生态城市规划实效论——兼议生态城市规划建设的矛盾性与复杂性

我国各地区的生态城市规划建设正如火如荼地进行,但实践效果堪忧,成为制约生态城市长远可持续发展的一个突出问题。基于自然辩证法视角,从生态城市规划建设活动的基本属性出发,对生态城市规划建设的矛盾性与复杂性进行了分析和讨论,阐明了生态城市规划实效性难以提高的内在原因。进而借鉴复杂性科学理论,提出了改进生态城市规划建设活动的若干启示。     

新时期进城农民工子女城市适应现状综合评价——基于湖南省的实证分析

通过对湖南省农民工进城务工过程中的子女适应问题进行了调查问卷和走访,结合自身所学知识,重点对农民工子女在城市中的生活和学习以及人际交往问题进行了分析和研究,利用收集整理到的数据,通过Logistic回归方法的应用对影响农民工子女城市适应的因素进行了分析,包括:是否有城市同龄朋友、同学交往、学习成绩、老师态度、流动儿童的性别和年龄等内容,在影响因素中所占比例较高,在以后的工作中应该引起我们的重视。     

农民金融权:弱势群体的一项正当性权利

农民金融权是农民在进行金融活动过程中获得金融供给与救济的权利。其权利之所以能被确认而视为正当,是因为它涉及到人类社会最根本的价值理念,即人权、平等、正义与效率。而人权、平等、正义与效率与法律之间存在着密不可分的联系,以其为基础的价值体系共同构成了作为弱势群体的当代农民金融权法律保护的正当性依据。     

The poverty of solidarity: the size and structure of informal income smoothing among worker households in Helsinki, 1928

Abstract

Informal income smoothing by households before the post-Second World War expansion in public welfare has gained attention in the history of poverty and social insurance. Little direct empirical evidence has been available. Finnish household budgets from 1928 with intra-year panel data on informal transactions enable analysis of the use of savings, loans and informal assistance to counter income variation by worker families in Helsinki. Income shares of transfers were small compared with labour-based methods of supplementing the earnings of the surveyed male breadwinner families. Within the year, however, the combined use of assistance, credit, and savings accounts compensated on average 36% of income fluctuations, while means such as added workers or taking in lodgers appeared ineffective on the short run. Informal assistance mattered for the poorest households, but provided inferior coverage compared with that attained through credit and savings by more affluent workers. Income inequality was therefore replicated as risk-management inequality.

The changing nature of riots in the contemporary metropolis from ideology to identity: lessons from the recent UK riots

Whereas past episodes of rioting in UK cities confronted the state authorities with a conscious and collective political problem – either through opposition to job losses or to institutional racism – in the post-political climate today we witness a shift towards individual action driven more by identity than by ideology. The one element that united the otherwise disaggregated rioters across the UK recently was more their taste in expensive sportswear (branded trainers) and electrical goods (plasma television screens) than anything else. Far from being a backlash against the police shooting of a petty, local black criminal in north London, or to the austerity measures introduced by the Liberal-Conservative government to combat the UK state deficit, some commentators suggest that what we now see is the product of a generation brought up on welfare for whom the old allegiances of work, family and community have lost their meaning and who, accordingly, are only able to assert their identity through the expression of their consumer tastes. This article examines what really drove the recent UK riots and explores the twin crises – of authority and of identity that they have exposed.

地方政府主导型城镇化模式下的失地农牧民生存问题是事关社会稳定的大问题,解决失地农牧民生存问题已刻不容缓.本文开篇对地方政府主导型城镇化模式下的利益博弈框架进行分析,进而以锡林郭勒盟西乌旗“5·11”事件与阿巴嘎旗“5·15”事件为例揭示出内蒙古失地农牧民生存现状、存在问题及其所引发社会风险,最后有针对性地提出了城镇化进程中解决失地农牧民生存问题的主要政策建议.

摘要：尚属发展中国家的斯里兰卡向民众提供了项目丰富的社会福利,降低了民众的生存风险,同时也为经济发展提供了优质的人力资源。普选、福利刚性、宗教和意识形态等都是深刻地影响着斯里兰卡的社会福利。囿于经济发展水平和政府财力,斯里兰卡的社会福利供给方面也存在某些不足。在今后转变经济增长方式的过程中,斯里兰卡应该更加重视社会福利建设,实现社会福利和经济发展的良性互动。
