强化激励 建立岗位绩效工资模式——浅谈深化地勘单位分配制度改革

工资分配制度改革是人事制度改革的重要组成部分,地勘单位的工资分配是一种高度集中的分配管理模式,执行的是国家政策规定的结构工资。在很大程度上存在平均主义,严重影响了职工工作积极性,制约了地勘经济的发展。地勘单位工资分配制度改革应强化工资分配的激励作用,坚持效率优先兼顾公平。实行岗位绩效工资,其构成应包括基本工资、物价补贴、年功工资、岗位工资、绩效工资等五项。同时要实行改革的配套措施,以激活内部分配。

Analysis of Instantaneous and Early Failures in Weibull Distribution

There are many situations in life testing experiment where an item fail instantaneously and hence the observed lifetime is reported as zero. The items that fail prematurely are called early failures. We propose a modified Weibull distribution as a suitable model to represent such situations by mixture of a singular distribution at zero and a two parameter Weibull distribution. We obtain the maximum likelihood estimates of the parameters and their asymptotic distributions. The methods are illustrated on drying of woods under different experiments and schedules reported by Vanmann (Research report, 1991:2).     

Gamma-Minimax Prediction for the Multinomial Distribution

Characterizations of gamma-minimax predictors for the linear combinations of the unknown parameter and the random variable having the multinomial distribution under arbitrary squared error loss are established in two situations – when the sample size is fixed and when the sample size is a realization of a random variable. It is always assumed that the available vague prior information about the unknown parameter can be described by a class of priors whose vector of first moments belongs to a suitable convex and compact set. Several known gamma-minimax and minimax results can be obtained from the characterizations derived in the present paper.     

Reference groups and individual deprivation

We provide an axiomatization of Yitzhaki's index of individual deprivation. Our result differs from an earlier characterization due to Ebert and Moyes in the way the reference group of an individual is represented in the model.     

支持向量机在模式识别中的应用
