资源型城市经济转型是一个巨大的系统工程,不仅要依靠资源型城市自身力量来完成,还需要中央和地方政府的有关政策扶持,林业资源型城市也不例外。论述林业资源型城市进行政策扶持的必要性。阐述一些西方国家针对不同类型的资源型城市的特点制定的一系列较为完善的扶持政策,如法国和德国主要依靠政府的干预,日本则通过产业政策对煤炭行业进行结构调整等政策促进城市经济顺利转型。在借鉴国外资源型城市转型扶持政策的基础上,提出促进黑龙江省林业资源型城市经济转型的扶持政策,即资源开发的补偿政策和衰退产业的扶持政策,及具体实施办法,以期促进林业资源型城市经济顺利转型。 相似文献

Emerging markets (EM) are becoming increasingly important for multinational enterprises because of their high growth potential and future prospects. The unique circumstances in EM lead to increased pressure to offer creative marketing solutions that can be leveraged across the multinational network. Setting up subsidiaries to tap into these markets offers companies the opportunity to integrate in the local community and access its knowledge-base for local and global innovations. Literature, however, reveals that EM subsidiaries have been largely ignored concerning their potential for reverse knowledge transfer (RKT), and marketing initiatives are expected to be developed in mature, developed markets. Our paper fills this gap in research and contributes to extant literature by identifying factors at unit, relationship and knowledge levels influencing RKT potential specific to marketing knowledge from EM subsidiaries. Using data from the population of Ecuadorian importers, we examine the extent to which the characteristics of their imports relate to their labor productivity. Results indicate that the technological intensity of imports does not explain differences in labor productivity, although the region of origin of imports explains differences in the manufacturing sector, as imported technologies from advanced regions are associated with superior labor productivity. Nevertheless, as technology intensive imports are not associated with superior performance, we argue that importers from developing countries may use foreign technology inexpertly due to the lack of absorptive capacity and the emerging nature of their national innovation system. 相似文献

In this paper, the literature on the interaction between monetary and fiscal policies in a monetary union is surveyed. By adopting the concept of symbiosis as a starting point, the paper highlights the importance of uncertainty, policy makers' preferences and targets. Then, the role of commitment to policy rules and coordination is addressed. The analysis also focuses on the importance of the data considered for the generation of the policy mix. As a final step, the paper discusses the main results in the literature on public debt management in a monetary union. This paper critically examines the ‘asset transfer’ of leisure services from the public to the voluntary sector. Asset transfer might be theorised as ‘austerity localism’, in which volunteers are obliged to fill the gaps left by retreating public provision, or as ‘progressive localism’, which represents new opportunities through the localism and Big Society agendas to develop more locally responsive, cooperative and mutualist visions. In this way, asset transfer might overcome the limitations of the United Kingdom policies in which ‘Big Government’ is replaced by civic society. Drawing on qualitative interviews with key personnel (volunteers, managers and local authority officers) at 12 leisure facilities, a grounded assessment of the nuanced balance between ‘austerity localism’ and ‘progressive localism’ is provided, including three observations. First, the main impetus for transfer was cuts in local authority budgets which stimulated the emergence of local groups of volunteers. Secondly, the transfers themselves required interaction between local government and the volunteer groups; however, the nature of the relationship and support given varied and support was limited by austerity measures. Thirdly, volunteers do not automatically fill a gap left by the state: without support transfer viability relies on the financial and social capital among volunteer groups, and this is unevenly distributed. These findings suggest that the capacity for a ‘progressive localism’ to emerge through asset transfer is limited. However, where transfer has occurred, there are some progressive benefits of volunteer empowerment and a more flexible service. 相似文献
