Bureaucratic integration and regional specialization in China

Fiscal decentralization introduced as part of China's economic reform since 1979 has unleashed strong incentives for China's local governments to pursue economic development, but the same incentives have also led to local protectionist policies inhibiting the process of regional specialization. This paper focuses on the constraints or freedom with which local governments can implement their protectionist policies. Using a panel data of 29 China's regions over the time period of 1985–1997, we find that China's political system of bureaucratic integration (specifically, concurrent appointment of local government officials in the central government) imposes constraints on the local governments from practicing protectionism. We also find that the effectiveness of local protectionist policies is limited by market competition, specifically, competition from foreign-invested firms operating in China and foreign imports. Our results on the role of local protectionism remain robust to controls for the regional variations in the size of the economy and the stage of economic development.

基于引力模型的中美农产品贸易边境效应研究

针对中美两国在农产品贸易上的新变化,应用引力模型的派生模型——边境效应引力模型对中美两国农产品贸易的流量和流向进行理论和实证研究。首先介绍了边境效应引力模型基本模型的推导过程,并引入了调整模型。然后采用1987至2005年其中5年的截面数据进行计算,结果发现:中美农产品贸易的边境效应显著存在,且呈逐年下降趋势;两国之间的农产品贸易边境效应存在流向和区域上的差异;距离的平方并不影响模型的可靠性。     

An empirical investigation of firm public and private knowledge

Many studies examine firm private knowledge, but purport to be generalizable to the totality of firm knowledge, both public and private. This study demonstrates that public and private firm knowledge are empirically separable constructs that have significant and yet different influences on innovative outcomes. The example of product development effectiveness within this study shows that both public and private knowledge are significantly related to product development quality; however, public knowledge is negatively related to quality lapses while private knowledge is positively related to quality lapses. 中国矿产资源开发及社会影响

我国矿业已得到了很大发展，但在矿产资源的开发利用及管理中仍存在许多问题。本文深刻分析其成因，认为观念陈旧，矿法宣传不够，矿法的实施没能落到实处，管理体制改革滞后，技术落后，采、选、冶回收率低，运行机制不合理等是主要原因。应该采取积极、配套的措施，切实解决实际存在问题：即进一步加大矿法宣传力度，理顺矿业管理体制；实行持证开采、经营；强化执法手段；加强地质勘查工作；采用先进的开采技术，保护矿产资源，保护我们的环境，促进经济的发展。     

神府—东胜矿区沙漠化趋势预测与防治措施

神府－东胜矿区在特定的自然地质环境和人为因素的影响下，土地沙漠化呈不断扩展的演化趋势。矿区大规模的开发建设，更加速了沙漠化进展。本文利用典型地段的沙漠化发展速率，依据矿区总体设计规模，对矿区自然沙漠化趋势和开矿新增沙漠化土地面积进行了定量预测，并提出了相应的防治措施。

融入长三角和都市圈、沿江开发等课题,其实质都在区域经济的整合。这是传统计划体制造成行政分割面临市场化、全球化的产物,要经历一个较长过程,才能实现一体化的目标。行政区划与区域整合之间有博奕,出路在于把地方利益与国家利益、人民利益融合起来。目前已在启动,各地不断创新,具体路径宽广,亟待进一步探索。
