国际贸易中的动物福利问题研究及我国的对策

动物福利的出现,一方面是经济发展和社会进步的表现;另一方面,是由于发达国家和发展中国家之间存在着巨大的差异。文章对动物福利和动物福利壁垒内涵作深入的剖析,从市场准入限制、产业竞争力影响和贸易抑制影响等方面分析了动物福利壁垒所产生的经济效应;指出动物福利壁垒对我国出口贸易的影响越来越明显。因此,正确认识动物福利问题、增强动物福利意识、加强动物福利立法、建立预警机制、改革农牧业的生产方式、加大投入和依法抵制新贸易保护主义是我国应对动物福利壁垒的主要策略和措施。     

讨论法在《动物法律法规》课程教学中的意义及模式探讨

讨论课是提高《动物法律法规》教学效果的重要方式之一,它不仅能提高学生学习兴趣,巩固和加深所学知识,而且能培养和提高学生的多种能力,并促进教学相长。真正意义上的讨论模式需通过"教师-学生1-学生2-学生3……教师"这样的方式展开。为取得良好教学效果,讨论课上需要教师提出真正抓住学生心思的发问,并要求教师对学生的回答采取宽容的态度。     

Is there a case for revising the UNWTO's Global Code of Ethics to include a new article on the ethical treatment of animals by the tourism industry? A response to the opinion piece by David Fennell

This opinion piece reviews and critiques the opinion piece by David Fennell which presents a proposal for a new article about the ethical treatment of animals to be added to the UNWTO Global Code of Ethics for the tourism industry. The case presented here rests on a detailed examination of the use of the concepts of speciesism and anthropocentrism in the original opinion piece. It finds that, while speciesism is currently a fashionable way to draw parallels between animals and humans, it is dependent on the evidence around the questions of sentience, cognition and consciousness. While there is increasing evidence for animal sentience and cognition, human consciousness is wholly different from that of even the most advanced animals. And, although anthropocentrism is a dominant idea in many forms of political decision making in general, it cannot be used as a stick with which to beat tourism scholarship: many writers on tourism adopt distinctly ecocentric lines of argument, including the concepts of ecotourism and sustainable tourism. The paper also notes that only ca. 30% of UNWTO's national members had given legal recognition to the existing code of ethics nearly 10 years after its ratification by the UN.

西藏牧业县发展分析

采用聚类分析法对西藏14个牧业县的经济发展进行了分析,确定了哪个牧业县发展最快,并对各县的主要经济指标进行了检验。结果表明,那曲县、安多县、申扎县、班戈县、尼玛县的牧业发展迅速,能够产生很大的生产总值,社会保障体系结构完整,经济水平较高,收入水平高于其他的牧业县。     

Panda and elephant – contesting animal icons in Thai tourism

In May 2009, during a period of rising political polarization in Thailand, a cub was unexpectedly born in Chiang Mai's Zoo to a pair of Chinese pandas. The authorities used the occasion to boost the crisis-ridden tourism to the northern Thai city, instigating an unprecedented national craze around the tiny cub, and promoting a massive pilgrimage of domestic visitors to the zoo. In a conspicuous act of protest against the prioritization of the foreign pandas, some elephant keepers in the Ayutthya kraal, painted their animals in panda colors, leading to an implicit contest between the two animal icons. In this case study, the wider theoretical and comparative implications of that contest are analyzed. Whereas previous studies of tourists engagement with captive wild animals paid scant attention to its wider social context, the article examines the cultural and economic background of the contest, and the manner in which it became implicated in the process of political polarization between the societal center and the periphery.     

甘肃省河西民族地区畜牧业产业化发展研究

甘肃省河西民族地区是一个生态环境脆弱的山地草原牧区,尽管该地区在推进畜牧业产业化发展中摸索了一些可贵的经验,但仍然隐含较多问题。文章在对四个民族自治县畜牧业发展现状全面调查①的基础上,探讨了典型生态脆弱山地草原牧区畜牧业产业化发展可供参考的几种模式:专业市场 农牧户、公司 基地 农牧户、公司 合作组织 农牧户、牧场企业 中介组织 龙头企业等,并结合四县畜牧业发展状况分析了四种模式内部运行机制和可能的演进方向。最后,提出了进一步提升四县畜牧业产业化水平的相关政策建议。     

论我国动物保护法律体系的完善

由于对野生动物的保护问题日益受人们的关注。许多国家的动物保护法律越来越丰富，而我国动物保护的立法还停滞于20世纪的七八十年代。已远不能满足动物保护工作的需要；根据动物保护的需要并借鉴其他国家动物保护立法的情况，对构建我国动物保护法律体系提出建议。

民国时期开发西北的浪潮此起彼伏,抗战时期达到了高潮.畜牧业作为西北地区传统优势产业,尤其受到民国政府的重视.为此,国民党农林部在甘肃岷县设立了西北羊毛改进处,专门从事羊种改良、羊病防治、牧草调查、牧民组织与教育、畜产品加工与贸易等工作.
