a ‘Hindu’ prevailed over the class‐neutral identity of a ‘farmer’ during the riots can be traced to the ways in which the BKU has historically sought to culturally construct the identity of a ‘farmer’. The political intermediation of the traditional institution of khaps is highlighted as central to this process. Khaps played a major role in spreading and sustaining a communal discourse and preparing the ground for the Muzaffarnagar riots of 2013. 相似文献

Scholars of agrarian change have long debated the nature of capitalist transition in the countryside, including whether the deepened interlinking of local, national, and transnational economic activities make past trajectories of agrarian transformation unlikely to reoccur in the present. This essay makes the case that Giovanni Arrighi's work has much to add to our understanding of the agrarian question in global historical perspective. We focus in particular on Arrighi's research on trajectories of change in the Calabrian region of southern Italy, and his essay “Capitalist Development in Hostile Environments.” In this piece, Arrighi and co‐author Fortunata Piselli develop two key insights. The first is that the pathways to capitalism are diverse, non‐linear, and historically contingent such that within one country—or, in the case of Italy, a single subnational region—multiple trajectories can be found. The second is that the outcomes of capitalist transition vary based on a country's position in the international hierarchy of wealth, meaning that agrarian transformation is compatible with both economic development and underdevelopment. We describe the three methodological principles that enabled Arrighi to develop his analysis of capitalist transition and explain how the papers collected in this special issue reflect and extend the Arrighian approach to agrarian political economy. 相似文献
